WORK SHEET OF NON IMPLEMENTATION OF OROP

Dear Veterans,
1.       The Govt has launched a sustained campaign that OROP has been implemented.  However, the truth is, what the Govt has implemented is NOT repeat NOT OROP but only one time increase in Pension.
2.      The Govt has also changed the approved Definition of OROP which kills the very soul of OROP.
3.      Work Sheet of Non Implementation of OROP is enclosed for your information and wide circulation.
4.      The lowest rank of Defence Personnel ie “Sepoy” is getting Rs 4296 PM/-  less with the diluted OROP than what he should get if Actual OROP is implemented.
5.       Similarly, a widow of a Sepoy is getting Rs 2578 PM/- less.  The members of Defence Family should join to work for the implementation of Actual OROP.

One Rank One Pension was approved by UPA Govt in budget dated 17 Feb 14 and then by NDA Govt in their budget dated 10 Jun 14. UPA Government issued an executive order dated 26 Feb 14 for the implementation of OROP dues to veterans at the earliest. This was never implemented by the MOD nor a demand note was ever raised. The approved definition of OROP by two Governments is given below.

One Rank One Pension (OROP) implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rankwith the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to beautomatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of the current pensioners and the past pensioners, and also future enhancements in the rate of pension to be automatically passed on to the past pensioners.

Govt Changed Definition of OROP which kills the Soul of OROP.

Again, another attempt has been made to change/ distort the definition of OROP in GOI notification dated 7 Nov 15. OROP definition given in 7 Nov letter is reproduced below.

One Rank One Pension (OROP) implies that uniform pension be paid to the Defence Forces Personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which implies bridging the gap between the rate of pension of the current pensioners and the past pensioners at periodic intervals.

Example to Prove that what Govt has implemented is not OROP.

1.  85% strength of Defence Forces consists of other Ranks ie From Sepoy to Havildar. Let us  take example of a Sepoy of ‘Y’ Group with 17 years of Service who retired prior to implementation of OROP with effect from 01 July 2014 and compare his pension with the same Class of Sepoy who retired after 01 Jan 2016 the effective date of 7th CPC, the working of pension is as under:-

(a)
OROP basic Pension of Sepoy who retired prior to implementation of OROP as per 6th CPC = Rs 6665 / per month.

(b)
DA 125%                                =      Rs 8331/-

(c)
Total Pension                          =  Rs 14996/ per month

(d)
His Pension of 7th CPC as per existing order with effect from 01 Jan 2016. =  6665  x  2.57+2% D = 17129+2 % DA                 = 17129+342.58 = Rs 17462 / per month

(e)
Pension of Sepoy of the same class who retired after the Govt implementation of OROP  after 01 Jan 2016 as per 7th CPC
          =  Rs 8300 x 2.57 + 2% DA =  Rs 21331 + 2% DA = Rs 21331 + Rs 427 = Rs 21758/- per month 

(f)
The difference  in Pension of the same class of Sepoy 
 = Rs 21758 – 17462 = Rs 4296/- per month.

(g)
The gap in pension of the same class is Rs 4296=per month. How this can be OROP, since OROP means same pension of the same rank of Defence Veterans irrespective  of the Date of Retirement.


Similarly a Widow of Sepoy of the same class will get Rs 2578/- less per month.

  
2.     Hence what the Govt has implemented is not OROP but one time increase in Pensions.

3.    It is also pertinent to mention that the changed definition will not be  OROP.  The original definition needs to be restored.

  3. What is the basis of Basic of 8330..? used for 2nd calculation on which the justification of objections are based.

    As per Circular 555 basic used is 6665*2.57=17129 is option 2 of &CPC
    Sepoy with 17 years service will have basic pension 13500 ( obviously in one rank only)
    Option 2 is the better option apparently.

    1st locuna is basis of rate OROP is unexplained & better Option is base on that defective rate of OROP. The averaging is unexplained beside the presentations made to the MOD.Result of OMJC on the same is unknown where the Report was submitted 6 months ago.
    2nd is the Matrix is based service in rank not total length of service which is nor agreement with the definition of OROP.
    3rd is Definition itself has been played with to change its implication is correctly pointed out.

  4. What happened to case filed by Shri Ram Jethmalani in SC for OROP ? That is the only way out. This Govt will not implement Any thing for Faujis with Jetley as FM and care taker RM

  6. Dear sir , why not compared the basic pension of Sub Maj and hony ranks with LtCol before OROP and after OROP . Then everyone will know that you are fighting for hidden agenda of officers .

  7. Sir iam sub maj retd on 31.1.2005 after 24.5yrs.after retirement ie on 15.8.2005 grntd honlt. But no nonetary benefit because of from retd list. My arguement is that govt gives me this rank on my merit not by request. While doing so am i entitled to monetary benefit. Otherwise what exseman should with this ornamental rank. Kindly use ur authority to get monetary benefit to all Hony Ranks irrespective of serving/retd list. Inthis case from junior officer to commissioned(hon).thanks u for ur restless fight against the mighties and sure u will bring our hurt honour to victorious.

Either General SatbiSingh or any ordinary soldier who ever knows fully well about the so called OROP( I heard B'crats,judges,university chancellors are already getting OROP)may kindly explain the OROP giving min two examples.Let the also show how any increment in pension will be passed on to the both retirees yearly or once in 2 years.

  9. The point regarding difference in the pension entitlement between X and Y group is found omitted in the statement. If it is one rank one pension how the pension can be difference between X and Y Group. Please see the difference in the pension entitlement of a Nk of X and Y group. As per OROP pension of Nk of X group is 8525 and Nk Y group is 7170. On implementation of 7th CPC wef 1.1.2016 pension of Nk X group will be worked out to 21909 (8525 × 2.57) and that of Nk Y group will be worked out to 18427(7170 × 2.57). With 4 % DA pension of Nk X group will be fixed to 22785(21909 + 876) and Pension of Y group will be fixed to 19164 (18427 +737) Diffegrouo of pension between Nk of X and Y group is 3621(22785-19164). None of the members of organization had found taken up the case with proper authorities to rectify the discrimination in the pension between X and Y group. If it is not rectified it will not be OROP but One rank One Group pension(OROGP). The xase needs to be projected to the proper authority for justified rectified action.

  10. In the name of OROP my mom got 17,500 rs . After that nothing. Chief petty officer 15 years service retired in 1992.

  11. Really, unable to understand the calculation of Maj Gen Satbir Singh. But at JM he used to say that a NB sub will get only a increase of rs 700-800 but I got more than 7000/-. I think he is only working for officers and demanding cooperation from pbor.
