Faux regalia in the real unforgiving world: Look at yourself in the mirror, Part 2

Like many times before, I debated if I should pen my thoughts today- free flowing, without structure. I debated because, as I have stated before, critical pieces are at times used as tools by some frustrated souls to pinprick and grind axes against the system, rather than to introspect, improve and march ahead.

But then I still decided to. And I shall be honest.

I have written about this earlier but the wedge between the civil and the military world has since widened as the voices have become shriller. And then I saw this very important and much valid statement by General VP Malik in his recent interview to The Times of India:

“...The chief must have wide experience. The chief should also be civically literate and conversant with the principles and precepts expressed in the Constitution...”
Though we are on a different subject and not discussing higher defence appointments here, the statement is important since it comes from a retired Chief of the Army Staff, who, even though retired in 2000, seems much more progressive and practical in thought than many of our current commentators. Valid since it makes one realize the fact that the knowledge of basic constitutional concepts, democratic or even administrative principles is not optimum within the military community. To put it crudely, many serving in the military are not aware how things work.

A few days ago, at an official gathering where I had a longish conversation with some highly competent officers of the defence services, certain issues that I speak of above, stuck me hard. One, that there is an extreme lack of understanding, knowledge and acknowledgement of contribution of other professions or services. Two, that the basic insight regarding our national institutions is lacking. Three, that there is some kind of a feeling as if only the military is serving the nation while all other professions are lax, dishonest or both. Four, that there is strong resistance to change and things have come to such a pass that attempts to impress are made not by the depth of learning or knowledge but by scratching the surface and flowery English.

In the same conversation, I was also taken aback by a number of broad statements such as “80% of judiciary is corrupt” and questions about how the judiciary enjoys the month long vacation of Courts in the month of June or the promotional avenues in the civil services or how the Central Armed Police Forces are paid more than the Army while they are not performing duties that are as exacting. Urban legends, basically. Pitiful though is the fact that while the military itself is facing a multitude of challenges, people have time to discuss other professions from afar regarding which their knowledge or understanding might not be of the desired level. Or, to take an example from the above, though not germane to the subject, the actuality that it is only the Constitutional Courts that close for vacation in June and not others and that even the said Courts continue to function with vacation judges and that overburdened judges at times have to hear hundreds of cases per day, read their files in the morning and evening and night, apply mind on the precious rights of litigants, pronounce judgements, dictate decisions, sign orders and so on. Just as military personnel avail about three months of leave in a year, perhaps judges (and lawyers) too deserve a break to maintain mental equilibrium or even to look through pending work which piles up during court days, and they too are serving the society in their own way. Talking ill ofbabus is also fashionable, repeatedly comparing the military and the bureaucracy. I don’t think that a young newly inducted IAS officer looking after the magisterial, executive and revenue functions of his sub-division or a young IPS officer supervising the policing and security in the same area is encumbered with any less onerous responsibility than a newly commissioned defence officer. While we continue to ascribe duties to our officers (in the name of so-calledgrooming) that are not commensurate with their ranks thereby ourselves lowering the prestige and sheen of the military brass, paradoxically, on the other hand we speak poorly of other professions. 

What stands out distinctly from the above is that there is not enough education being imparted in our academies or institutions about other occupations and services with whom we have to work shoulder to shoulder in today’s complex environment. The vision expressed by General VP Malik for senior staff is as much valid for the youngest officer since if he or she does not build up knowledge in the formative years, the foundations shall remain weak even on attaining higher ranks. If not given attention, the knowledge about concepts such as the constitutional separation of powers or even elementary notions that would be clear to a civics student in school, would remain elusive. The net result would be tunnel vision and spending time forwarding fake social media and text messages spreading disaffection, discontentment and planting falsehoods against seniors and the establishment instead of focussing on positive well-rounded advancement to take on challenges in the real world. There would always remain people like us who shall steadfastly stand behind the genuine causes of the men and women in uniform, but not at the cost of causing injury to the reputation of  others. While IAS and IPS officers get to know more about the Army while on attachment, the equivalent exercise is missing in the defence services. Shouldn’t Gentlemen Cadets in batches be attached for a week to a Police Station to understand its functioning and the challenges faced by policemen and women or basics of investigation or criminal law? Shouldn’t they be attached at the local tehsil to comprehend its functioning? Till the time there is cross faculty exposure, which is the call of the times even for essentially military functions, seminal growth shall continue to dodge us.

The military must not lag behind in real terms by way of some kind of show of faux superiority or holiness. Sense of entitlement must yield and make way for sense of legitimate expectation. Theoretically camaraderie is stressed upon but unlike the civil services, there are sharp divisions within the system when it comes to benefits, cadre management or  even welfare schemes whether it is a struggle between the Army, Navy and Air Force, or between the Combat Arms and Combat Support Arms or between Arms and Services, and at times even between Regiments.Healthy competition is replaced with peer jealousy and crab mentality. Problems are created for own comrades at each level. Whether it was the Dynamic Assured Career Progression Scheme (DACP) for doctors or medical facilities for our Short Service Officers or certain benefits for women officers, most impediments emanated from within the uniformed community, not from outside. While we discussed whether women commissioned officers, who were allowed to serve for 14 years, were fit enough to serve for 6 more years to earn pension or not, the Central Armed Police Forces deployed women personnel at jawan level even at high altitude locations and for extreme riot control, without controversy. While we with our high noses debate how the military is superior to the ‘paramilitary’, the latter have implemented the DACP smoothly while our Chiefs of Staff Committee (COSC) at one time made presentations to the Ministry on why it should not be implemented, a fact now made use of by financial mandarins. While civil organizations discussed with their employees and pensioners how best to present their views before the pay commission, the military refused to share its memorandum to the pay commission even with its serving rank and file and also refused to part with it under the RTI Act. While lawyers of civil departments go out of the way to assist the courts graciously and fairly when it comes to litigation of their employees, our officers brief govt lawyers as if it’s some kind of war being waged against litigants- of course they are not at fault since they are pressurized by higher headquarters to ‘win cases’. Promotion related litigation for empanelment under the Central Staffing Scheme with the central government has sharply decreased in civil departments because all promotion related and other administrative policies of the Department of Personnel & Training (DoPT) are now available online and transparency is valued, while in the defence services, officers keep groping the dark to get a grip on what has hit them. Sporting events and movies come to a halt if a military VIP enters and till he is given his separate large chair in a separate enclosure with better cutlery, something unheard of in today’s civil set up. During the OROP agitation, certain veterans were full of hate towards civilians, while civilian pensioner organizations, on the contrary, supported us to the hilt even during the Anomaly Committee meetings during the recent disability pension reduction controversy. While we continue to rightly feel proud about the military, its discipline and impeccable service to the nation, there are a few things we can learn from others.

Operations and strategy, though nationally of utmost importance and also pertinent to military morale, do not affect the quality of life or basic dignity of defence personnel and their families. In every sense of that sphere, civil departments and services are doing better than the defence services- in cadre management, in welfare related issues, in facilities, in progressive personnel policies. So next time we talk about others, we must go to the nearest mirror and take a very hard look. To end, I must add that what I write above should not make you gloomy since it is simply a call to embrace positivity and reformatory thought with an open mind. Till when would we thump our chests about our past and rest on our laurels? This feel-good regalia could quite be useless in the actual world.

IAF PENSIONERS :FOR CORR PPO - APPLY TO DIRECTORATE OF AIR VETERANS ( )

At a meeting on 20-12-16, the CGDA representative stated that as per the records received from CPPCs of various Banks, there is a total of 109000 living IAF pensioners out of which 48245 are of pre-2006 vintage. These figures were contested by the AFA because as per our knowledge the IAF pensioners are close to 2.2 Lakhs with 1.6 lakhs belonging to the pre-2006 vintage.

The Secretary Pensions, who was chairing this meeting, then advised CGDA to reconcile the correct figures of the IAF pensioners by comparing the records as held with the DAV and the CPPCs.


Corrigendum PPOs:-

The CDA should have issued 2368 Corrigendum PPOs by the 31st December 2016 and additionally, should also have resolved the discrepancies in the records of 15000 other IAF pensioners. The last date of resolving the discrepancies was set as 28 Feb 17.

The CGDA was also advised to share the details of 45877 IAF pensioners in respect of whom it has issued the corrigendum PPOs.

The Corrigendum PPOs are necessitated because of changes in Pension entitlement following the pay commissions upto 2006 and now in 2016. Other changes were brought in on 01/07/2009 and 24/09/2014. Further, changes in the Pensions were also brought about by granting the OROP on 01/07/2014. Thus almost everyone needs to know their correct entitlement factoring in all these changes.

The DAV was, thereafter, advised to liaise with the CDAs to ensure that each IAF pensioner receives his corrigendum PPO wherein these changes are duly reflected.


People who had sent their requests to the AFA for getting corrigendum PPOs are hereby intimated that their cases have been forwarded to the JCDA(AF) and the DAV.

Kindly check your own PPOs and if all these changes are not reflected in your PPO then please send an email directly to the DAV giving complete particulars with latest address and mobile number, the Bank account details and the personal details about the spouse and his/her date of birth and request the DAV to get your corrigendum PPO issued by the JCDA(AF) and forward it to your address once received by them.

Telangana govt. waives off vehicle, property tax for army

Hyderabad (Telangana) 

Chief Minister K Chandrashekhar Rao on Saturday reiterated that his is committed to the welfare of the retired army personnel and added that his has taken several measures for the welfare of the military personnel and some more are in the offing.
The Chief Minister held a high-level review meeting on the welfare of the retired military personnel at Pragathi Bhavan here.
During the meeting the Chief Minister decided to implement double pension scheme for the retired military personnel.
The double pension benefit will also be given to the spouse incase of death of the army pensioner. This pension will also be paid along with pensions of other employees every month.
He has also decided to extend benefits given to the army personnel martyred while serving to those lost their lives due to ill health and accidents too.
He has instructed the officials not to show any discrimination in this regard and said that retired army personnel working as Special Police Officers will be paid salaries along with other employees every month.
Rao said there is a need to strengthen the Army Welfare Boards. There are only 10 Sainik Welfare Boards in the districts, which will be extended to all the newly formed districts in the State.
He said steps will be taken to set up two Army Welfare Offices in Medak and Adilabad districts.
The compensation money given for those getting the gallantry awards would be more in the State compared to other states.
He also said that reservation should be given to the children of serving and retired army personnel in the residential Schools.
"The State should accord recognition to the schools run by the army. Students joining NCC, Scouts and Guides should be encouraged and those pursing courses in National Defence Academy from the State should be given fellowships," Rao said.
Since the Centre has agreed to set up an Army School in Warangal, Rao said, a Memorandum of Understadning in this regard will be signed as early as possible.
He also waived off vehicle for the the army personnel and will be exempted from paying in the state.
Meanwhile, the retired army personnel representatives have thanked the Chief Minister for enhancing the pension of war widows, giving two per cent reservation while allotting the two bed room houses, thereby exempting the military personnel from paying on their property.

TELANGANA GOVT (HON'BLE CM K CHANDRASEKHAR RAO) ANNOUNCES WELFARE MEASURES TO ESM & THEIR FAMILIES

Narsing Rao, Home Secretary Ms Anitha Rajendra, Southern India Army Commandant General Maj Gen S. Pachauri, Secunderabad Station Brigadier Ajay Singh Negi, Col Tarun Kumar, Col Atul Rajput, Lt Gen Jaswinder Singh, Capt Navneeth Singh, Army Welfare Committee Members Sri Suresh Reddy, Sri Jagan Reddy, Sri Pochaiah, Sri Prabhakar Reddy, Sri Manohar Reddy and others participated in the meeting. Later, the CM had lunch with the participants and in the three-hour interaction that followed, he had taken several decisions.

Since the Centre has agreed to set up an Army School in Warangal, MoU in this regard should be signed as early as possible. Vehicles owned by the army personnel will be exempted from paying vehicle tax in the Telangana State.
Meanwhile, the retired army personnel representatives have thanked the CM for enhancing the pension of war widows, giving 2 percent reservation while allotting the two bed room houses, exempting the military personnel from paying property tax on their property.

- మాజీ సైనికులు రాష్ట్ర ప్రభుత్వంలో ఉద్యోగం చేస్తే వారికి డబుల్ పెన్షన్ ఇచ్చే విషయంలో ఇప్పటికే ముఖ్యమంత్రి సానుకూలంగా నిర్ణయం తీసుకున్నారు. సదరు పెన్షన్ పొందుతున్న మాజీ సైనికోద్యోగి మరణిస్తే పెన్షన్ ను అతడి భార్యకు కూడా వర్తింపచేయాలని సిఎం ఆదేశించారు. ఈ పెన్షన్ కూడా ప్రతీ నెలా ఇతర ఉద్యోగులతో పాటు చెల్లించాలని చెప్పారు.
- యుద్ధంలో మరణించిన సైనిక కుటుంబాలకు అందుతున్న సదుపాయాలు, పరిహారం సర్వీసులో ఉండి అనారోగ్యం, రోడ్డు ప్రమాదాల లాంటి కారణాల వల్ల మరణించిన సైనిక కుటుంబాలకు కూడా వర్తింపచేయాలని ముఖ్యమంత్రి నిర్ణయించారు. ఈ విషయంలో వ్యత్యాసం చూపవద్దని కోరారు.
- స్పెషల్ పోలీస్ ఆఫీసర్లుగా పనిచేస్తున్న మాజీ సైనికోద్యోగుల వేతనం చెల్లించడంతో పాటు, ఆ వేతనాలను కూడా ప్రతీ నెలా ఇతర ఉద్యోగులతో పాటు విధిగా చెల్లించాలని సిఎం చెప్పారు.
- రాష్ట్ర, జిల్లా స్థాయిలో సైనిక సంక్షేమ బోర్డులను బలోపేతం చేయాలి. ప్రస్తుతం పది జిల్లాల్లో ఉన్న బోర్డులను రాష్ట్రంలో కొత్తగా ఏర్పాటైన 21 జిల్లాల్లో ఏర్పాటు చేయాలి. మెదక్, ఆదిలాబాద్ జిల్లాల్లో సైనిక సంక్షేమ కార్యాలయ నిర్మాణానికి చర్యలు తీసుకోవాలి.
- యుద్ధంలో మరణించిన సైనికులకిచ్చే గ్యాలంటరీ అవార్డుల ద్వారా ఇచ్చే పరిహారాన్ని మిగతా రాష్ట్రాలన్నింటికంటే తెలంగాణలో ఎక్కువ ఉండేలా విధానం రూపొందించాలి.
- సైనికులు, మాజీ సైనికుల పిల్లలకు ప్రభుత్వ గురుకుల పాఠశాలల్లో ప్రవేశానికి రిజర్వేషన్ కల్పించాలి. మిలటరీ నిర్వహించే స్కూళ్లకు రాష్ట్ర గుర్తింపునివ్వాలి. విద్యా సంస్థల్లో స్కౌట్స్, గైడ్స్, ఎన్.సి.సి. శిక్షణ తీసుకునే విధంగా విద్యార్థులను ప్రోత్సహించే కార్యక్రమాలు చేపట్టాలి. నేషనల్ డిఫెన్స్ అకాడమీలో చేరిన విద్యార్థులకు ప్రోత్సహకాలు అందించాలి.
- వరంగల్లో సైనిక్ స్కూల్ ఏర్పాటు చేయడానికి కేంద్ర ప్రభుత్వం అంగీకరించినందున దీనికి సంబంధించి వెంటనే ఎంవోయు చేసుకోవాలి.
- ఉద్యోగ రీత్యా దేశంలోని వివిధ ప్రాంతాల్లో సైనికులు తిరుగుతుంటారు. రాష్ట్రం మారిన ప్రతీ సారి వారి సొంత వాహనాలకు తిరిగి లైఫ్ ట్యాక్సులు చెల్లించాల్సి వస్తున్నది. దేశంలో ఇప్పటికే ఎక్కడ పన్ను చెల్లించినప్పటికీ తిరిగి తెలంగాణ రాష్ట్రంలో చెల్లించాల్సిన అవసరం లేకుండా ఉత్తర్వులు జారీ చేయాలి.

An appeal to the Govt by a Tax Evader. 😁😁


My dear friends .. 

If you are agree with my opinion... please Forward so much till the Modi's Government realises..

We shall not only forward this but now time has come we all shall discuss and put this view openly and strongly/boldly through all associations otherwise govt.is openly calling बईमान to all,and govt official are getting ready to black mail as we noticed there is not one percent fall in asking of bribe

Dear Government 

On behalf of Professionals & Businessmen, 
I am sending you some facts .. 

Please Understand 

We are not doing Tax '"Chori"' ... this is Tax saving (a bit of evading too) . This is to ensure security of our family, kids and their future for any adversity. 

1. We bought Generators/Inverter to my houses .. because Govt. failed to provide constant Electricity⚡ 🌆 

2. We installed Submersible Pumps .. because Govt. Failed to provide Water 💦 🚿 

3. We hired own security Guards .. because Govt. Failed to provide Security 🚨 

4. We made Public Schools.. because Govt failed to provide Good Education 📝📚 

5. Hospitals to avail proper care and treatment .. because Govt. Failed to provide Good Hospitals .. 
We headed for Private 

6. We bought 🚗 🚗Cars because Govt. failed to Provide good Transportation 
🚍🚃🚄🚆🚝 

Finally.., What the Tax Payer gets in Return at the retirement, when he needs most to survive ?? 

Nothing , no social security. But instead all his life his hard earned income resource is used by Government to distribute subsidies and free distribution in the name of welfare schemes among masses to buy "free votes" to those who dont pay any taxes. 

Above all what govt do with our (tax) money? 

Open courts-which do not give judgement 

Open police station-which work's for politicians 

Open hospital which do not treat us 

Build roads in which 40-100% corruption 

Endless list 

Like Western developed Countries if Indian Government could provide all the above 
Why would anyone Save Taxes ???? 

We All know that the Major Tax revenue of Taxes are consumed by Government Officials and Politicians ( Billions of Dollars 💵 are lying in foreign Banks) . 

A manufacturer works at a margin of between 2% to 10% , whereas government needs 30% of his income to cover it's expenditures. How fair it is all ?? 

That's the reason no one wants to pay 💰💰Taxes . 

We save Taxes for our Necessities , for our own old age , for our safety , security and this phenomenon is the sign of failure of a Government of the State in discharging it's own functions fairly and efficiently. Governmentin alone is responsible for this.😡😡 

But on other hand 

We challenge that if supposing Govt announces that 1000 crore is required for Indian Army or Floods or Earthquake victims !!! 
The same amount will be deposited within couple of days by these "Tax Savers" only. 

Only they come forward with open hearts.

DL-33/7THCPC/DA ARREARS PAYMENT BY END OF DEC 16 : STATE BANK OF HYDERABAD

DEAR ALL,


FOR KIND INFO OF ALL THOSE ESM BROTHERS DRAWING PENSION FROM SBH

CPPC, SBH, Hyderabad confirmed to my query about the 33 delinked pension, DA, and 7CPC arrears by the end of this month positively. This means that all pending arrears will be cleared and the 7CPC scales of Pension with 2% DA will be in the hands of the ESM and the family pensioners. This is for nformation of the affected SBH account holders in the ESM community. 

A day after confirmation, CPPC, SBH paid the 33DL arrears in full correctly after deducting TDS. it is a prompt action even though delayed by a month or so.Only the 7CPC arrears are due, and any day they will credit it.
