CSD PLANNING TO START HOME DELIVERY OF ITEMS : TIME FO THIS NEW IDEA

You'll be happy to know that the Dte Canteen Services and QMG's Br are working on implementing this. I was told that there are some  issues which need to be resolved, which is only to be expected. So let's look fwd to a major improvement in collection of CSD items, both for the units and for us consumers.

Amazon, Flipkart, etc. are doing home delivery of all kinds of goods, size and weight no object. If serving and retired personnel can log in to the website of a CSD canteen/depot in the station/city, check the availability and costs of the items they want, and place their orders, to be delivered at their homes as with Amazon, Flipkart, etc, imagine the amount of savings which will accrue to lakhs of people not using their own vehicles or public transport for going to the CSD canteens, searching for their items of choice, hauling them around in carts, waiting in long queues, paying, and driving back several kms. The saving of petrol alone, plus the time, effort, tension of traffic, etc. will make customers happy to pay for delivery charges, sitting comfortably at home.

This system will be especially welcomed by the super-seniors  and those who have difficulty in movement or travel. Distribution of canteen profits can be done on the basis of the type and number of cards of each URC (Unit-Run Canteen). The number of URCs in a station can be drastically reduced, retaining two or three for those who are not comfortable with online shopping. Manpower of URCs can be pooled, with an overall reduction. Units will save transport for collecting from CSD Depots.

The space saved by closing several canteens in stations all over the country can be better utilised for other purposes, like additional ECHS Polyclinics (PCs), for which accommodation would otherwise have to be hired or constructed, e.g. the NOIDA PC has around four times dependency than its sanctioned capacity of 20,000-plus, so if the Central Org ECHS wants, the space vacated by the Sector 21 Air Force CSD can well be given to ECHS to open another PC, which will be much more beneficial for residents of Jal Vayu Vihar than going to the Sector 37 PC.

Such spaces saved can be hired out to banks, for AWWA shops , other shops, ATMs, etc. as was the case with the Sena Bhawan Canteen earlier. For units/formations in field areas the present system of URCs will perforce have to continue.

The existing system of levying taxes will need no change.

The website should be a secure one accessible only by logging in with ones Canteen Card no. as the user ID and the PIN as the password.
Annual contracts will need to be done for collection from depots and home delivery as with Amazon, etc. which outsource this function while taking a suitable security deposit depending upon the value of items handled by the logistics contractors.

Packaging for sensitive items like liquor will have to be good, to be given in the contract. Since customers will not have physically seen the items they have ordered, a return and refund policy will be required, returns to be checked in the presence of the delivery person. Covid-19 precautions in situations like the present and minimisation of infection even in normal times will also be much easier to follow, compared to scores of customers in cramped spaces in canteens.

The operating models of Amazon, Flipkart, Grofers, etc. must be studied, and a pilot project undertaken in one or two stations in addition to the existing canteens to test the feasibility, response of customers, and teething troubles.

This is an idea whose time has come, greatly successful with retail chains in India and the world.

CSD being the single largest retail chain in India should certainly find this model both financially more profitable for itself, as well as preferred by customers.

CSD has to keep pace with the times.

Resistance to change is always to be expected to any new idea whether by the users or others, but if this system is found better and cheaper, it deserves consideration, at least of a trial.

OROP CASE IN HONOURABLE SUPREME COURT : 24 AUG 2020

Today 24 Aug 2020 OROP case was heard and argued through video conference in court no 3 of Justice Dr Chandrachud and Justice Joseph. Our case was listed at Sl.No. 24 and our turn came at 1240 hrs.

MAJ Gen Satbir Singh and Gp Capt VK Gandhi attended virtual hearing through video conferencing.

To start with SGI Mr Tushar Mehta requested for physical hearing of the case and requested for three weeks time to study and make further submissions if felt necessary.

Our lawyers contested tooth and nail the submission of SGI Mr Tushar Mehta and argued.

1. All required submissions have been made to the Honourable court. And no further submissions are needed.  This in fact is delaying tactic on part of Govt.

2. Our lawyer submitted that our last note given to HSC on 6 Aug was final and Govt had submitted an affidavit in response to our submission. It has taken more than one year since HSC asked GOI to find solutions to anomalies pointed out by pensioners.
3. This delay is depriving of 25 lakh soldiers and five lakhs widows of full and legitimate OROP.

4. Mr Hujefa insisted that we are ready for final arguments and submitted that Govt had promised One Rank One Pension but has given one rank many pensions. This is hurting soldiers and veterans.

On hearing arguments of both counsel Justice Chandrachud stated that Govt has given RS 10000 crores on account of OROP. He agreed to give time to Govt as requested by SGI.

Our lawyers again requested for arguments but Honourable court decided to grant time to Govt.

Mr Balaji Srinivasan requested the court that let that be final hearing on that court made a note and fixed 29 Sept as next date for hearing.

Subject: Processing of Mercy Petition for grant of service pension under Pension Regulations.

As you are aware, Regulations 29 and 41 of the Pension Regulation of Army (PRA, 2008) (Part I) (Regulations 16 and 113 of PRA, 1961) (Part I)] provide that an individual who is cashiered/dismissed from service under the provisions of the Army Act or removed under the Rules made thereunder is not eligible for pension or gratuity in respect of all previous service. However, in exceptional cases, the competent authority, on submission of an appeal to that effect by the individual, may at its discretion sanction pension/gratuity or both at a rate not exceeding that which would be otherwise admissible to him on retirement/discharge. Such appeals are also required to be filed within two years from the date of cashiering/ dismissal/removal from  service. Similar provisions exist in the Pension Regulations of both the Air Force and the Navy.
2. The power of the competent authority for deciding the aforesaid appeals was delegated to the AG/AOP/COP vide Ministry of Defence, Department of Defence, Order No.4684/Dir(PEN)/2001 dated 14.08.2001. Further, vide Ministry of Defence, Department of Ex-Servicemen Welfare Order No.4(24)/2015/D(Pen/Legal) dated 01.09.2016. Secretary, Department of Ex-Servicemen Welfare [Secretary (ESW)] has been designated as the competent authority for deciding aforesaid mercy appeals which are received beyond the period of two years of cashiering/dismissal/removal from service.
3. It has been seen from the review of such cases forwarded to this Department for disposal at the level of Secretary (ESW), that due to lack of awareness and knowledge about these provisions at the level of lower formations, these appeals are rejected at subordinate levels and reach Service HQrs or Department of Ex-Servicemen Welfare after many years of filing of such appeals. In many cases, such appeals are filed at the instance of Armed Forces Tribunal (AFT), when the concerned Ex-serviceman files an OA before the AFT for grant of pension or gratuity or both in case of cashiering/ dismissal/removal from service. The objective behind the provision for mercy appeal is to provide relief to Ex-servicemen and their family in exceptional situations on compassionate grounds. However, if the process itself gets inordinately delayed, the very objective behind such provision gets defeated.
4. It has also been seen that though the Ex-servicemen, who have been cashiered/ dismissed/ removed from service are not entitled to pension or gratuity or both as per the provisions of the relevant Pension Regulations, tend to make an application for grant of pension or gratuity or both. It is, therefore, advised that while rejecting such applications as per the provisions of the Pension Regulations, such Ex-servicemen may be informed about the provisions of mercy appeals and may be advised to file mercy appeal, if they so desire, with relevant documents in support of their appeal. Once, such appeals are filed, as stated above, these are to be decided only at the level of Adjutant  General/AOP/COP or Secretary, Department of Ex-Servicemen Welfare, as the case be.
5. These appeals may, therefore, be immediately forwarded by the lower formations through there relevant echelons for disposal at the level of Service Headquarters by the competent authority. Further, in cases where such appeals are  filed after a period of two years of cashiering/dismissal/removal from service, the same may be forwarded to this Department for decision at the level of Secretary (ESW).  Check List indicating the relevant documents to be sent along with such proposal for disposal of such appeals is enclosed. All the field level formations may be sensitised accordingly.

Ref Tweet on Anomalies in the implementation of OROP arising out of Govt Notification dated 07 Nov 2015. The difference in Pension of Pre 01 July 2014 & post 2014 retirees is given in the attached Chart.

A MESSAGE RECEIVED FROM ONE OF THE SBI ADVISOR IS GIVEN BELOW

1. I am Maj Gen PK Ramachandran (Retd) currently serving in State Bank of India as Circle Defence Banking Advisor looking after the salary packages of Defence (including Indian Coast Guard) and Para Military Forces.  I am working in the capacity of a contractual GM.
2. During interaction with various veterans and also referring to our data base, I have observed the following issues:-

(a)  Many of our veterans are having pension a/c with SBI as normal SB A/C and not as Defence Salary Package Pension (DSP Pension) A/c. By this they are depriving themselves all the privileges associated with DSP A/c. They can give their consent to the Branch Manager and convert their existing SB a/c in to DSP Pension A/c. All the benefits stated in DSP a/c are available to ESM less the following:-

(i)   Personal Accident Insurance Cover.

(ii)  Two months salary overdrawal facility limited to Rs 40,000/- to Silver Card.

b)  Depending on the rank they have retired they are eligible for the type of a/c they are entitled.

3. They are also entitled to Pension Loan as under:-

5. Please also advise all veterans to link their Aadhaar with E-KYC (Know Your Customer) at the branch which would enable them to render life certificate from anywhere in the future as and when implemented.  Branches are being given separate instructions for completing the Aadhaar based e-KYC.

2. Though the lockdown may be lifted after 31 May 2020 in a gradual manner, in view of the prevalent situation, it is critical to ensure minimum footfall at the Polyclinic to mitigate spread of virus.
3. In view of the above, provisions have been granted to purchase life style/ chronic diseases medicines and claim reimbursement by veterans till 31 May 2020. Individual medicines reimbursement bills are normally handed over physically to OIC Polyclinic for processing for payment, However to minimise/ stream line footfall at Polyclinics, provision to upload bills online or send by Registered Post may be resorted to Beneficiaries may be advised to follow one of the three methods elucidated in succeeding paras for reimbursement of claim amount with immediate effect :-
(a) Online Submission.
(i) Veterans may submit claims online through designated email to OIC Polyclinic A separate mail ID may be created by OsIC PC, if required for the purpose and informed to veterans
(ii) The scanned copies of last prescription held, bill, ECHS card. contingent bill (as per Appx ‘A’ to this letter) and copy of cancelled cheque / first page of passbook should be attached as fife (s) with the email
(iii) All Veterans will mention their complete residential address and tele/ mobile No.
(iv) OIC Polyclinic will ack the receipt of mail and seek any further clarification if required.
(v) The veterans will however submit all original documents (for audit) after the lockdown is lifted by dates to be stipulated later. Non depositing of all the original documents by stipulated date will invite recovery of money.
(b) Veterans who are not able to upload the claim online may send all the above documents (bill and contingent bill in original) alongwith their calling No/ whatsapp No and residential address to OIC Polyclinic through “Registered Post with Acknowledgement Due (AD) Card”. They should keep a photocopy of all documents with them. OIC Polyclinics will process the bills for payment as per existing orders.
(c) The veterans who are not able to send the online claim or by Regd Post for reimbursement shall submit their bills physically after 15 Jun 2020, Specific dates on which veterans could come to submit claims will be coordinated by GIC Polyclinic through tele, email or whatsapp.
(d) OsIC Polyclinics will process the bills (submitted online) digitally duly authenticated by DSC online and for rest of bills as per procedure explained in our letter at Para 1(a) & (b) above. RC will make necessary payment. without waiting for physical copies. Physical copies (for bills submitted online) will be fwd once situation stabilizes for audit purpose.
