IMPLEMENTATION OF ONE RANK ONE PENSION OVER DELAYED
Dear Prime Minister,
This is in continuation of Indian Ex-Servicemen Movement (IESM) letter dated 14 Aug 2014 and 22 Aug 2014. This is the third letter, I am writing to you on behalf of the Ex-Servicemen and Defence family pensioners Fraternity to request you to fulfil your assurances given to them during your Election Rallies which were also reflected in the BJP Manifesto.
Mr. Prime Minister one of our Ex-Servicemen Maj Gen K M Bhimaya (Retd) visited Abraham Lincoln Presidential Library at Springfield Illinois and came across a priceless peace of tribute to the US Army Veterans by the Decatur Review (May 31, 1893). I would like to share with you the excerpts from the above piece which the General has shared with us. After reading the piece. I am sure you will feel deep inside, the obligation of the Nation towards its Martyrs and Living soldiers both serving and retired and their members of families :-
“Every soldier who placed himself on the deadly altar is as deserving of credit as if he had died there. The truest way to honor the dead is to rightly appreciate the living. The returned veteran who is healthy and beyond need and to whom the nation is largely indebted does not ask charity at the hands of the government he served, but it is not too much to ask that the pension laws shall be so perfected and so administered that none of our worthy comrades and their families shall be left to suffer for the comforts of life.”
Sir, we were very sure that you at the helm of affairs of the Govt will undo the injustice done to the Defence Forces by successive Govts for the past 67 years. Our status and inter-se-equations with other Central Services have been systematically downgraded since 26 Jan 1950.
One Rank One Pension as per the accepted definitions ie “Pensions as on 01.04.2014 of defence personnel will be paid to all past pensioners with same rank and same years of service and the future enhancements in the rates of pensions will also be passed on to the past pensioners” as assured by you starting with Rewari Rally, has not been implemented even six months after its sanction.
The Defence Fraternity is rather surprised to know that the bureaucrats have as “Red Herring” brought in the hurdle of Finances and are trying to create confusion by giving a twist to the very definition of OROP. At the time of giving approval to the concept of OROP and issuing executive orders for the same, it was clearly mentioned that funds required for the same will be made available. Then, sir, why, the Draft Govt Letter (DGL) prepared by the Service HQs which has been correctly prepared as per the Govt executive orders has, not yet been issued?

May we request you to kindly issue instructions to implement the One Rank One Pension (OROP) exactly as per the approved definition the earliest please? What we understand from your policies and manifesto that your Government will ensure stronger military and would raise the morale of Armed Forces Personnel by respecting them and giving them their dues. Sir, Armed Forces personnel look up to the veterans as their future life and see them as their guide and philosopher. Well being of Ex-servicemen will raise morale of serving soldiers many notches high.
Any further delay, will cause disillusionment amongst the Ex-Servicemen towards the BJP and its Govt.

We have waited for too long a time and you know sometimes it come to our mind that why we are begging from the people whom we have guarded all our lives to let them enjoy their lives with the amenities from the tax payers money. But this time we have seen a ray of hope with the present Prime Minister. But it seems that this time again the so called Civil Servants who instead of a servant have started behaving like VIRTUAL LORDS thinking that no government/politician leave aside the common man, can do or say anything against them, have started calling the shots in the way they like. Although every person and POLITICIAN know that this group of LORDS works in the way and when they like, they not even go for voting at the time of elections. Even then they are the LORDS. So hats off to the past politicians who have bowed down before these LORDS. But this time there is a new man with new thinking at the top and he will surely do something for the guards of the country. JAI HIND.
ReplyDeleteThe orop demand is since 1984 still the authorities are showing blind ears and eye.I have written twice and I got a reply that not to repeat the same.I have just quoted two scandles of 2G,3G and coal which cost our country dearly by 3 lakh crores and if we add other scandles in the past it comes in multy crores.With all these our country can go forward,why not spend few thousands crores for the moral of defence forces serving and as well as for the retired veterans.Only God can help our country from the clutches of buerocrates.

ReplyDeletewith due respect to you sir, i am still very spectical whether OROP will be implemented in the near future dispite the Govt. approval. We still have to fight our way for us to get it completely implemented as we all know how the Bureaucrats calls the shot.
ReplyDeletePlease consider to involve the media to seriously highlight the unfair treatment being meted out to the services and the possibility of even this Govt. finding excuses to go back on the clean promises. Simultaneously, a notice may be given to this Govt. to organise a really visible demo in Delhi by around one lac ESM at the beginning of the next parliament session. It may not be unreasonable to assume that all the decision makers in India only understand the language of arm twisting - real twisting till it hurts - else their thick skins are accustomed to absorb all the minor shocks that a letter here and a letter there may cause. ReplyDeleteSir, Every politician both present & the past either spokeen done lip service in the matter of orop continue to remain silence/ silenced is democratically not understood.Perhaps they have no suffering exservicemen/ officers around their circle.Despite all, I 'd like to salute the national heroes both serrving & the served.
ReplyDeleteSir,All aspects & peculier & varied nature and duties of 3 wings of the security forces are to be video shown to the citizen of this country resulting in people movement must endorse orop.Otherwise soldiers rights would be a fight against burocrats .

General Sir, I am sure your goodself knows what all of us know - OROP is buried for another 5 years to be resurrected for next election. The betrayal of our community by Modi Sarkar, "tone down your expectations" is the worst suffered by us so far. Still General Sir, we will never get OROP, because we do not know how to fight against our own Govt. We have not yet learned that technique from civilians. We will continue to return our medals, which are no use to the Govt, as they are equally useless to us. In which way the President or the Govt is affected by our returning our medals to the President? It may satisfy our ego, but matters little to the Govt. Newspapers & TV channels may spare a few column inches/telecast seconds on this matter - then there are more important news and we will be forgotten. That is all. Let us find some form of protest which will shake the Govt. Otherwise we will keep on petitioning for one more generation. With due regards. Ex Sgt Manikandan
