  4. DOUBT ON OROP:

OROP is not Ramanujan’s unsolved paper. I am being an exserviceman I am fully convinced with the basis of demand but not with the logic. It is not a formula as if somebody tries to explain. We have to address our demands in quite clear and realistic terms. Some where the entire veteran fraternity is seriously misguided. We might have been trained in the name of discipline not to ask counter questions like why, if and NO etc. It was okay till you remained in service.
If we revert the pension system of jawans to pre 1971 status, that will put an end to this struggle. A jawan was entitled 71% of his last basic pay was the pension and the civilians were drawing 30%. The,then Indra Gandhi government had done monkey business. They robbed Peter to pay Paul. She had not only downgraded the status of a jawan after the historical 1971 victory but hit them below the belt. Our Chiefs remained silent spectators. It is all about the past.
Let us demand it should be restored. In the same tone I would like to request our brothers to give me convincing answer to my doubt.
Please allow me to quote an Example.
Let us assume( Pre 2006 retirees), 2 persons- A and B were recruited on the same day in the same branch, same group-in Indian Army or Navy or Airforce
    a) Person-A: Technical grade, worked hard and became a JCO after a period of 15 years –He retired on completion of pension service and was awarded the pension.
Let us assume his basic pension was say Rs.X X X X
b)Person-B: same Technical grade, worked hard and became a JCO after a period of 20 years –He retired on completion of 20 years service and was awarded the pension. Now,
is it right to grant them same pension Rs.X X X X (OROP)?
    OR
Should he be given Rs .X X X X+ YY ,taking weight of his extra 5 year service?

    1. The term 'OROP' is self explenatory. Pensioners holding same rank with same length of service and (group in case of JCOs/OR) should get the same pension (latest), irrespective of their date of retirement.of course the rate of pension should and must vary based on service in years. Now Govt has applied qualifying service only for calculation of OROP backstabing the military veterans avoiding the entitled rank weightage.

    2. Thanks Sukumaran,I got it.Let us study and analyse little more deep. For example, every month thousands of jawans will be getting retired at the end of each month with different length of service varying in years and months and days. What is the present system followed now to pool this data?
Who is going to do that job?I am very much sure that it is not the job of the PCDA.You know why?It is not in their purview. They do audit and sanction the pension as per rules and regulations.

  5. The rank in which retired + total no of years service to be considered. or. All subedars with x year of service
Another. All subedars with Y no of years service and so on

  7. I just wanted to hear from you this statement.I understand that and certainly it is nothing but counting the number of retirees in each category, their total service in right from sepoy to JCO.My doubt is this simple job is to be done by whom?
