MEASURES FOR THE BENEFIT OF ARMED FORCES VETERANS, WAR WIDOWS, THEIR DEPENDENTS AND VEER NARIES


Dear  All Veterans

1.   IESM  SOP regarding “Measures for the benefit of Armed Forces Veterans, War Widows, their dependents and Veer Naries” is enclosed herewith.

2.  You are requested to circulate the information regarding award of Scholarships to the dependents of War widows, widows and veterans of Armed Forces as per the SOP. Applications are sought from eligible members of the Defence Family for the award of scholarships.  Application may please be forwarded to Indian Ex servicemen Movement (IESM) HQ at 543 Sector 23, Gurgaon -122017 (Haryana) by 10 Aug 2019 positively.

3.         Financial Assistance to seven widows of ex servicemen Rs 15,000/- each has already been given as under:-

MEASURES FOR THE BENEFIT OF ARMED FORCES VETERANS,
WAR WIDOWS, THEIR DEPENDENTS AND VEER NARIES

  1. Indian Ex-servicemen Movement is one of the prominent societies in India which have been formed with a solitary aim of helping veterans, veer-naris and their families. IESM has spearheaded the fight of OROP for veterans and has succeeded in getting OROP for veterans and their families. There are some anomalies still to be resolved and fight for removing these anomalies is going on. IESM has started a new initiative to help veer-naris and their families. There is no doubt that our soldiers have fought for the country and have given supreme sacrifice for mother land, but their families have not got the recognition, by the Government, which they deserved for the supreme sacrifice given by their husbands.
  2. Creation of a corpus Fund: IESM: IESM has been recognized in corporate sector as one of the pioneer organization which is spearheading welfare measures for veterans, veer-naris, their families and citizen of India. Corporate houses have started contributing funds, reserved as corporate social responsibility (CSR) to IESM for this purpose. Recently one of the corporate has contributed Rs 25 Lakhs to IESM for the welfare measures of veterans, veer-naris and their families. It is recommended that IESM should allot equal amount of Rs 25 lakhs and make the corpus fund of Rs 50 Lakhs for the purpose. Administration of this fund is recommended to be done in such a way that corpus fund is increased every year from inception.  
  3. Topping up of Corpus Fund: Corpus fund will be topped up to slowly to Rs One crore in next ten years provided IESM gets increased donation per year.
  4. Financial Assistance: It is proposed that IESM establishes
    1. Scholarships for 4 girls (students from class 6 to 12th class) and one boys (students from class 6 to 12th class) at the rate of Rs 12000/ per year to be paid in Oct and then in Apr of each year.  Total Rs 0.60 Lakhs per year for a period of seven years. Number of scholarships will increase every year and will become constant 35 students (28 girls and 7 boys) in eighth year. Amount of scholarship in eighth year will be 4.2 Lakhs per year.
    2. Scholarships for professional studies (Students in professional colleges Engg/Medical/Management/Masters degree) at the rate of Rs 24000/ per year for 3 students (2 Girls and 1 boy). Total Rs 0.720 Lakhs per year for a period of four years. Number of scholarships will increase every year and will become constant 12 (8 girls and 4 boys) in fifth year. Amount of scholarship for professional studies will be Rs 2.88 lakhs per year from fifth year onwards.
    3. These scholarships will be named after PVC winner and Field Marshal/Marshal of Air Force from 1947 onwards.  
    4. Financial help to veer-naris who wish to start their own cottage industry in form of helping them to buy the machinery for starting up. This could be Rs 50000/ per veer-nari for three veer-naris. This could also start from 2017.  Total Rs 1.5 Lakhs.
    5. Financial help to old age home/orphanage in civil at the rate of Rs 5000/ to ONE establishments.  Total Rs 0.05 Lakh.
  5. Administration of the Corpus fund:  It is recommended that funds may be administered as given below. For the purpose of explanation, we presume that corpus fund available is Rs 50/ lakhs. 
    1. Total corpus fund at disposal                                   Rs 50 lakhs
    2. Interest from the corpus fund @ 7%                       Rs  3.5 Lakhs
    3. Expected donations every year for first 3 years        Rs  5.0 Lakhs
    4. Expected donations every year for 4th year onwards Rs 10.00 lakhs  Recommended scholarships/monetary help amount     Rs 1.32 Lakhs per year.
    5. Recommended for veer-naris to start their own                               Rs 1.5 Lakhs per year
    6. Recommended for old age homes/orphanage in civil    Rs 0.05 Lakh per year
  6. Year wise out go of funds
    1. Balance available at the end of first year as corpus fund               Rs 50 Lakhs –(0.12*5= 0.60)-(0.24*3=0.72)-1.5-.05+5+3.5= 55.63 Presuming we get donation of Rs 5 Lakhs in first year.
    2. Balance fund available at the end of second year       Rs 55.63-(0.12*10=1.2) –(0.24*6=1.44) -1.5-0.05 +5.00 donation of year + interest Rs 3.5 Lakhs = Rs 59.94 Lakhs
    3. Balance fund available at the end of third year                       Rs 59.94-(0.12*15=1.8)-(0.24*9=2.16)-1.5.0-0.05+ 5.00  donation of year  + interest  Rs 3.5 Lakhs= Rs 62.93 Lakhs
    4. Balance fund available at the end of fourth year Rs 62.93-(0.12*20= 2.4)-(0.24*12=2.88)-1.5-0.05+ 10.00+3.5= Rs 69.6 Lakhs
    5. Balance fund av at the end of fifth yr        Rs 69.6- (0.12*25= 3.0)-(.24*12=2.88)-1.5-0.05+ 10.00 +3.5= Rs 75.67 Lakhs
    6. Balance fund av at the end of sixth yr       Rs 75.67- (0.12*30= 3.6)-(.24*12=2.88)-1.5-0.05+ 10.00+3.5=Rs 81.14
    7. Balance fund av at the end of seventh yr    Rs 81.14- (0.12*35= 4.2)-(0.24*12=2.88)-1.50-0.05 +10.00+3.5= Rs 86.01 Lakhs
    8. Balance fund av at the end of eighth yr          Rs 86.01-(0.12*35=4.2)-(0.24*12=2.88)-1.50-0.05 +5 +3.5= Rs 90.88 Lakhs
    9. Balance fund av at the end of ninth yr                   Rs 90.88-(0.12*35=4.2)-(0.24*12=2.88)-1.50-0.05 +5 +3.5= Rs 65.75 Lakhs
    10. Balance fund av at the end of tenth yr                   Rs 95.75-(0.12*35=4.2)-(0.24*12=2.88)-1.50-0.10 +10 +3.5= Rs 100.62 Lakhs
    11. There after outgo will remain fixed at Rs 8.63 Lakhs per year for scholarship of 47 students (36 girls and 11 boys per yr and Rs 1.5 lakhs per year as help to widows to start their own business and Rs 5000 for civil orphanage or house for senior persons.
    12. Scholarships to needy students can be increased in number as well as amount from 11th year for secondary school students. Recommended increase in number is to 40 from 35. Recommended increase in amount is Rs 1500 from existing Rs 1000/ per month for secondary school students.
    13. Scholarship to needy students can be increased in number as well as amount from 11th year for professional studies. Recommended increase in number 5 from existing 3 students. Recommended increase in amount is to Rs 3000/ from existing 2000/.
  7. Criteria for Selection; It is very important to select suitable candidates. Following criteria are decided for selection of deserving candidates.
    1. Scholarship for secondary schools.
       i.      Application for the scholarship must be countersigned by two members of IESM and convener of the district.
          ii.      Application must be signed by class teacher and countersigned by Head Mistress/Principal.
         iii.       Application must be accompanied by PPO, Aadhar card, Identity card of the school. Mark sheet of previous class five.
          iv.      Application duly completed must reach IESM head office latest by 1st Oct of the year.
           v.      Students are to be daughters/son of a widow or economically poor soldier.
          vi.      Student should not be getting any more scholarship.
         vii.      Student should have more than 80% marks in previous class.
      viii.      Student should have scored 80% marks in the class for him to qualify for next year scholarship.

    1. Continuation of Scholarship for next year.
       i.      Application for the scholarship must be countersigned by two members of IESM and convener of the district.
         ii.      Application must be signed by class teacher and countersigned by Head Mistress/Principal.
       iii.       Application must be accompanied by PPO, Aadhar card, Identity card of the school. Mark sheet of previous class.
        iv.      Application duly completed must reach IESM head office latest by 1st Oct of the year.
         v.      Student should not be getting any more scholarship.
        vi.      Student should have more than 80% attendance in school.
       vii.      Student should have scored 80% marks in previous class for him to qualify for scholarship for next year.

    1. Scholarship for Professional courses.
     i.      Application for the scholarship must be countersigned by two members of IESM and convener of the district.
     ii.      Application must be signed by Principal of professional college.
     iii.       Application must be accompanied by PPO, Aadhar card, Identity card of the school.
     iv.      Application duly completed must reach IESM head office latest by 1st Oct of the year.
     v.      Students are to be daughters/son of a widow or economically poor soldier.
     vi.      Student should not be getting any more scholarship.
     vii.      Student should have more than 80% attendance in school.

    1. Continuation of Scholarship for next year for professional course scholarship.
   i.      Application for the scholarship must be countersigned by two members of IESM and convener of the district.
    ii.      Application must be signed by Principal of college.
  iii.       Application must be accompanied by PPO, Aadhar card, Identity card of the school. Mark sheet of previous class.
 iv.      Application duly completed must reach IESM head office latest by 1st Oct of the year.
  v.      Student should not be getting any more scholarship.
  vi.      Student should have more than 80% attendance in school.
 vii.      Student should have scored 80% marks in the previous class for him to qualify for scholarship for next year.

  1. Discontinuation of Scholarship. Scholarship will be discontinued in following cases.
    1. In case the student is expelled from college on discipline grounds.
    2. In case the student is involved in any illegal activity involving any FIR by police.
    3. In case the student is involved in any anti national activity.
    4. In case the student is involved in ragging activity of juniors.

  2. Committee for Recommendation. It is recommended that GB will approve the names of members of committee to discuss and approve the financial assistance to veernaris and students. However some recommended names are
