IESM CALLS FOR A MAHA RALLY ON SUNDAY, 1 FEBRUARY 2015 AT 1030H AT JANTAR MANTAR

EX-SERVICEMEN ARE NOW UNITED AND DETERMINED TO GET ONE RANK ONE PENSION (OROP) AS PER DEFINITION APPROVED BY PARLIAMENT:  INDIAN EX-SERVICEMEN MOVEMENT (IESM) CALLS FOR A MAHA RALLY ON 01 FEB 14    AT 1030H AT JANTAR MANTAR - NEW DELHI

Ex-servicemen of India, who had served their motherland for decades and then retired from active service, are a neglected lot today. Their welfare has been neglected for over 60 years and there is no one in Government who seems to care. India is the only country in the world that treats its ex-servicemen as discarded ammunition,** GOOD FOR NOTHING! UNFORTUNATE BUT TRUE!
 ( ** Chief  Minister of Punjab KAIRON HAD ONCE  USED THE TERMINOLOGY FOR VERERANS  "KERNEL" OF MANGOES).

Ex-servicemen want a life of respect and recognition. Ex-servicemen expect the Government and the nation to give them the due respect for having served the country with their blood and life. Biggest loss to 98% of soldiers is that they are forced to retire at the young age of 38 to 40yrs (just because profile of Armed Forces must be kept young), whereas every other citizen of India has a right to work till 60 years of age and thus enjoys much higher pension. 

Just to give an example: two young men, with the same educational background, from a village take up a Government job, one joins Indian army as a sepoy and other joins as a police constable or clerk in Government dept. A soldier would be forced to retire (provided he survives at borders and extreme weather) at the age of 38 to 40yrs but his friend in other Government service will retain his job till 60 yrs of age even if he is medically unfit and then retire and earn pension. The major disadvantage which is forced on to soldier is that he experiences all hardships and at times sacrifices his life in call of duty but will still earn about Rs 40 lakhs less than his friend if they both survive till the age of 70 years. 

The moot question is: why this indifference to a soldier who is ready to sacrifice his life for safety of country and countrymen? Is it not the responsibility of the citizens of this great country and the Government to take care of welfare of the brave soldier and his family when he is in active service and after his retirement and to look after his family after his sacrifice in line of duty? Alas!! It is not happening in India. The citizen and the Government are indifferent to the brave soldier and this neglect has brought the soldier to such penury that even the Honorable Supreme Court had commented that the Government of India is treating its soldiers/ ex-servicemen like beggars.

Ex-servicemen are disciplined by nature. They do not approve of any disruption to civil society and respect freedom of all citizens. Ex-servicemen approached the Government with their demands and problems peacefully. Government did not pay heed to the woes of Ex-servicemen. Ex-servicemen resented this ill treatment; they decided to agitate peacefully like any citizen of India. Ex-servicemen resorted to return of gallantry medals and submitted memorandums signed in their own blood. This resulted in a big hue and cry and poor state of ex-servicemen was reported in international press. This forced the UPA Government to accept the demand of Ex-servicemen and their most cherished demand of OROP was approved in the budget on 17 Feb 14. 

NDA Government followed suit and also approved OROP in the budget presented on 10 June 14. OROP has been thus approved by two parliaments; it has become statute, was a personal commitment of PM Sh Narenedra Modi and was approved by all political parties of India. Ex-servicemen were elated that at last their dream of OROP would become a reality. Alas this was not to be so; their expectations were shattered when issuance of Government notification for OROP got stuck in bureaucratic quagmire. Government has failed to issue notification for the payment of OROP dues even after 10 months of its approval. An indicator of GOOD GOVERNANCE of NDA Government!! 

Ex-servicemen got united and decided to resume their agitation from 3 Dec to 16 Dec 14 to remind the Government of their commitment and for early issuance of OROP notification. Thousands of Ex-servicemen and other ESM organizations vowed to join in the agitation. ESM UNITY WAS FORGED FOR OROP. 

Sh Rajeev Chandrashekhar, MP Rajya Sabha, then approached IESM and advised them to cancel the agitation and suggested that the Government be given more time to issue notification. IESM was not willing to cancel the plan of agitation. Sh Rajeev Chandrashekhar then offered to arrange a meeting with Raksha Mantri to discuss the issue and understand RM’s thought process on OROP. 

IESM met hon’ble Raksha Mantri on 9 Dec 14. Raksha Mantri personally assured the delegation that he had understood the nuances and finer points of OROP. RM cleared his thought process on yearly increments in defence pension as defined in OROP. RM also brought out wide difference in the expenditure on account of OROP. IESM delegation made it clear to him that finance experts of MOD must have worked out the expenditure for OROP at the time of budget allocation. Expenditure on OROP should be same as estimated for the budget presented in the Parliament by Finance Minister. 

Bureaucrats are now inflating the figure only to confuse the issue and deny OROP to Armed Forces. RM assured the delegation that his mind is clear on OROP and implementation order for OROP would be out soon. IESM delegation expressed their fear to RM that bureaucrats would certainly attempt to insert commas and full stops to distort or dilute the definition of OROP. RM personally assured that he would not permit any dilution in the definition. IESM delegation came back reassured that the issue of OROP was in right hands and for the first time, in sixty years, Ex-servicemen felt that they would not be denied justice. 

Their joy was short-lived, as RM in his interview with Head Lines Today on 16 Dec 14 shattered their hopes when he stated that it would not be possible to meet 100% satisfaction for OROP. He further stated that Government is likely to give 80% to 90% OROP to Ex-servicemen. This statement was a big reversal on his promise on OROP. Ex-servicemen are aghast on this statement and have decided to resume the agitation for pressing their demand for 100% OROP. 

Ex-servicemen ask only one question from citizen of India; would they approve if Armed Forces fight the enemy or terrorists with 80% efficiency? Armed Forces lost 527 martyrs and 1363 soldiers were seriously injured/maimed during Kargil war because they gave more than 100% under extremely hostile conditions and won the war in 1999 for motherland. Armed Forces lost many more comrades in terrorist actions because they always give more than 100%.  If India does not accept less than 100% efficiency from Armed Forces then why grant only 80% of OROP, this is beyond our comprehension. IESM requests Honorable RM not to fall in the trap of bureaucrats and grant 100% OROP at the earliest.

IESM has full faith in leadership of Hon’ble RM and expect that he would soon find a suitable solution to overrule the machinations of bureaucrats against OROP and Armed Forces of India. IESM expects Hon’ble RM to fulfill his commitments made to IESM and other ESM organizations.

IESM has received calls from thousands of veterans and many ESM organizations that they are willing to support the agitation planned by IESM to press for 100% satisfaction on OROP. 

IESM is steadfast that OROP has only one definition. This definition has been approved by the Parliament and any deviation/ dilution would NOT be accepted in the definition of OROP. 

IESM requests all Ex-servicemen and ESM organizations to join in a MAHA RALLY ON 1 FEB 14 SUNDAY AT JANTAR MANTAR NEW DELHI TO PRESS FOR FULL OROP AS PER APPROVED DEFINITION.

THANK YOU SIR FOR ORGANIZING THIS PROTEST RALLY BUT WHY ON 01 FEB PLEASE DO IT BEFORE 26TH JAN ONLY THAT DAY AND ON 15TH AUG THEY ARE DOING AND TELLING ALL GOOD THING FOR SOLDIRES NOT 80 PERCENT WE NEED 100 PRESENT OROP PLEASE ORGANIZE BEFORE 26TH IF DM IS NOT CLEARING THE SANCTIONED OROP BEFORE 15TH JAN 2015 , NOT ONLY RALLY WILL START DHARNA HUNGER STRIKE RET OF MEDALS IF RER WE WILL COME ALONG WITH OUR FAMILY TO SHOW GOVT THAT WE ARE UNITED AND NEED OUR DEMAND TO FULFILLED AS IT IS SANCTIONED , ONCE WE ARE DOING DUTY WE ARE GIVING 100 PERCENT IF NOT OROP THEN ALLOW TO SEARVE FULL 60 YEARS IN PEACE AREA BORDER AND REST THING WILL SEE BY BABUS AND ALL CIVILIENS

  2. The question is how the OROP to be implemented. What should be the basis? The answer is to make maximum of Pay Band+GP+MSP as notional pay to fix pension for 33 yrs of service for both pre and post 2006 retirees. In other words it should be 50% of Pay Band+GP+MSP for 33 yrs of service. Necessary weightage in service should be allowed wherever necessary.

  3. Serving in defence taught us to be patient and maintain dignity. The initiatives for welfare of exservicemen made by defence minister in recent past is beyond any doubt. We should wait till 15th Feb 2015 before initiating any action.

  5. Why pension for 33 yrs? What about those officers who were commissioned from ranks and served for 38 to 40 yrs service and why their service from 33 to 38-40 yrs to by thrown in SU-RU Riven flowing from KAR-GIL to P O K? What about Majors pension who served in commissioned rank of Major exceeding 13 to 20 yrs service and no benefit as minimum major pension fixed on 18205 which is for even those majors who served for one year in major rank? All these points be included in our Demand. I am even ready sacrifice on 01 Feb 2015 to avoid living life of neglected major with 19 yrs 228 days ranks service and 19 yrs 7 months commissioned service 7 years as Major from 13 to 19 yrs and 7 months. 5th CPC granted major rank with years commissioned service for S L officers which is not granted w e f 01 Jan 1996. How MOD and A H Q making fool of officers and P B O R? Letter for Disability Pension on superannuation not yet issues by MOD even after H S C directions on 09 Dec 1914.

  6. If one PM, one DM, and one FM are not fulfilling the demand of OROP, it means that they are broking thir promise and they are misleading by BIG :B:. One our retird top brass has been forgotten his army as he included himself in the list of defaulter Netas of the country JAI HIND to all ESM for unity on 01 Feb 2014.

  8. 1 We are hearing that 80% of pension can be given as a One rank one pension.
    2 And it will be given with in 4 weeks to 8 weeks time (02/12/14) by RM
    3 And there will be one rank one pension announcement before the budget session by RM on 27 dec 2014
    4It will be diluted little ,
    5it is going to be deliver by Namo in Deepavali speech at Base camp ,glassier J&K
    6.Lt gen(rtd) Kadyan says that we have to give time to newly elected Government.
    7. There will be a hunger strike from 2 dec to 16 dec as a token of protest at Jandharmander ,New Delhi .
    like this so many news are coming but no positive out put are happening, even in IBN Tv devils advocate program by Karran Tapper spend 1 hour program on OROP etc etc ......
    when poor soldiers acha din ayega ?

  9. My comments above,(1) missing 12 in Line 9 AFTER major rank with 12 years commissioned service. Govt of India, MOD letter No 14(1)/98/D(AG) dated 14 Jan 2000 (4 years late in issuing ruling applicable from 01 Jan 1996 V th C P C). refers (2) Minimum pension for Honorary Capt (without commissioned service) is fixed Rs. 16145. What a pity to commissioned officers with 13 to 20 years commissioned service? Why they are NOT granted notional rank of Lt Col and pension of Lt Col when all those officers were promoted to Lt Col w e f 16 Dec 2004.(3) Last word FOR 1914 READ 2014..

  12. Despite all your trust in our RM, we will not get OROP Sir. We will get something which may be 80% or so of what Shri Parikkarji thinks is OROP. And the issue will be buried for another 5 years. This protest is of course needed. I on my part, am motivating veterans known to me to contribute financially for the rally. No point in going all the way from Chennai to New Delhi. Our cause will be better served by our contributing financially. But take it from me Sir, just an ex Sgt, we will not get OROP. If u can motivate all the three chiefs and vice chiefs to resign in the event of this betrayal by the Govt. ,then perhaps we may win. That too PERHAPS. Any way I am with u Sir

  13. See Sir, once upon a time there was a Finance Minister by name TT Krishnama Chari. It was he who brought Family Pension in our country. When he told his Secretary to prepare a draft FP Bill, the latter protested on grounds of financial scarcity of the Union Govt. Mr. Chari said he would decide after consulting the Secretary's wife. There ended all objections, and millions of widows enjoy FP. Do you expect Shri Parikkar ji to do something like this, Sir? Far cry Sir.

  14. I agree with Mr. Manikandan. Now the initiative has to be taken by our serving brothers, specially the three chiefs. This is the time to show that we are not a dilapidated lot to be treated at 80%. Rather the idea should be that we as a great nation will treat out soldiers (serving and ex) at 150%. Our last wait shall be till 26th January 2015 and if the thing does not get sorted out till that time then we shall show out strength not only these politicians and bureaucrats but to the world as well as to how the veteran soldiers are treated in this country. Wishing for the great success of the rally on 1st Feb.2015.

  15. The protest rally to get OROP is very good and what about disparity and disaffection of the 6th CPC which are given below-
    i. MSP (Military service Pay) – It must not be linked with Basic pay or the Rank pay at all. Sep to General is doing military service and it must be same for all ranks.

    For example at Leh – Ladakh on the same point a sep and a officer is on duty now you can see both are human beings and having the same feelings of difficulties ,coldness and loneliness . In the 6th CPC for MSP SubMaj put with Jawan for MSP Rs 2000/- , and JCO’s knowingly down graded.

    ii. ACP and Promotion – Officers get three promotions in eight years.
    & PBOR will get one ACP in eight years. ACP is given on 8, 16 & 24 years. To
    Keep the defence forces young A Sep retires in17 years. How he can achieve
    three ACP in his service?

    Sep to Hav ACP must be given on 5, 10 and 15 years or the same promotion criteria for Officer and PBOR.

    iii. Pay and pension disparity a wide gap from SubMaj to officer rank.


    Officer’s strength 5% has pay band – 3, 4, Apex scale (HAG, HAG+) and Fixed (Four pay bands).
    PBOR strength 95% have pay band – 1 & 2 (Two pay bands)
    There are three categories in the defence forces that is Officers, JCO’s and OR’s and can not be merge with each other so there must be only Three Pay bands in continuation in the Defence Forces.

    Pay band 1--OR’s (Sep, NK and Hav)

    Pay band 2--JCO’s (NbSub, Sub and SubMaj)

    Pay band 3--Officers (Lt to General)

    The pay bands limits of minimum and maximum to be set comparing with
    Central civil Servant.

    iv. Pension 75 % (percentage ) to JCO’s/ORs --- A sep retires in 17 years and Hav in 24 years of service or below 40 and 45 years of age respectively .This retirement age is very early compare to civil servants they are retiring at the age of 60 years . There must be 75% of the last pay drawn and officers’ pension must be 50% of the last pay drawn. After retirement the condition of JCO’s/ORs is very bad and working in security agencies for rupees four – five thousand only.

    v. Same Family Pension – The family pension must be same as pensioner to survive the family with respect in the society ie 75% of the last pay drawn by the pensioner.
    A question from the 7th CPC may ask that the other services would also demand this increase of family pension; in this case others cannot be compared. Defence families suffer while the spouse is serving due to the service conditions and continues to suffer more when they are widowed early.

  16. MOD has sent the points to the 7th cpc .Most of the points only for officers .

    Pay Parity for Defence Personnel – Memorandum submitted to 7th Pay Commission
    Pay Parity for Defence Personnel
    The three Services, in the Joint Services Memorandum submitted by them to the Seventh Central Pay Commission have projected following major parity issues:
    • Review and enhancement of Grade Pay of Service Officers and Personnel Below Officer Rank (PBORs);
    • Initial Pay fixation of Lieutenant Colonel, Colonel and Brigadier equivalents;.
    • Placing of all Lieutenant General / equivalent in Higher Administrative Grade + (HAG+) scale;
    • Grant of Non-Functional upgradation to Defence Services Officers; and
    • Common Pay Scales for Junior Commissioned Officers (JCOs) / Other Ranks (ORs).
    The principle of One Rank One Pension has been accepted by the Government. The modalities for its implementation have been discussed with various stakeholders.
    This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Ajay Sancheti in Rajya Sabha today.

In this regard ie.7th CPC, it is submitted that as per 5th CPC 20% extra pay from civil estimate is being granted to all mil pers, but the Officer and JCO are granted this benefit no other rank ie. Sep to Hav has not been granted this benefit from 5th to 7th CPC. It means that there is no parent of other rank in the Army. All the benefit of pay commission policy has been granted to Officers and JCO only they are serving and sacrificing for the country. Please think about other ranks and their family.
