Sir,

With reference to Government of India, Ministry of Defence letter No.24(6)/03/US(WE)/D(Res) dated 22 September, 2003 and 22(72)/O6/US(WE)/D(Res) Vol.-lV dated 25th February, 2014, I am directed to convey the sanction of the competent authority to amend the Procedure for Contractual Employment of Staff for ECHS Polyclinics relating to maximum age limit as embodied in the Appendix to this letter, subject to ensuring the physical fitness of the candidates.

2. The policy will be applicable from the date of issue of this letter.

3. This issues with the concurrence of Ministry of Defence (Fin/Pen) vide their U.O No. 32(26)/2017/Fin/Pen Dated 12-12- 2017.

Subject :- Payment of enhanced Monetary Allowances attached to pre and post independence Gallantry Awards.
Reference:-This office Important Circular No. 9 dated 10.06.2011.

1.Consequent upon issue of letters bearing No. 7(62)/20014-D (AG) dated 4th Dec, 2017 by Govt. of India, Ministry of Defence(reproduced as Annexure ‘A’ and ‘B’ respectively to this circular), the rates of Pre- Independence Gallantry Awards and Post-Independence Gallantry Awards have been revised w.e.f. 01st August, 2017.
2. The revised rate of monetary allowance attached with Gallantry Awards may please be paid to all recipients at revised rate, irrespective of rank and income.
3. The terms and condition for payment of monetary allowance on the authority of Pension Payment Order (PPO) notified by this office in above categories of cases is stated in brief in following Paras
i. The allowance will be admissible to the recipient of the award and on his death to his widow lawfully married by a valid ceremony. The widow will continue to receive the allowance until her death. Ordinarily, the widow who was first married shall receive the allowance, but with the special sanction of the Government, the allowance may be divided equally between the lawfully married widows of recipients.
ii. When the award has been made posthumously to a bachelor, the monetary allowance shall be paid to his father or mother, and in case the posthumous awardee was a widower, the allowance shall be paid to his son below 18 years or unmarried daughter as the case may be.
iii. Each bar to the decoration will carry the same amount of monetary allowance as admissible to the original award.
iv. The monthly monetary allowance will be paid in respect of all gallantry awards received by an individual.
v. The monetary allowance will not be taken into account for computing dearness relief.
For CMDs/Chief Managers of Link Bank/CPPCs/Director of Treasuries/ all other PDA’s:-  It is requested that a copy of these orders / instructions may be provided to all Paying Branches/ Treasuries under your jurisdiction for making payment of the monetary allowance at the enhanced rate.
The order has also been uploaded on this office web site www.pcdapension.nic.in . The copy of same may be downloaded at your end for immediate implementation of the Government orders.

Salute soldiers when they pass by, NHAI tells toll staff ‘Give Them A Standing Ovation Too’

New Delhi: The highways authority has asked those manning toll gates to “salute” and give a “standing ovation” to armed forces personnel when they cross toll plazas as a mark of respect for their service to the nation.

The National Highways Authority of India (NHAI) has directed all toll operators to train their staff to pay respect to armed forces personnel. “Armed forces personnel deserve the highest regard and should be given due respect at the toll plaza including salute and standing ovation as deemed fit,” an NHAI circular said. The circular was issued after NHAI received complaints from armed forces personnel that toll staff often used harsh language with them or sought further proof even after seeing their identity cards. According to rules, personnel of armed forces are exempt from toll while on duty.

The highways authority also said verification of ID cards of armed forces personnel should be done by senior/ competent authority and should not be left to “untrained lowest staff” . “It is needless to emphasise that considering the extreme sacrifice of armed forces to the nation, in case of doubt with respect to nature of their official duty, benefit of doubt should be given appropriately to armed forces personnel,” the circular added.


NHAI chairman Deepak Kumar said, “Toll operators have been asked to provide behavioural training to their personnel to do so. Moreover, we are planning to provide this training with the help of tourism ministry and their hotel management institutions.” This is not the first time that NHAI has come out with directions for toll operators. In February 2016, it has issued a list of instructions, including a dress code.

All staff at toll plazas were asked to wear navy blue fullsleeved shirts and trousers, sports caps and safety jackets with the name of the operator mentioned on them.

The operators were directed to display toll charges prominently and deploy their personnel only after training them in basic etiquette to deal with commuters. But these guidelines are hardly followed, particularly prominent display of toll charges.

ESM GROUPS MEETING WITH RAKSHA MANTRI SMT N SITHARAMAN : 12 DEC17

Today the Hon’ble Raksha Mantri Ms Nirmala Seetharaman had a meeting of Ex Servicemen Associations, the meeting was attended by the following :-

All members who attended the meeting unanimously decided to meet under the leadership of Lt Gen Balbir Singh Yadav and it was communicated by him that all Ex Servicemen Association are an apolitical organisations and do not have any affiliation with any Political Party. All Ex Servicemen have full faith in the Govt of the day and have allegiance to the Govt of India. 

Hon’ble Raksha Mantri expressed deep satisfaction on this communication by the ESM. Certain other points pertaining to ESM welfare were also brought to her notice. To name a few,  

 a) Point regarding Judgements pronounced by the Hon’ble Supreme Court should be made universally applicable to similarly placed persons as it would benefit the ESM living in the remote areas as neither they can afford the cost of litigation nor can they get to know the benefits accrued. 

b) Col Handa brought out few points about the disabled persons and their problems. 

c) It was also brought out by Lt Gen Balbir Singh Yadav that a structured meeting should be held with the ESM at regular interval to which Col Handa mentioned that there is an existing order of 2015 regarding holding regular interaction with ESM. 

Hon’ble Raksha Mantri immediately announced that first meeting in the series would be held in Jan 2018 and the Hon’ble MoS for Def would Chair the meeting.

Hon’ble RM also mentioned that she was fully seized with the Justice Reddy OMJC report and has had two presentations on the report. She has to further obtain more clarity on the points which Justice Reddy has added in the report beyond the points which were given to him as terms of reference. She would be able finally come out with the announcement after some more time.

It was also brought out by her that she is also fully concerned about the Rank equation with the civilians and she informed that she had just finished a meeting with the 3 Service Chiefs on the subject. 

She opined that the Rank earned by the Service Personnel cannot have any equation and it is totally incorrect to equate any rank with any designation or appointment of the civilians, she announced that MoD would be shortly issuing a letter on the subject.

In the end a vote thanks was communicated for granting audience to the ESM associations at a short notice and thereafter the meeting ended.

BROCHURE FOR MILITARY PERSONNEL : 7TH CENTRAL PAY COMMISSION PAY AND ALLOWANCES WEF 1.1.2016

MESSAGE
1. 7 th Central Pay Commission award, in many ways, has been a revolutionary due to the active involvement of the environment. This was for the first time when we have transited from Pay Bands to a Pay Matrix system. The method of awarding increments has been modified to a pre calculated stage system in the Defence Pay Matrix, thereby ensuring uniformity. Several old allowances have been merged, some allowances abolished and new ones have been granted.
2. Aim is to provide a ready reckoner to ensure that full benefits of Pay Commission Award are exploited by the environment. It will serve as a guideline for the men and women in uniform to make themselves aware of the 7th CPC benefits and entitlements.
3. I compliment DG (MP&PS), PS Dte and the 7th Army Pay Commission Cell (APCC) team for their endeavour in bringing out this Information Brochure and hope that it will meet the desired objective.
