OROP- Not happy with OROP tables, ex-servicemen say One Rank One Pension scheme protests will not stop.

The government's OROP order said that the payment of arrears and revision of pension under One Rank One Pension is to be made by the Pension Disbursing Authorities in four instalments, except for family pensioners and pensioners in receipt of gallantry awards who will be paid arrears in one instalment. The government had in November last year taken the decision to implement OROP scheme, “fulfilling” the long standing demand of defence personnel after 42 years. The move will benefit over 18 lakh ex-servicemen and war widows. (AP)

OROP tables and detailed instructions for One Rank One Pension scheme issued by the government have not satisfied protesting military veterans who have vowed today to continue their protest. The veterans body has said that anomalies remain in the OROP scheme announced by the government. (AP)

“OROP tables short-change widows, reservists, battle casualties, havildars, subedars and subedar majors. The Jantar Mantar protest will continue and legal options will be exercised,” Col Anil Kaul (Retd), spokesperson for the protesting ex-servicemen said. The statement came after veterans met today at the Jantar Mantar over the OROP scheme implementation issue to decide on the future course of action. (PTI)

The main complaint with OROP tables is that instead of giving the highest pension at one rank, government has decided on giving the average pension of a rank which 'nullifies' the meaning and definition of OROP. The annual recurring financial implication of OROP at the current rate will be approximately Rs 7,500 crore, the government said yesterday as it issued detailed instructions for the scheme. (PTI)

The government issued OROP tables which said that the arrears from July 1, 2014 to December 31, 2015 would be approximately Rs 10,900 crore. 86 per cent of the total expenditure on account of OROP will benefit the Junior Commissioned Officers and other ranks. The total increase in the defence budget for pensions is estimated to go up from Rs 54,000 crore (BE 2015-16) to around Rs 65,000 crore (proposed BE 2016-17), thereby increasing the defence pension outlay by about 20 per cent.   2. Further protest or no protest, the new scales will be given by the government by the end of this month with arrears. The government is gloating over it. While formulating the scales, the government had discussions with the ESM, to a large extent the mistakes could have been avoided and the seven objections by the IESM could have been sorted out both coming down their high places. Now at least, the IESM as a last resort must approach the SC with all relevant points which were left out besides the major grouse against the GOI orders on the OROP. Not even single point must be left out besides keeping it simple and straight forward for a quick decision by the SC. if we fail to get justice in this last resort, servicemen's and our IJJAT will come to a naught

    1. True, the government took unilateral decision on OROP, can somebody do the justice to give the insight into the anomalies that arise in the 03-02-2016 tables of OROP? The Lt Col pension at 0.5 years of QS gives rise to doubts on the cooking done by the PCDA arriving at pensions at every level.

  4. Once Engineering officers and other branch officers have equal pay and pension facilities, there should be at least equalisation in pension for group x and y personnel. Can B.E. or B.Tech be ewuated with B.A or B.Sc. or B.Com. In officer category these things are equal why not 10th be ewuated with +2 , that too only for pensionary benefits.May be true that while in service the job profile demands higher pay for group x, what about after retirement. The highest pension of Y group Sgt having maximum years of service is less than Cpl of X group who has minimum qualifying pensionable service. Is it OROP. Training of longer duration or acquiring technical knowledge are after all at the expenses of government. This can't be quoted as the reason for denying equalisation of pension (at least) of x and y groups. Our demand is not aimed at reducing x group brothers pension , only aim is to equate y group pension with x group so that the true spirit of OROP achieved.

  5. This desparity can be removed now. Even when group g is merged with group y . Really this is demoralising for y group pensioners.

  6. Again pbor become fool like arrears pre-2006 vide circular 548. There is nothing for pbor vide circular 555.
