One Rank One Pension: Finance Ministry to take call

The Defence Ministry has arrived at a consensus formula of One Rank One Pension (OROP) with the defence forces and has referred the calculations to Finance Ministry for its decision. This was informed by the defence ministry to the parliamentary standing committee on defence.
In a scathing observation, the standing committee observed that the OROP “issue has been protracted for considerably long passage of time and it is beyond the understanding of the Committee as to what reasons are preventing the Government from making necessary decisions and arriving at a solution”.
“We are pursuing intensively with the Ministry of Finance also. Our target, naturally, is that these are the commitments of the Government. They have to be honoured as fast as possible,” the defence ministry told the standing committee.
In September 2013, Narendra Modi, in his first public rally after being made the NDA’s Prime Ministerial candidate, promised the implementation of OROP. The UPA government announced the implementation of OROP in the interim budget of 2014-15 and allotted Rs 500 crore towards it. Finance Minister Arun Jaitley reaffirmed the commitment by allotting Rs 1,000 crore in his first full budget last year.
Explaining the sequence of events, the defence ministry stated that meetings chaired by the then-defence minister, AK Antony were held in February and April last year where a Working Group chaired by the CGDA was set up. The Working Group could not arrive at any consensus and no clear recommendation was given in its report submitted on 26 May. Government then referred the implementation of OROP to a committee of secretaries. After intervention by the defence minister, Manohar Parrikar, the defence ministry has managed to reconcile the differences and has arrived at a formula.
The details of the formula are not mentioned in the report. However, it is believed that the problem of variations in rank and last pay drawn has been solved by creating standardised slabs for each rank with a certain length of service. Navdeep Singh, a lawyer in the Punjab and Haryana High Court and an expert on veterans’ issues, says, “Mr Parrikar has proactively ensured a consensus of all stakeholders as per the actual concept of OROP which broadly implies that the pensions of past retirees would be based upon the pensions of fresh retirees and revised periodically. OROP is likely to be applicable from 1st April 2014.”
Rs 54,500 crore have been allocated for defence pensions in this year’s budget. This is 9% more than the Rs 51,000 crore allocated last year.

  1. From where the fake information received on orop. The file is under the custody of then Gen Now leader of BJP and minister VK Singh who promised many time but now after eating the ration of OR Mess forgotten in the shadow of leadership.

  5. Even this reply to parliamentary panel can not be taken on its face value because DM Mr Parrikar's conflicting and ambiguous statements have left his credibility in doubt. Why didn't he disclose to NeXCC last week that the decision on the calculations was with Finance Ministry but said the issue needed another approval from parliament ??? Why is his government playing games the way UPA played????

  8. There is no difference between UPA and NDA govts. Both Govts playing game with help of babus and making us the so called ex service beggers fool. The ministers are giving irresponsible statements in the press and even in the lokhsabha/rajyasabha. Our ex generals who are now occupies important portfolios in the ministries and else where are useless to the ex service community. They are enjoying their life and forget their collogues now retired and seeking OROP. Since they were not provided with any reemployment and are facing hardship to look after their family with the mere pension they are getting. The proposed OROP is good enough to most of them to live respectfully in our society but in vain. The hope is vanished and the so called OROP is likely to be thrown to the dust bin by the NDA govt.

  11. BJP has got only chance to loot the govt treasury after independence. So their leaders are fulfilling their account for their coming at least seven generations as Congress has already done. They have no worries about life and death of common people. If some money will left in treasury will be thrown in front of soldiers after completion of their five years tenure.

  13. Earlier, Finance Minister said the matter of OROP was with Defence Ministry for resolving certain issues. Now, Defence Ministry says it is with Finance Ministry for calculation. As if, no calculation has been done as yet. Good and very good. 30th April was target date as mentioned by Army Chief for OROP implementation in front of mass gatherings of exservicemen. 30 years have elapsed. Hope, this time, at least, the Govt. will ensure to honour Army Chief's commitment, Today's servicemen are tomorrow's exservicemen. Let God give them some sense of dignity and honour in keeping their commitment so that the exservicemen those are at the fag end of their lives would atleast bless them before departure.

How many number of MPs from all parties & from both the houses needs Push Up to release "One Rank One Pension" besides BJP/Modi got full & unexpected minority in LS 2014 poll, can took alone but now needs all party to put pressure as BJP/Modi Self Can't Take Any Dicicive on any front Issues is Shamefull !

  16. There is nothing in the hand of COAS to implement the orop, he is only trying to become next VK Singh No 2 after retirement by giving statements like this and making the jawan fool.
