OROP PENSION TABLES FOR DEFENCE PERSONNEL


Department of Ex-Servicemen Welfare issued orders regarding the scheme of One Rank One Pension for Defence Personnel with effect from 1.7.2016. The detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category. The order including the 101 pension tables indicating rates of pension/family pension.
Arrears of account of revision of pension from 1.7.2014 till date of implementation shall be paid by the Pension Disbursing Agencies in four equal half yearly installments. However, all the family pensioners including those in receipt of Special / Liberalized family pension and all Gallantry award winners shall be paid arrears in one instalment.

  4. Majors who retired before 1996 who got substantive promotions at 13 years of service (presently Lt Col at 13) got no corrections to their ORO Pension where as Lt Col got it.

  8. My father retired from territorial army(served only 2 years)and joinded DSC hence forth. He served 30 years in DSC. He was retired in Dec 2014 with honoury rank of Subedar. He did not get Ex serviceman status because he did not served more than 3 years in TA. He has no ex-serviceman ID. Will he get OROP benefits?

  9. My father served territorial army for two years then joined DSC and served for 30 years. He was retired on Dec 2014 with an honoury rank of Subedar. He did not get Ex-serviceman ID due to insufficient serving years in territorial army. Will he still get OROP benefits?

  11. Respected sir, in table no-7 for NKTS for group 'Y' Rs 7170/- is same to 15 years of service to 28 years of service whereas for 'X' group their pension rate is changed from 24 years onward .. it seems mocking true meaning of one rank one pension for same length of service.... with regards

  12. Firstly find out the meaning of veteran. Secondly find out the entry rate of welfare pension (I think it is 600 pm) it has been given to you thats all veterans. I feel pity towards the hardship suffered by Gen SB team at JM.

Can any body make a table of orop how much benefitted that is present pension and as per orop pension table so everybody come to know how much they will be beniftited if possible present basic pay of rankwise if pure orop acept,then what will be pension so please make table like that.then only came to know to all exservicemen how the govt cheated us ...Thanks

  20. There is something wrong with the chart. Hardly few hundreds rupees benefits. Officers will be benefited more as it seems. Still the colonial attitude persists. Poor becomes poorer and the rich richer. More hatred will be created which could become a cause of concern in terms of morale of the subordinate ranks. The developed nations were silently watching us to see how we can handle the difficult situations. We have shown them the results.

  21. The much awaited table of OROP has now come on the public domain.
    Ex-service men are so baffled that they do now know whether to cry or laugh.
    They cry because what they got after fighting for over 40 years is just pittance not worth mentioning, even.
    They laugh because the Govt is so magnanimous that they are paying out arrears, which comes to a few thousand in four equal installments.
    Hon. Raksha Mantri jee, please see the examples. You will feel so proud of the bonanza you have showered on the veterans .
    Example 1.
    A junior Commissioned officer “Y” Group (incidently, a cl II gezetted officer) whose present basic pension is Rs.8411/- per month and according to OROP is granted a princely enhancement Rs.344/- per month making it to Rs.8755/- ;( as per table no 7 annexed with Govt of India implementation order No 12(1)/20/D(pen/policy)part-H , Min.of Defence dated 3 Feb 2016) and the arrears for 18 months come to Rs.7040/-taking into account the DA @ 109, 113 and 119% from july 2014 Jan 2015 and Jul 2015 respectively. Divide this by 4 and Govt have to shell out a huge amount @Rs.1760/- per installment. What a burden on the exchequer, indeed !!! and what great solace to the veteran !!!
    Inflict injury to the veteran because he is used to such but ,please do not insult, too ,simultaneously.
    Defence service is very rank conscious . A junior rank should not draw more than the pay of a senior.
    Whatever may be the length of service, a gezetted officers’s (JCO’s) pension should not be less than a non-commissioned officer’s pension.
    Example 2.
    A sergeant (NCO) of 21 years of service draws, as per Table 7 pension of Rs.9055/- while a (JCO) Junior Commissioned officer’s pension of same length of service is Ra.8755/-.
    OROP means irrespective of group consideration veterans of same rank must be given same pension.
    Here also glaring anomaly is noticed. All ranks have been segregated into “X” and cluster of other groups except in the case Subedar and equivalent in Navy and Airforce where the pension shown for “X” and other group upto the service length of 15.5 years are same .
    Why is this favor granted only for one rank ?
    The experts who prepared the table deserves special commendation and be honoured with Bharat Ratna, if not anything higher.
    The casual and despicable attitude and utter contempt shown to other ranks including JCOs in tabulating rank wise pension deserves to be condemned .
    In the name of charity the govt have thrown counterfeit coins in the bowl of veterans and called it magnanimity.
    Please take back the implementation order and add it to the exchequer it will help govt to tide over the financial crunch.

  22. It is quite surprising/unbelievable to see in the OROP letter that a Major retired with a service of 13 years and a Major retired with a service of 20 years are getting they same pension. It means that the pay of both these officers was/is/and will be the same with a difference of 7 years of service. It also meant that the officer having 7 years more service did not get any annual increasement ?. So why and how the pension is same for two officers, when there is a difference of 7 years. An officer retiring in 2013 with a 20 years service will be getting much more pension than an officer retiring with a service of 13 years.I am sure there will be huge gap between the pensions.Is this the OROP ? More-over no officer would have retired as a Major after 2004. So an officer retired with 20 years of service prior to 2013 should get the same pension of the ifficer retired with the same service ie 20 years during 2013. It should be reconciled and an ammendment issued at the earliest.

  24. Sir, I was retired from Corps of Signals on 01 Jul 1992 after completion of 15 years service on 1 Jul 1992. I am drawing pension of y group but I was enrolled in the Army as Xth pass Science trade, I want to know in OROP in which group my pension will be considered. Ex Naik (TS) Narendra Bahadur Misra (OKL)

  25. Sir, I am an Ex-Recruit. I have served as Recruit in Mahar Regimental Centre, Saugor(MP)from 20.04.1981 to 07.12.1981. I boarded out from defence service with Cat-E. My disability reduced to 20% 10% w.e.f. 08.12.1986. Now,I am drawing my Service Element Rs.3,500/- per month with usual DA from time to time. Sir, I want to know am I eligible for OROP though I was a Recruit. K.S.BEHERA EX-RECRUIT

    Please refer to my previous mail dt.21.03.2016 that I am an Ex-Recruit having Army No. 4552781 of Mahar Regimental Centre, Saugor. I have already been boarded out with Cat E (20 disability) on 07.12.1981 having 7 months and 28 days service. Now my disability is below 10 after RSMB and disability element has already discontinued from 08.12.1986.I am getting service element Rs.3,500/- with usual DA from time to time.
    Circulars have been issued by the CDA (P), Allahabad vide Circular No. 555 dt.04.02.2016 and Circular No.557 dt17.03.16. Please refer TABLE NO.7 of Circular No. 555 dt.04.02.2016 SL. No.6 of Circular No.557 dt17.03.16. where qualifying service starting from 0.5 year to onward has been mentioned.
    Hence, you are requested to please issue orders to the Bank authorities for implementation of my OROP.

OROP commission please Refer table 7&9 &regular army and territorial army why should the same group&Grade less service is geting more pension more service is getting less pension for PBOR jcos,WO&Navel Mwos1,it must be corrrcted,by the OROP anomalies Rectification team other all defence jcos morral will be down

As per table No 7 of circular No 555 dated 04 February 2016 basic pension of Honorary Naib Subedar & Naib Subedar of X group for service 24 years or 26 years has fixed in same rate i.e. Rs 11138 but basic pension of Honorary Naib Subedar & Naib Subedar of Y group is different. This difference is Rs 1004/- .
    As per table No 7 of circular No 555 dated 04 February 2016 for 24 years service Y group Honorary Naib Subedar basic pension has fixed at Rs 8425/- and Naib Subedar basic pension has fixed on Rs 9429/- which is not understood in OROP and it is injustice with the Honorary Naib Subedar of Y group.
    Hony Rank of Naib Subedar granted to Havildar will be notionally considered as a promotion to the higher grade pay and will be allowed notionally for the purposes of fixation of pension only with effect from 01-1-2006. The said decision has been communicated vide Ministry of Defence letter NO. 1(8)/2008-D (Pen/ Policy) dated 12-6-2009.
    As per table No 7 of circular No 555 dated 04 February 2016 24 years service of X group Naib Subedar & Honorary Naib Subedar pension are equal, so 24 years service of Y group Naib Subedar & Honorary Naib Subedar pension also should be equal, please consider it.

    With reference the table No 7 of circular No 555 dated 04 February 2016.

    I 2879637W Honorary Naib Subedar Vijai Kumar have served in Army 24 Years & 02 days. My service particular's is as under -

    Date of enrolment - 30 October 1982.

    Date of retirement - 31 October 2006 (A/N).

    Date of birth - 25 April 1962.

    PPO No - S/29763/2006 (ARMY)

    Basic Pension as per 6 CPC - Rs 7750/-

    Revised Basic Pension on acceptance of OROP - Rs 8425/-

    It is observed that pension of X group Honorary Naib Subedar & Naib Subedar of 24 years service is equal i.e. Rs 11138/- as per table No 7 of circular No 555 dated 04 February 2016. But basic pension of Y group Honorary Naib Subedar & Naib Subedar of 24 years service is different. 24 years service of Naib Subedar basic pension is more than Honorary Naib Subedar of 24 years service & this diffrence between Honorary Naib Subedar& Naib Subedar of 24 years service is Rs 1004. In this circular in table No 7 Y group Honorary Naib Subedar basic pension is Rs 8425 & 24 years service of Naib Subedar basic pension is Rs 9424. It should be equal as OROP as implemented for X group 24 years service of Honorary Naib Subedar & 24 years service of Naib Subedar basic pension are equal.

    Hony Rank of Naib Subedar granted to Havildar will be notionally considered as a promotion to the higher grade pay and will be allowed notionally for the purpose of fixation of pension only with effect 01 January 2006. The said decision has been communicated vide Ministry of Defence letter No. 1(8)/2008-D(Pay/Policy) dated 12 June 2009.

    On the definition of OROP (Definition of One Rank One Pension - One Rank One Pension (OROP) implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of the current pensioners and the past pensioners, and also future enhancements in the rate of pension to be automatically passed on to the past pensioners.) and government of India Ministry of Defence letter No. 1(8)/2008-D(Pay/Policy) dated 12 June 2009 pension of Honorary Naib Subedar & Naib Subedar should be equal in the same length of service.

    Keeping view of the above and as mentioned table No 7 of circular No 555 dated 04 February 2016 for 24 years service of X group Naib Subedar & Honorary Naib Subedar basic pension has fixed at same rate or equal, so Y group 24 service of Honorary Naib Subedar & Naib Subedar basic pension should also be fixed at same rate or equal. Please consider it.

    Please do the needful for necessary amendment or issue related instructions for rectify the observations or veriable. An early action is requested.

Subscription on account of ECHS at the time of retirement from a sub & sub major is being charged for R's 39000/- and the same Subscription is charged from Lieut, Capt & Major but facilities of hospitalization being given to sub & sub major is semi private and to Lieut to major is private for the same Subscriber. Can anyone clarify this animals to me.

  38. On being grant of honorary rank of NbSub to a havilder, he gets pensionery benefits but why this benefit is no given to a Subedar and Sub Major on grant of honorary rank of Sub Maj and Lieut respectively. Will any body clarify it.
