Ex-servicemen Meet Union Minister

KOCHI:Delegates of the National Ex-servicemen Coordination Committee met Defence Minister Manohar Parrikar at his office in New Delhi on Wednesday and took up the issue of ‘One-Rank-One-Pension’ (OROP), which is pending before the Ministry for some time.
The Committee briefed the Minister about the concerns of the ex-servicemen community over the non-implementation of the OROP scheme by the Defence Ministry, though he had promised prompt action at a meeting held on March 18.
National Ex-servicemen Coordination Committee vice-chairman V S John, who was part of the delegation, said the Minister assured that all modalities and formalities to implement the One-Rank-One-Pension scheme were completed for issuing order. However, the Minister said the matter required a second approval from the  Parliament. “The Minister was very considerate of the Pension of Personnel Below Officer Rank issue, and assured that he would obtain the approval of Parliament in the current session itself. The orders to implement the decisions will be issued before the current Parliament session concludes,” he said.

  1. One or other obstacle is in the way of implementation of OROP. Now, it is in the form of "second approval of Parliament" which was never said. It seems that even RM is not in a position to say as to when OROP would be a reality.

    Very good approach, this time RM will not postpone the implementation date of OROP, you might have discussed the X and Y group that will create discrimination among rank and files

    1. It is as good as postpone of date but this time no time frame is mentioned which means only RM is knowing that this orop is never going to take place.

  3. All funds allocated to implement the orop shceme may be sent to Nepal for help of the people who are suffering from natural calamity. please implement the same at the earliest.

Everyone is desirous to become politician as Ex-Gen VK Singh who has forgotten his Army after becoming good politician before this he promised to implement the orop for getting vote but new he has clearly refused to do so in a indirect way I think that he is the main side hero not to implement the orop. JAI HIND.

    1. Some lame excuse was necessary to hide the inexplicable delay. This step was never mentioned in the previous meetings with IESM. Don't be surprised if the issue is referred to select committee of parliament or if they want to delay it still necassity of constitunal amendment may also be invented. Just keep your fingers crossed.

  7. The OROP has been sanctioned by the UPA govt and sanctioned a token amount of 500 crores. Then the NDA govt sancttioned the same and again sanctioned 1000 crores. Now the DM said that the sanction of parliament is required to be taken and the same will be implemented before conclusion of this session. It is not understood as to why a sanction of the Parliament session is required now? Now only financial sanction of the cabinet is required for the implementation of the OROP. We hope the implementation orders will be issued by the end of the parliament session. Wait and see...

  9. In Parliament the issue has already been discussed and passed in upa and nda govt by clapping tables. The file signed by PM may be ready for issue notification without discussion in both lok and rajya sabha. So that Apki Neeat saaf nahin hain.

  11. All along the Govt has bn telling OROP is already approved by parliament and no further approval is needed & that is why it was not included in Budget speech February 2015. How second approval is necessitated now? Was the FM & RM ignorant in February 2015 & hv bcum wiser now?.. No friends the Govt is trying to f**k us, f**k us dry.

  13. DM Mr Parrikar , unexpectedly is playing games now with the parliamentary panel slamming the govt for non implementation of OROP. DM is apparently lying and he needs to come clean or justify if he is correct or the parliamentary panel ???

  14. Shame shame. You veterans are totally confused what the politicians said. Since the ruler said orop need second time approval he say the matter Will be bridged to be taken for if not in the current session but in winter sure do that another 3 to 4 months rest for rulers especially to RM. In order you veterans not fall asleep their own comedians like swami (you will not believe I meant to say GOD) will meet the RM and play their role and rejuvenate. The film go a long way without end finally when the hero will safely handover the govt with orop to next ruler who will also with expertise professionals run the show for their tenure.

  15. Thanks for comments and meetings with DM. It is agreed UPA Govt released Rs. 500 crore and NDA Govt added Rs.1000 crore in 2014/15 budget which was not sufficient whereas amount required is Rs. 9000 crores in budget of 2015/16 and it is to be double for two financial years from 01 Apr 2014 to 31 March 2016. Hence approval of Lok Sabha and Rajya Sabha is must and to be obtained before 05 May 2015 and then President approval. Then only Finance Minister will be in position to allocate Rs.18,000 crores for Military Pension(OROP) of Armed Forces Pensioners Fund. hope veterans understand this rigmarole(Financial Process for parliament democracy).

  16. It became mockery in implementation of OROP. Since last year, Veterans are waiting patiently for implementation after assurance of government but all in vain. They use to give extension extension only since last year without any reason. It proves that the issue of veterans are taking very lightly by all the governments. It is not good sign for the nation. Only they use to say Jai Jawan Jai Kisan but both Jawans and Kisans are in critical due to their least priority. Jai Hind, EX-JWO RS Singh

  17. Arms forces personal are vote bank for political parties and serving personal of arms forces are appraising cause for Govt. Both are satisfying them than why they will implement OROP. Arun Jaitley is main person behind delay the issue.

  18. Probably govt is making new pension rules which need amendment to the existing pension regulations. This a legal requirement to utilise the term Military
    pension.OROP will be known as Military pension if so Parliament node is invariable.
