Modi's Most Powerful Enemy: Bureaucracy - Sutanu Guru wonders if this regime can succeed in reforming India's rotten 'steel frame'

Prime Minister Narendra Modi is facing a formidable bureaucracy
Today happens to be Ganesh Chaturthi. It also happens to be the birthday of Prime Minister Narendra Modi. If you believe gossip, many bureaucrats today are praying to Lord Ganesh and seeking a single term for the Prime Minister. Last evening, the NDA regime dropped a bombshell on bureaucrats. It has decided that bureaucrats who are either incompetent or tainted, or both, will face compulsory retirement after they celebrate their 50th birthday. Like in many senior positions in the private sector, they will get three months to pack their bags.
 
If this decision is actually implemented, it would be a monumental achievement. Indian bureaucrats might think that they constitute the steel frame that holds the country together. But the average citizen loathes and detests Indian bureaucrats. For the aam aadmi, the bureaucrat is inaccessible, arrogant, unaccountable and often corrupt to the core. This is not a sweeping generalization or judgement. Many individual bureaucrats are indeed inspirational role models. But as a group, they have behaved like parasites who have done everything possible to prevent the innate entrepreneurial energies of India from blossoming. Sure, politicians too have done that. But many of them get kicked out by voters every five years or so. Not so with Indian bureaucrats.
 
Let me give you two examples of the mischief (I don't know if deliberate or not) that bureaucracy is capable of; and how that can inflict irreparable damage. Finance Minister Arun Jaitley keeps repeating ad nauseum that his government is committed to simplifying tax rules and procedures for individuals as well as companies. Last year, when he was out of India, the "babus" released a new income tax form that horrified even diehard supporters of Modi. This marvel of a form required tax payers to detail all expenses incurred in foreign trips apart from many other infuriating requirements. Jaitley was forced to "order" his babus to withdraw that "order". But his reputation as a reformer was virtually shattered. The second example relates to the sensitive and controversial issue of One Rank, One Pension (OROP). The Prime Minister had made a solemn commitment to implement it during his election campaign. But thanks to bureaucrats, the decision kept getting delayed. Matters reached a stage where armed forces veterans started losing faith and trust in Modi. Even when the decision was announced formally by the Defense Minister Manohar Parrikar, the babus managed to create confusion and rift. The official statement had the words "voluntary retirement". Instead of celebrating the implementation of OROP, veterans were wondering what this meant. It took a public clarification from Modi to clear the air. But the damage had been done by then.
 
It is not as if no efforts have been made to reform Indian bureaucracy and governance. An Administrative Reforms Commission was first set up in 1966 to suggest reforms. It submitted about 20 reports before being wound up in the 1970s. No recommendation made about bureaucrats being made accountable and more responsive to citizens was implemented. The second such Commission was formed in 2005 and has submitted about 15 reports. Any implementation of accountability? Sorry. Three successive Pay Commissions since the 1980s have strongly recommended basic steps like performance based increments and promotions for bureaucrats. Nothing doing.
 
The problem is that the bureaucracy, like an army of termites, has so deeply infiltrated every institution and organization of governance that they have become de facto lords and masters. The telecom regulator is usually a retired IAS officer. The Chief Information Commissioner is usually a retired IAS officer; someone who has perhaps spent his entire career thwarting transparency! The Competition Commission of India is headed by an IAS officer. The Election Commission is inhabited by retired IAS officers. The administrative tribunals are headed by retired IAS officers. The aviation regulator is invariably a retired IAS officer. The UPSC chairman is usually a retired IAS…. The list is endless. People in the know joke that it is a divine blessing that the Delhi Metro was headed by a technocrat like E. Sreedharan. If an IAS had headed it, the damn thing might still be under construction!
 
Very soon, the recommendations of the Seventh Pay Commission (inhabited mostly by retired bureaucrats) will be submitted. There will be strong recommendations about variable pay, transparent performance appraisals and increments and promotions linked to performance. Perhaps Modi might gather the political will to finally bite the bullet and implement reforms in bureaucracy. The decision to compulsorily retire some after the age of 50 looks like a promising first step. But make no mistake: the Empire will strike back; and viciously. More than political opponents, it is this entrenched mafia that will make every attempt to derail his governance agenda.

-The Jawans At the age 35, 40 are loaded with responsibility.

-How can we withdraw this security cover to these men who have provided security to the nation from the day they joined service to the day they have retired.


Is it Fair?

On Retiring Jawans are not secure for two reasons:-

-He is now unemployed
-The Insurance Security cover which he had, that too against his own contribution is also withdrawn
 Why is Security cover withdrawn ?
-Jawans while in service, he is young and Physically fit, as he grows in age, THE RISK FACTOR  will keep increasing each year.


Each growing year, he is becoming a greater liability,each year. That is the Reason he is shed at this young age.
His money has been used for Twenty years and Security cover is withdrawn when he needs it most. HE IS NOT EVEN INSURED FINSURED WHEN HE IS HEALTHY
THE WAR RISK & BORDER SKIRMISHES DEATH RATE IS EVEN BELOW 1% IN A DECADE[ INC KARGIL WAR]

Please note the day he retires same day another Jawan is enrolled so strength never decreases, meaning the quantum of money will never decrease.
The Corpus will always be a huge amount .ie Rs 3900,0000000/- multiplied by number of years you can see the figures!!!!

Govt does not fund the Army group insurance scheme at all and the soldiers not only risk their life for the country but also pay in cash for taking such risks.

NEW DELHI:  Armed forces veterans staging a protest in New Delhi to press their demand for 'One Rank One Pension' (OROP) said today that they have no faith in Defence Minister Manohar Parrikar's statement that the OROP notification would be issued after the Bihar polls.


"The minister has changed the goalposts and hence the veterans have no faith in this statement," Maj Gen Satbir Singh (retd), who has been spearheading the Indian ex-servicemen's movement on the issue, told IANS. "Keeping in view the track record of the government and the minister on OROP implementation, we have no faith in this statement. This is just another statement. He has been changing the goalposts," Mr Satbir Singh said.

"He said it is a gift. What gift? It is our right... not a gift. We are very angry and aghast at the delay in (implementation of) an already sanctioned scheme," said the veteran soldier.

On Sunday, the veterans wrote a letter signed in blood to Prime Minister Narendra Modi. "The government announcement on September 5 regarding OROP has seven serious shortcomings. If implemented without the removal of these shortcomings, it will kill the very definition of OROP which has been approved by two parliaments, strongly recommended by the Koshyari Committee and promised by you to ex-servicemen and armed forces personnel," the letter said.

Mr Parrikar toady said the OROP notification would come after the Bihar polls, and the government was trying to issue it before Diwali, which falls on November 11.

The fifth and last phase of Bihar polls would take place on November 5, with counting of votes on November 8. The model code of conduct will remain in force till November 12.

New Delhi: The notification on One Rank One Pension (OROP) scheme will be issued “within days” of the Bihar poll process coming to an end as the model code of conduct is currently in place, defence minister Manohar Parrikar said on Monday.
Asked if it would be a Diwali gift to the protesting veterans, he said, “I am trying to have it before Diwali (November 11).” The counting of votes in Bihar will take place on November 8 but the model code of conduct will remain in place till 12 November. “It (notification) will be issued within days after the Bihar poll process ends,” Parrikar told reporters in New Delhi.
He said the government did not come out with the notification as the model code of conduct has been in place. The protesting ex-servicemen had on Sunday in a letter signed in blood to Prime Minister Narendra Modi demanded early implementation of the scheme. On the 133rd day of their relay hunger strike at Jantar Mantar in New Delhi, the veterans said that the announcement made by Parrikar on 5 September regarding the implementation of OROP had “seven serious shortcomings”.

UFESM AND IESM SENDS BEST WISHES TO ALL VETERANS ON INFANTRY DAY

Dear Veterans,.

UFESM had given a call to Generals and Subedar Majors to come to Jantar Mantar on Infantry day on 25 Oct 2015 Sunday. This combination was chosen as this the combination which results enemy defeat in a war zone. We are happy to report more than 100 Maj Generals and above and Subedar Majors from as for as Bangalore, Pune, Secunderabad and Chandigarh came to attend the infantry day being celebrated at Jantar Mantar. 25th  Oct was the 133rd day of RHS at Jantar Mantar. Mood at Jantar Mantar is upbeat and veterans have vowed to continue RHS till full OROP notification is issued by the govt. 

Generals and Subedar Majors spoke to the large gathering at Jantar Mantar to express their solidarity and support for the just demands of Veterans. Everyone was appreciative of the fight put in by the veterans and their determination for the OROP. Bonhomie between all ranks at Jantar Mantar was visible and morale was high.

A memorandum was prepared to be presented to PM by the veterans. This memorandum was signed by all present in their own blood. This memorandum will be delivered to PM on 26 Oct. Copy of memo is attached for reference. 

A large strength of veterans confirmed support to the agitation going on at Jantar Mantar. Infantry personnel including Officers, JCOs and ORs preferred to come to JM despite their invite for Infantry day function from Army Head Quarter. Infantry day was celebrated at Jantar Mantar with full honours. The first flower was presented to senior most JCO of Infantry by chairman of UFESM Lt Col Inderjeet Singh. Also,  a rose flower was presented to all Infantry Officers, JCOs, ORs and ladies.
