IESM meeting with CAS and Chairman Chief of Staff Committee Air Chief Marshal Arup Raha PVSM, AVSM, VM, ADC

The Chairman IESM had arranged a meeting with CAS and Chairman Chief of Staff Committee Air Chief Marshal Arup Raha PVSM, AVSM, VM, ADC on 18 Sep 14. Because of some unforeseen reasons Chairman could not be present during the discussions with CAS.
The meeting was attended by following members

The Following points were discussed with the Chairman Chief of Staff Committee Air Chief Marshal Arup Raha PVSM, AVSM, VM, ADC.
  1. Delay in Issue of implementation letter for OROP;  CAS confirmed that he is fully updated of the issue and OROP has been discussed with RM many times. He confirmed that Government is seized of the situation and is fully committed to the issue; however there are some procedural delays. CAS further confirmed that he has written a letter to RM for early release of notification for OROP as per the definition of OROP. He further added that it will be ensured that there is no dilution in the definition of OROP. He was hopeful that the notification will be issued soon. At this point IESM delegation explained that ex-servicemen are getting impatient with this undue delay in issuance of notification and their desperation might show in their voting pattern in upcoming elections in Haryana and Maharashtra. The CAS nodded and said he would communicate the message to the authorities. 
  2. Improvement in ECHS;  IESM delegation informed CAS that ECHS needs many improvement to make it really serve ex-servicemen. Following three points were emphasized for his action.
  •  That release of funds for one year for ECHS is Rs 3050 per ESM whereas Rs 10500 per member for CGHS. The funds relesed for ECHS are far too less as compared to CGHS. This is the reason that ECHS facilities are not up to the mark. 

  •  That there is a big delay in introducing latest procedure in ECHS. This deprives ESM to take advantage of latest technology and medical procedures introduced for treatment. It was requested that all latest procedures may be included automatically so that ESM can take advantage of new technology in empaneled hospitals.
  •  Availability of medicines in polyclinics is far from satisfactory. Most of important medicine were nto available in polyclinics. It was also explained that the case for giving contract to a third party was being taken up for distribution of medicines. This may be pursued.
CAS confirmed that he will take up the issues with the concerned authorities.
