Dear Comrades,

As there had been no response from the Government to our communication dated 2nd May, 2016, we decided to seek an appointment with the Cabinet Secretary. Accordingly a delegation consisting of the following members of the NJCA met Cabinet Secretary, Shrl P.K. Sinha on 26. May 2016.

From the discussions, it appears that, the Empowered Committee has made up their mind to recommend to the Government a slight increase in the Minimum Wage. No indication was however given as to the consequential revision of the Fitment Formula and Pay Matrix. There had also not been any hint about the need to restore the percentage of the HRA, which the 7th CPC has recommended for reduction. On Advances and Allowances, abolished, the Government might be advised to setup a committee to go into the matter and make suggestions. In the matter of the New Contributory Pension Scheme also, the Government might refer the demand to a committee.

On the question of pension benefit to the retired personnel, who are covered by the defined benefit pension scheme, the Cabinet secretary indicated that, both the Department of Pension and Defence Ministry were of the firm view that the first option recommended by the 7th CPC to bring about the parity with the past pensioners being infeasible and impracticable (due to the non-availability of the requisite records) might not be accepted and acted upon.

Surprised over this development, the delegation requested for an official formal meeting of the Standing Committee so that the considered views of the Staff Side could be presented. The delegation informed to the Cabinet Secretary that, non-acceptance of the recommendation of the 7th CPC in the case of pensioners will be extremely disappointing for them and will give rise to avoidable discontent. 

The Cabinet Secretary suggested to the Staff Side to reach out to the Department of Pension and Ministry of Defence in’ the matter. So far he is concemed; he is an open minded on this subject, provided it is workable.

The National JCA will meet on 3rd June 2016 at New Delhi to consider these developments and take appropriate decision.

This is Col. K. P. Rao (Retd). I remember to have met you during the meeting organised by Brig Vidyasagar , Ex-Director in Vayupuri.

Actually, I have been in correspondence with Syndicate Bank for  the inordinate delay by Syndicate Bank and have asked them to give me the list of all pensioners and also those whom they have NOT paid arrears so far. For some reason they were hesitant to provide such list. 

I even offered to sit in one Branch and help them dig out the details which was NOT agreed to. My aim was to identify those pensioners who are NOT even aware of their dues from 6th Pay commision onwards and still drawing their OLD pension. I intend to reach them through your office individually and help them get their dues. After protracted correspondence, they have agreed to conduct this camp on two days as a first step in identifying such cases. 

Please circulate to all your District offices and ask them to direct such pensioners reach Hyderabad/Secunderabad on these days to settle any pending issues. Please see the draft advertisement in this regard for details.

Since this is a welfare of pensioners, I will appreciate if the content of this advertisement is published in all Newspapers and through Electronic media for wider publicity in Telangana to reach maximum number of pensioners. You can suitably modify the content if you so desire. I am making similar request to A.P as well. 

I will also appreciate your office representative to be present during the camp on 6th and 7th Jun to assist pensioners coming for this camp.

Syndicate Bank has kindly agreed to conduct Defense pensioners’ Camp in Twin cities to attend to all pending and unresolved issues relating to Pension/Family Pension and arrears due to 6th Pay Commission and OROP to all their dependent defense pension customers residing in AP & TS at the following branches during normal Banking hours on:

Just I doing the nuisance that guard making whistle blow or train to go off and I am running with lotaah in one hand and dhoti in the next when I am fall over and expose all my shocking to man and female women on platform. 

I am got leaved at Ahmedpur station. 

This too much bad, if passenger go to make dung that dam guard not wait train five minutes for him.

1. Over the past two years, we have managed to boost the morale of the armed forces, which was comparatively low. We have brought transparency and a change in attitude in decision-making in the ministry. We have made progress in modernisation of the armed forces, which was stuck in the past one decade. The Defence Procurement Procedure 2016 will make purchases less time-consuming. It also has a strong Make in India component to encourage participation of domestic industry players.
We have been able to break the four-decade deadlock by fulfilling the demands of the armed forces by implementing One Rank One Pension. The Defence Acquisition Council has approved projects of over `2 lakh crore. With the launch of the Make in India portal in September 2014, the focus has been to improve the business environment by easing processes to do business, encourage participation of the Indian public and private sector in defence production and promote innovation and indigenous development of equipment and weapon platforms. Restriction of foreign institutional investors was removed with a cap on composite foreign investment, giving flexibility to investors. Restriction of 51 per cent shareholding by the single largest Indian shareholder was removed.
2. The ministry has been working to improve various aspects related to the preparedness of the armed forces. This is an ongoing process, and its impact will be seen in the coming years. A lot more needs to be done to encourage the domestic defence sector.
3. I am committed to making our defence forces more self-reliant and to push for Make in India in defence production. I have set a target to raise India’s defence exports to $2 billion in the next two years from the current $330 million.
4. It’s not for me to rate my performance, but for people to do so.

Parrikar champions whistleblower against his DRDO persecutors : By Pradip R Sager

NEW DELHI: Defence Minister Manohar Parrikar has been in South Block for just 18 months, but the 61-year-old has taken several strong measures. In a recent order with a far-reaching impact, Parrikar has not only given protection to a whistleblower, but has also ordered action against officials harassing him.
 Prakash Singh, a 53-year-old Defence Research and Development Organisation (DRDO) official, was sacked on the grounds that he was a “perpetual troublemaker”. In reality, Singh had blown the lid off alleged financial irregularities and malpractices in recruitment procedures in the country’s premier defence research agency. As his series of complaints led to unease, he was sent on compulsory retirement in 2012.
Despite complaining to then defence minister A K Antony, nothing was done. Last year, Singh apprised Parrikar of the root cause of his harassment and held 22 DRDO officials responsible for his persecution. Parrikar then ordered quashing of charges against Singh and action against the officials.
“The case has been examined in the light of advice of CVC (Central Vigilance Commission) and after detailed deliberations, the competent authority has ordered quashing of the charges framed against Prakash Singh,” says a Ministry of Defence order. “Those who trumped up false charges and committed a number of procedural irregularities with the single-minded objective of harassing Prakash Singh need to be identified and taken to task for their malafide action.”
Singh’s complaints of corruption in the agency and 10 DRDO scientists recruiting their family members in the organisation by flouting all norms is being investigated by the CBI.  DRDO claimed that Singh was sacked because his allegations were baseless. It also said the officer had “acquired a habit of complaining against his colleagues, superior officers and other agencies like DCDA”.

The Ministry of Finance released the rules for creation of Senior Citizens Welfare Fund, which will have funds from unclaimed deposits in small savings schemes including Post Office Savings Accounts, Public Provident Fund and Employees’ Provident Fund within one year.

The ministry released the notification dated March 18 about the fund, which will be utilised for schemes for the promotion of the welfare of senior citizens in line with the National Policy on Older Persons and the National Policy on Senior Citizens.

The ministry stated the Fund shall be an interest bearing account, administered by a Committee consisting of nine members. The committee will be headed by secretary in the Ministry of Social Justice and Empowerment who shall be the ex-officio chairperson along with officials from Department of Financial Services, Ministry of Health and Family Welfare, Ministry of Rural Development and Ministry of Labour and Employment among others.

Finance minister Arun Jaitley in his Budget speech last year had proposed the creation of Senior Citizens Welfare Fund saying, “there are unclaimed deposits of about Rs 3,000 crore in the PPF, and approximately Rs 6,000 crore in the EPF corpus. I have proposed the creation of a Senior Citizen Welfare Fund, in the Finance Bill, for appropriation of these amounts to a corpus which will be used to subsidize the premiums of vulnerable groups such as old age pensioners, BPL card-holders, small and marginal farmers and others.”

Every institution which has the unclaimed deposits in their small savings accounts shall prepare list of unclaimed deposits in the accounts and notify to the public. “The Institution shall identify the unclaimed amounts on annual basis and make transfers to the Fund on or before the 1st day of March, each year. The transfers by the Institutions shall be made on a net basis, namely, the unclaimed deposits minus the claims accepted in accordance with the law for the time being in force, of the accounts whose balances have already been transferred to the Fund,” the notification said.

The nodal Ministry for the Fund shall be the Ministry of Social Justice. The rate of interest for the money lying in the Fund shall be determined and notified by the Ministry of Finance on an annual basis, the notification said.

On Tuesday, a series of tweets by the actor created a storm on social media and in political circles too. Kapoor expressed his views on prominent places in India being named after politicians, predominantly, the Gandhi family. His first tweet on this issue read, Change Gandhi family assets named byCongress . Bandra/Worli Sea Link to Lata Mangeshkar or JRD Tata Link Road. Baap ka maal samjh rakha tha?' It evoked a strong and mixed response from various quarters. When BT reached out to the actor, he calmly said, "That's all water under the bridge, now. I'll start afresh with new vigour against wrongdoings." On probing further, he said that he didn't wish to pursue this subject any more.



Kapoor's controversial tweets come from his belief that national assets and noteworthy establishments should also be named after legends from other spheres of life who have made a significant contribution to the society, such as Dr Babasaheb Ambedkar and Shahid Bhagat Singh . One of his tweets read, "Imagine Mohamad Rafi, Mukesh, Manna Dey , Kishore Kumar venues on their name like in our country. Just a suggestion.' His tweets created an uproar and reportedly faced protests from Congress party workers.


Rishi Kapoor is one of the few people from Bollywood who has always raised his voice on various issues without mincing words. From his insightful views on the beef ban to Pali Hill hawkers - he speaks his mind and takes a stand. While the actor chooses to move on to other issues, we can't deny that he has certainly triggered a new debate. Socho logon, socho!

Indian War hero applauded on domestic flight Indigo Airlines

Three Armed Forces veterans deserve a special salute today. 

One for being a Kargil war hero, the second for bringing public attention to him, and the third for sharing their story widely on social media.

Naik Deep Chand, who lost both legs and his right arm in the 1999 Kargil War, was flying Indigo Airlines recently. 

As soon as the pilot of the aircraft, Harish Nayani, an ex-IAF fighter pilot himself, learned about this, he made an announcement to the passengers that they had a war hero aboard.

All 180 passengers on the flight got up and gave a resounding round of applause to Naik Deep Chand.

Next, another former Indian Air Force pilot, Rajiv Tyagi, shared this incident on Facebook through a status update that went viral and was picked up by the media. 

This is what he wrote:

“Harish Nayani, 62nd course, Kilo Squadron, NDA, erstwhile IAF fighter pilot, now a Captain flying for Indigo Airlines, had a war-hero passenger on his flight the other day. Naik Deep Chand, who lost both legs and his right arm in the 1999 Kargil War, was flying Indigo. Harish announced the presence of the war hero on the flight, to the delighted applause of 180 passengers. This is all the recognition war heroes need, for acts no nation can repay them for.”

Our armed forces men and women, and war veterans, do not get enough recognition for their brave and selfless service to the country. 

In giving Naik Deep Chand, a hero who lost both legs and an arm in the Kargil war, his due recognition, Rajiv Tyagi and Harish Nayani have again reminded us that it is our duty to respect, honour and share stories of their valour with a larger audience.

RESERVATIONS AND THE TRUTH of a lying Tina Dabi ...UPSC TOPPER (2016) ! (???)

Grandfather (took benefits from reservation): Worked in Council of Scientific & Industrial Research (CSIR).

Father (took benefits from reservation) : Worked as an Engineer in Indian Telecom Service.

Mother (took benefits from reservation) : Worked as an Engineer in Indian Engineering Service.

And even Tina Dabi filled her IAS form from the SC Category.

Tina Dabi scores of prelims Paper 1=96.66, CUTOFF GEN=107.33, OBC =106, SC=94 ....so officially she passed UPSC preliminary as a reserved category candidate ....used the quota .....Else she clearly couldn't have even cleared general cutoff 52.8 percent is what she scored in her mains (Shows the quality of people now-a-days opting for UPSC with that low percentage taking you to a topper Category) since she scored highest even though she was a clear disqualifier in the Prelims had she gone thru GEN quota.


All newspapers and media houses covered her stories and she herself said she wants abolition of reservation system and spoke abt having applied thru general category to all n sundry !

How can she secure number 1 position if she applied through SC category?
STOP making her a HERO of the UPSC exam plz !

Now, the question arises, will Tina's children apply from General category???
The Answer is NO.

Even they will also be eligible to avail the benefits of reservation. There is no limit on how many times a so called SC family can take reservation benefits.
And when someone says that reservation system needs to be reviewed.

Whole media and all MPs start targeting him. This is India for you.

IAS True Story : एक नारी के संघर्ष और प्रेरणा की कहानी...

बचपन में पिता की हत्या, माँ को कैंसर, लेकिन खुद पढ़ी और बहन को पढ़ाया, आज दोनों है IAS


बिना बाप की बेटी, मां कैंसर से पीड़ित फिर भी जीवन से संघर्ष और स्वयं बनी आईएएससाथ में छोटी बहिन को भी बनाया आईएएस. 

“बचपन में मम्मी कहती थी कि पापा चाँद पर गये हुए हैं। फिर हमने धीरे-धीरे उनसे पूछना शुरू किया तब उन्होने पापा के साथ हुए हादसे के बारे में बताया।”

आपको जानकर शायद ही विश्वास हो कि फ़ैज़ाबाद की डीएम किंजल सिंह और उनके परिवार की कहानी बहुत ही भावुक और दर्दनाक है। किंजल सिंह 2008 में आईएएस में चयनित हुईं थी। आज उनकी पहचान एक तेज़-तर्रार अफ़सर के रूप में होती है। उनके काम करने के तरीके से जिले में अपराध करने वालों के पसीने छूटते हैं। लेकिन उनके लिए इस मुकाम तक पहुंचना बिल्कुल भी आसान नही था।



आईएएस किंजल सिंह मात्र 6 महीने की थी जब उनके पुलिस अफ़सर पिता की हत्या पुलिस वालों ने ही कर दी थी।


हमारे देश में आज बहुत सी महिला आईएएस हैं। लेकिन वो किंजल सिंह की तरह नहीं है। उनमें बचपन से ही हर परिस्थितियों से लड़ने की ताक़त थी। 1982 में पिता के.पी सिंह की एक फ़र्ज़ी एनकाउंटर में हत्या कर दी गयी थी। तब के पी सिंह, गोंडा के डीएसपी थे। अकेली विधवा माँ विभा सिंह ने ही किंजल और बहन प्रांजल सिंह की परवरिश की। उन्हे पढ़ाया-लिखाया और आइएएस बनाया। यही नही करीब 31 साल बाद आख़िर किंजल अपने पिता को इंसाफ़ दिलाने में सफल हुई। उनके पिता के हत्यारें आज सलाखों के पीछे हैं। लेकिन क्या एक विधवा माँ और दो मासूम बहनों के लिए यह आसान था।




पिता की अंतिम गुहार “मुझे मत मारो मेरी दो बेटियां हैं”

आईएएस किंजल के पिता के आख़िरी शब्द थे कि ‘मुझे मत मारो मेरी छोटी बेटी है’। वो ज़रूर उस वक़्त अपनी चिंता छोड़ कर अपनी जान से प्यारी नन्ही परी का ख्याल कर रहे होंगे। किंजल की छोटी बहन प्रांजल उस समय गर्भ में थी। शायद अगर आज वह ज़िंदा होते तो उन्हे ज़रूर गर्व होता कि उनके घर बेटियों ने नहीं बल्कि दो शेरनियों ने जन्म लिया है।


सामान्य तौर पर बचपन जहाँ बच्चों के लिए सपने संजोने का पड़ाव होता है। वहीं इतनी छोटी उम्र में ही किंजल अपनी माँ के साथ पिता के क़ातिलों को सज़ा दिलाने के लिए कोर्ट कचहरी के चक्कर लगाने लगी। हालाँकि उस नन्ही बच्ची को यह अंदाज़ा नही था कि आख़िर वो वहाँ क्यों आती हैं। लेकिन वक़्त ने धीरे-धीरे उन्हे यह एहसास करा दिया कि उनके सिर से पिता का साया उठ चुका है।

और इंसाफ़ दिलाने के संघर्ष में जब माँ हार गयी कैंसर से जंग...

किंजल ने प्रारंभिक शिक्षा बनारस से पूरी करने के बाद, माँ के सपने को पूरा करने के लिए दिल्ली का रुख किया तथा दिल्ली विश्वविद्यालय में दाखिला लिया। बेटी का साहस भी ऐसा था कि छोटे से जनपद से दिल्ली जैसी नगरी में आकर पूरी दिल्ली यूनिवर्सिटी में टॉप किया वो भी एक बार नहीं बल्कि दो बार। किंजल  ने 60 कॉलेज को टॉप करके गोल्ड मैडल जीता था।


सुना है ना वक़्त की मार सबसे बुरी होती है। जब ऐसा महसूस हो रहा था कि सबकुछ सुधरने वाला है, तो जैसे उनके जीवन में दुखो का पहाड़ टूट पड़ा। माँ को कैंसर हो गया था। एकतरफ सुबह माँ की देख-रेख तथा उसके बाद कॉलेज। लेकिन किंजल कभी टूटी नहीं लेकिन ऊपर वाला भी किंजल का इम्तिहान लेने से पीछे नहीं रहा, परीक्षा से कुछ दिन पहले ही माताजी का देहांत हो गया।

देखिये शायद ऊपर वाले को ही मालूम होगा कि ये बच्ची कितनी बहादुर है तभी तो दिन में माँ का अंतिम संस्कार करके, शाम में हॉस्टल पहुंचकर रात में पढाई करके सुबह परीक्षा देना शायद ही किसी इंसान के बस की बात हो। पर जब परिणाम सामने आया तो करिश्मा हुआ।  इस बच्ची ने यूनिवर्सिटी टॉप किया और स्वर्ण पदक जीता।


बेटियों ने माँ का आइएएस बनने का सपना पूरा किया... 

आईएएस किंजल बताती हैं कि कॉलेज में जब त्योहारों के समय सारा हॉस्टल खाली हो जाता था तो हम दोनों बहने एक दूसरे की शक्ति बनकर पढ़ने के लिए प्रेरित करती थी। फिर जो हुआ उसका गवाह सारा देश बना, 2008 में जब आईएएस का परिणाम घोषित हुआ तो संघर्ष की जीत हुई और दो सगी बहनों ने आइएएस की परीक्षा अच्छे नंबरों से उत्तीर्ण कर अपनी माँ का सपना साकार किया।

मेरिट सूची में किंजल जहाँ आईएएस की 25 वें स्थान पर रही तो प्रांजल ने 252वें रैंक लाकर यह उपलब्धि हासिल की पर अफ़सोस उस वक़्त उनके पास खुशियाँ बांटने के लिए कोई नही था। किंजल कहती हैं:

“बहुत से ऐसे लम्हे आए जिन्हें हम अपने पिता के साथ बांटना चाहते थे। जब हम दोनों बहनों का एक साथ आईएएस में चयन हुआ तो उस खुशी को बांटने के लिए न तो हमारे पिता थे और न ही हमारी मां।”


आईएएस किंजल अपनी माँ को अपनी प्रेरणा बताती हैं। दरअसल उनके पिता केपी सिंह का जिस समय कत्ल हुआ था उस समय उन्होने आइएएस की परीक्षा पास कर ली थी और वे इंटरव्यू की तैयारी कर रहे थे। पर उनकी मौत के साथ उनका यह सपना अधूरा रह गया और इसी सपने को विधवा माँ ने अपनी दोनो बेटियों में देखा। दोनो बेटियों ने खूब मेहनत की और इस सपने को पूरा करके दिखाया।

इंसाफ़ आख़िर मिल ही गया....

कहते हैं कि एक कहावत है कि “जस्टिस डिलेड इज जस्टिस डिनाइड” अर्थात देर से मिला न्याय न मिलने के बराबर है। जाहिर है हर किसी में किंजल जैसा जुझारूपन नहीं होता और न ही उतनी सघन प्रेरणा होती है, पर फिर भी इंसाफ़ इंसाफ़ होता है। किंजल इन भावुक पल में खुद को मजबूत कर कहती हैं:

“सबसे ज्यादा भावुक करने वाली बात ये है कि मेरी मां जिन्होंने न्याय के लिए इतना लंबा संघर्ष किया आज इस दुनिया में नहीं है। अगर ये फैसला और पहले आ जाता तो उन सब लोगों को खुशी होती जो अब इस दुनिया में नहीं हैं। ”


जानिए क्या था मामला?

उत्तर प्रदेश पुलिस की कार्यवाही के अनुसार इस मामले में पुलिस का दावा था कि केपी सिंह की हत्या गांव में छिपे डकैतों के साथ क्रॉस-फायरिंग में हुई थी। मामले की जांच सीबीआई को सौंप दी गई। जांच के बाद पता चला कि किंजल के पिता की हत्या उनके ही महकमे के एक जूनियर अधिकारी आरबी सरोज ने की थी। हद तो तब हो गई जब हत्याकांड को सच दिखाने के लिए पुलिसवालों ने 12 गांव वालों की भी हत्या कर दी। 31 साल तक चले मुकदमे के बाद सीबीआई की अदालत ने तीनों अभियुक्तो को फांसी की सजा सुनाई। इस मामले में 19 पुलिसवालों को अभियुक्त बनाया गया था। जिसमें से 10 की मौत हो चुकी है।


किंजल सिंह जिलाधिकारी खीरी के पद पर रहते हुए इन्हें कई सम्मान प्राप्त हुए जिसमे शख्सियत, देवी अवार्ड्स, हाफ मैराथन मुंबई, इंदौर में राष्ट्रीय अवार्ड, राज्य निर्वाचन आयोग मुख्य है।


आईएएस किंजल सिंह अभी फ़ैजाबाद की जिलाधिकारी हैं। लेकिन एक साल में लखीमपुर खीरी की जिलाधिकारी रहते जो कार्य इन्होने किया वो कोई नही कर सका। जनपद खीरी में थारु आदिवासियों के लिए किंजल सिंह किसी मसीहा से कम नहीं है। श्रीमती किंजल सिंह जी ने थारुओं को समाज की मुख्यधारा में लाने के लिए भरसक प्रयास किये जिसे हर किसी ने सराहा तथा इसके लिए उन्हें मुख्यमंत्री, गृह मंत्री तथा कई संस्थाओं ने सम्मानित किया।

आईएएस किंजल सिंह के जज्बे को सलाम, जिसने जीवन में आने वाली कठिनाइयों को अपना रास्ता बनाया और अपनी मंजिल पर पहुंचकर देश के कई युवाओं को निरन्तर संघर्ष करते रहने की सीख दी।

इस भारत की बेटी को हमें अपना प्रेरणा श्रोत बनाने की जरुरत है हमें हमेशा नारी का सम्मान करना चाहिये जो इस संसार को आगे लेकर जाने बाली हैं यह कहानी एक पत्रिका से ली गयी है इसमें कोई बदलाव नहीं किया गया है तथा इसकी सत्यता का Governmentdailyjobs कोई दावा नहीं करता है।
