Service chiefs discuss today on Pay, Pension & One Pension One Rank issue.

The three Service chiefs, led by Chairman of the Chiefs of Staff Committee, Naval chief Admiral Nirmal Verma, will today meet the Committee of Secretaries to discuss upon strong demands from armed personnel and ex-servicemen for One Rank One Pension and to push for their demands further.

The other core issues that the Service chiefs will push for are fixation of the rank pay, fixation of pay structure for jawans and non-functional upgradation granted to civilian counterparts but not to Defence personnel. These, the Defence personnel say, have been six core anomalies from the provisions of the Sixth Pay Commission granted in 2008.

The six-member committee was set up by the Prime Minister under the chairmanship of Cabinet Secy after a Rajya Sabha panel last year recommended granting One Rank One Pension to the retired Defence personnel. The govt has asked the committee to submit its report by August 8. The other members of the Committee will be:

(i)Principal Secretary to the Prime Minister
(ii)Defence Secretary
(iii)Secretary, D/o Expenditure
(iv)Secretary, D/o Ex-Servicemen’s Welfare
(v)Secretary, D/o Personnel and Training

The Committee’s ‘terms of reference’ will be to look into the following issues relating to:

(i)Defence services personnel:
•Common pay-scale for in-service JCOs/ORs
•Initial pay-fixation of Lt. Col/Colonel and Brigadier/equivalent
•Review and enhancement of grade pay
•Placing of all Lts General in HAG+ scale
•Grant of non-functional upgradation (NFU) to armed forces personnel

(ii)Ex-servicemen:
•One-rank one-pension
•Enhancement of family pension
•Dual family pension
•Family pension to mentally/physically challenged children of armed forces personnel on marriage

Service chiefs also want a military representative on the committee.

The One Rank One Pay scheme implies that uniform pension be paid to the armed forces personnel retiring in the same rank with the same length of service irrespective of their date of retirement, and any future enhancement in the rates of pension be automatically passed on to past pensioners.
Once implemented, it will resolve all anomalies related to the ex-servicemen's pension and bring uniformity in the post-retirement scheme. The Centre has given in-principle approval to the 'one rank one pension' demand of ex-servicemen

  1. Sir, Much is talked about OROP & NFFU and comparing the downgradation of Armed Forces. But everyone overlooks the VIth Pay Commission came w.e.f.01.01.2006 and w.e.f. 01.01.2004 there is no pensionary/Provident Fund benefits to all IAS/IPS/IRS etc. Grade A Officers or GP B, C & D civil staff joined after 01.01.2004. Whereas defence persons joining after 01.01.2004 will get pension/Fund benefits. In future civil side will ask for OROP at par with AFs. Ironic is'nt it? Though there is no provision and can not be implemented by President ( Leave beuracrats even of Cabinet Secretary Level). Please check up the latest on civil side before demanding for more than them.

    I have gone through all comments.Mr. Ranade is right. We should form a democratic party and fight for our rights.All big bosses will fight for their rights and ignored the small pons.I am an ex sailor and done 10 years of service and working in a reputed organisation. I didn't get any support from our DGR for resettelement. Forget about pension. MP's are getting pension after 5 years of service but what about us? I think this is the proper defination of democracy.

  3. it is very long outstanding demand not only demand but rights 0f retired defense personal. it would be saved lot of souls of retired defence persons families. Hope OROP be implemented at soon. thanking you

  4. OROP- Should truly mean one particular amount of pension per month,to a retired person
    weather he is a General of Sepoy.Retired persons onely shall have one rank ie- PENSIONER.The
    pension should be sufficient for a dignified living.No one shall be entitled for astronomical
    amounts of money after retirement for enjoying luxurious living.The same rule shall be
    applicable to all civil servants also.

  5. Ex soldiers NOT likely to get "One rank one pension"
    The Prime Minister-appointed pay panel is unlikely to accept the ex-servicemen's demand of One Rank One Pension (OROP). Sources say that the government could agree to modified parity. The committee which is still to submit its report to the Prime Minister has already met the three service chiefs.
    One Rank One Pension means two military persons who retired after equal service in the same rank, get equal pension, irrespective of time span separating their retirement date.
    Sources, however, say that the government-appointed pay panel is unlikely to agree to this demand. Instead, it may offer modified parity which simply means that for purposes of pension, pay grades will be fixed.
    Enhancement of widows' pension, fixing of common scales for all Junior Commissioned Officers (JCOs) and and other ranks (ORs) and the grant of non-functional upgradation may also get the green signal.
    The pay panel has met the three service chiefs for their inputs, after repeated warnings that the issue of pay and pension was leading to a whole lot of restlessness among the forces.
    Many say, naturally so. For instance: A sepoy who retired in 1995 will get a pension which is roughly 80 per cent less than his counterpart who retired on or after after January 1, 2006.
    Worse, three Havaldars with exactly the same length of service could earn different pensions if one retired before 96, the second before 2006 and the third post-2006.
    The financial aspect apart, the pay panel has also been told that this one issue was leading to organisational problems, especially in areas where the Army men were working in close co-ordination with his civilian counterparts.
    The pay panel's deliberations are still work in progress and the hope is that by Independence Day, the government will have a gift for its men in uniform.
