Chiefs of Staff Committee (COSC) Not To Implement the 7TH CPC for the Defence Forces till the time issue of Allowances, DACP for PBORs and NFU for officers etc are decided and implementation orders are issued by the MoD.

The triservices pay commission cell, TRIPAS have advised Chiefs of Staff Committee COSC not to implement the 7 CPC for the defence forces till the time issue of of allowances, DACP for PBORs and NFU for officers etc are decided and implementation orders are issued by the MoD. 

Though there may be delay in implementation of 7CPC, it would be helpful in the long run. In case 7CPC is implemented without finalising the just demands of the services, there are higher probability that none of the demands of services will be implemented. Service personnel will be made to run from pillar to post even for trivial issues like good conduct badge allowance, ration allowance etc. 

TRIPAS has recommended that 7CPC for pensioners may be implemented as and when Army instructions are issued.

The TRIPAS has also recommended that COSC to get a guarantee from the PM that several of non monetary recommendation that are made to improve overall efficiency of the central government and improving defence personnel's opportunity to get secondment or absorption in other organizations shall also be implemented in next six months.

It is learnt that COSC has accepted the recommendation of TRIPAS and has conveyed to the government that 7CPC shall not be implemented till issues are resolved. COSC have also apprised the government of seriousness of these issues.

    5. Good Move by COSC.Who are these bloody bureaucrats who dominate the faugis. They are not God sent and are just like any other Indian. Mr Mohan Prasad Dhaundiyal please not Faugis are not beggars to accept alms from Babus and they are not asking for their rightful dues. The situation should not lead to demanding like Central govt civilian trade union and if that happens then God save the nation. Simmering discontent among men in uniform is not good and if faugis finally decide to burst the bubble then who will control them. So don't drive them to wall.

  2. Well, NFU & DCAP sounds good but should translate into pension for all Veterans too. What about Table 555 for equality of pensions for all ranks.Why nor RANK Pay for PBORs too?

  6. Very good move.Now the onus will be on the government. Accepting now and later begging for the alms is very much demeaning and dis respectful. We are only asking which is right and lawful.

  7. The MSP of PBOR ( Sep -- Sub Maj ) is less then MNS . It very shameful to the Military leadership. MSP must be higher than MNS .

  9. I wonder why pbors r not posting anything regarding hateful disparity in msp ! I also wonder about which mogambo awards higher msp to mns than d jco/ors? Of course everything is possible in d AFs of India under d command of Officers Force!

  10. Dear B SINGH our leadership is Pandora of problem faced by PBOR.our chiefs never represents the owes of the PBOR.they are worried about their resettlement after they hang their boot .to be GOVERNOR /CHAIRMAN etc.we can teach mr jaitly gp a lesson in2019.

    With Due respect and humble submission' I want say to lay down few lines for your Necessary kind Great consideration and 'After that for order 'implement ion please.

    1-We have seen read & Feels in connection of Above cited subjected 'Govt ' had issued Order for Implementation of De-linking of 33 years of For central Govt Employees & their Pensioners' Who retired Up-to 31-Dec-2005 .Circular C-149 Dated 06-04-2016 regarding case of Civil-Defense had already been Issued in month of April-2016 by CDA(P) Allahabad and has paid some month ago. In same case & comparison yet CIRCULAR NOT To ISSUED BY MoD' For further payments of Arrears.

    2- The Govt has decided Implement ion of '7th Central Pay commission and 7 month arrears to be paid along with Salary of Aug-2016. Many Major department has already issued Notification by(Dept)for further Payment and same have Implemented for same' But in case of Ex-Defense pensioners/ Employees yet not to been issued Notification By MoD & same would not be Implemented right now' Which are showing de-gradation and controversial with Armed Forces and their Pensioners..

    In view of above column-1 -What is reason' Circular had issued to For Defense / civil and to Implemented and In same Manner for to' Defense Pensioner not been issue yet' Circular 'Does not means' its a Double slandered of Govt ?.

    Anyway ' Our India is Great ' Where we are going'' Govt is doing the activities against Armed' Forces and there Pensioners for Only too' too' Demoralization and Degradation in comparison of Civil counter part.   13. I have already raised this issue in my comments on Indian Military Veterans about 15 days ago. Now I again emphasise that formula for calculation of pay/pension should be 3.0 for class IV & III, 2.75 for class II and 2.25 for class I (all civilian Govt employees). It should be different for Armed Forces (viz Army, Navy & Air Force) at 3.25 for Hav to Sepoy, 3.0 for JCOs, 2.75 for Lt to Lt Col and 2.50 Col & Above. Allowances multiplied by 2.50 for all as per devaluation of rupee from 01.01.2006 to 01.01.2016 (DA increase merged with Basics pay/pension). This should be done after every 5 years and Pay Commission system should be stopped and Good Bye to all bikerings and heart burning every now an then.

Can you tell me why you built your home? reply is for safety of your own and family from rain, storm, sun, rain theft etc. Just equally Soldier are providing entire thing to the nation, safety, security, they are weapon on the nation.   17. Dear Brethren in Armed Forces,
    -All that carried in mind can not be cooked evenly in one utensil.
    -Let COSC take issues one by one with the Govt.
    -NFU is an issue that deprived army cadre to that of their civilian counterparts.
    -Money or No money, is not the primary issue. The primary issue is suitable and rightful equation with our counterparts in other class 'A' services viz-a-viz immediate post Independence statistics.
    -There is a regular down gradation of the socioeconomic status of Armed Forces ever since independence. That has deteriorated the moral fiber of Armed Forces.
    - The NDA Govt that was so greatly supported by Armed Forces serving and retired personnel to win in last parliamentary election is treating them the worst.
    -No dry logic or vehement arguments can balm our agonies, but genuine efforts to ameliorate our socioeconomic conditions.
    - Brothers PBOR should also trust our leadership in Armed Forces for getting best dues to us.

  19. The same act was done while implementation of 6th CPC and Lt Col was brought in PB4. This time around they are asking for free ration which will be stopped in near future. No substantial point pertaining to JCOs AND NCOs are being taken up. Especially making MSP same for all defense personnel irrespective of rank or atleast bring up the MSP of JCOs and NCOs at par with MNS.

  21. Intake qualification for the Technical Airmen in the Indian Air Force: 3 yrs civil diploma/10+2 in Science with 50% marks.
    After completion of their technical training they become equivalent to a civil diploma engineer. Pay fixed at the lowest pay band: (5200-20200)+ X group pay of 1400/-.
    Starting pay of civil diploma holders: 9300-34800(PB2).
    Is that seems justice?
    Further, a civil diploma engineer becomes equivalent to Degree in Engineering and gets promoted, at least, to the position of an Assistant Engineer or an Engineer in 10 to 12 years, but a technical airman in Indian Air Force Joins in PB-1 and completes his 20 yrs regular engagement of service in the same pay band. Only grade pay increases a few hundred rupees.
    5th Pay Commission provided some justice to the technical SGTs (This rank is achieved after completion of 13 yrs service). They put technical SGTs at par with the civil diploma engineer.
    Civil diploma engineer: 5000-150- 8000
    Technical SGT : 5000-100- 6500
    6th Pay Commission degraded the status.
    Civil diploma engineer: 9300-34800 + 4200/- grade pay
    Technical SGT (fact but true):5200-20200+ 2800/-Grade pay
    There is minimum chance that a technical SGT will get his next promotion within the regular engagement period of 20 yrs of service. So, join in PB-1 and complete the service in PB-1. Getting next promotion doesn't mean the life will be changed. By the time a SGT will get his next promotion he might have already reached the PB-2 salary. So, the increase of salary will be just few increments.
    And when a technical airman, a diploma engineer also, will reach to PB-2 that will be final and last scale. Although he may get two more promotions (Both are class-II gazzetted ranks), but he will never be able to reach even the starting salary of the junior most commissioned officer.
    That may be the reason that maximum numbers of technical airmen do not extend their services further. As soon as they finish their regular engagement service of 20 years, they leave the service.
    The nation and the organisation both lose the experiences.
