Veterans have been protesting at Jantar Mantar from several months over discrepancies in the government notification.
In a late development on Sunday night, ex-servicemen protesting outside Finance Minister Arun Jaitley’s residence over the issue of One Rank One Pension (OROP) called off their protest after assurance from the Minister of State for Finance Jayant Sinha.
Veterans who have been protesting at Jantar Mantar from several months over discrepancies in the government notification, on Sunday, moved their protests outside Mr.Jaitley’s residence. They said that Mr. Jaitley in an earlier meeting on Jan 3 had promised to address their concerns in a week but failed to so.
“Consequent to certain back channel initiative, a meeting between ex-servicemen delegation and Minister of State for Finance took place in a very cordial environment late last night,” Col Anil kaul (retd), media advisor of Indian Ex-Servicemen Movement (IESM) said.
Col Kaul said that despite the late hours Mr. Sinha was instructed by the Prime Minister’s Office (PMO) to discuss the issue and request the veterans to call off the dharna.
While efforts to reach Mr. Jaitley who is out of the country did not fructify, it has been learnt that Mr. Sinha assured to contact him at the earliest and inform the veterans accordingly. “He further confirmed to the delegation that a meeting would take place by Wednesday for an unlimited time to resolve the total details of the issue,” Col Kaul observed.
Based on this assurance the site was vacated and the protesters returned to Jantar Mantar, Col Kaul added.
On November 7 the government issued the formal notification implementing the long pending demand of OROP for military personnel. However veterans rejected it stating that it deviated on various issues including the definition of OROP as accepted by the Parliament.

217 days of wasted time by the government to talk to veterans?
ReplyDeleteHas anybody seen a striking team dispersing in a disciplined manner with an assurance that the FM will meet on particular day for discussions even though they were not heard all these days? The indifference of the government is not poradonable if further delay and dilution of OROP is resorted to.

DeleteFormer Union minister and member of the BJP national executive Sanjay Paswan tweeted that "the stake holders of power politics must take serious note of Rohith Vemula episode or be ready to face wrath, revenge, revolt, reactions." Even though the veteran's IJJAT is lowered we never used such a harsh words against the BJP government, but followed Gandhian way of protest. But the reaction is still negative. Why?
ReplyDeletePresently no Government is interested to see the welfare of Below Officer Ranks of Defence Forces as Below Officer Ranks are the first victim at any attacks happened from time to time as happened at now a days. I consider the Military Service Pay to be equal from Sepoy to Brigadier as all are facing threats, hazards and value of life arre same hence the same points to be looked into to resolve the issue
ReplyDeleteI totally agree with you that certain allowances must have parity between all ranks. But your contention that soldiers suffer more causalities is totally wrong, percentage wise officer causalities are more compared to the soldiers for the officers lead the soldiers from the front. Just see our OROP movement, Maj Gen Satbir Singh is taking all the brickbats just to get a decent pension for the soldiers. Mostly the higher rank pensions are compared to that of the bureaucrats while claiming the parity just because there at lower levels the military/civilian comparison of scales is not that easy. Still the senior veteran officers strive for the welfare of the soldiers whom they led in the past. A day will come that the soldier will get 70% of their last drawn pay, just you wait with patience that was never practiced in the face of the enemy when you were in service.

ReplyDelete1. Anyone can easily cheat them by luring with sugar coated words, like Modi done while election time .
2. Scatted votes due to spread all over the India.
3. Behind the morale value and some principles , in Indian conditions , not required this , we have to bargain like any Gujjar /Jat /Pattel associations .
4. More expectation of the veterans, about orop ,
5. And real strength of veterans are lower cadre of armed forces , (like 25 lacks )but ironically movement was hijacked /or utilized by the our own so called brothers "O" , and our focused voice is not coming up.
6. Veterans are facing real problems in ECHS treatment/referral to good hospital, not clearing the bill of M paneled hospital and M paneled hospitals are rejecting the services to ESM by other means issues , ECHS funds are miss-using by our services officer's for their betterment's, putting their own ideology on ECHS , not running the ECHS on its true spirits , nepotism to our O brother's ,and they changed ECHS hospitals as to MH type disciplines, officer's special treatments, for this veterans has to go to Delhi high court to decide the priority of services .
7. Canteen services. Old type of purchasing limit is implemented on the as per the rank levels. once services is left and we are feeling we all are one civilians , and why to created the rank differences in CSD?
8 cheating by the PCDA confusing circular and not getting real benefits to lower level ,like arrears of the vi th pay commission 2006 , and diluting the circular by issuing the circular no 547, as we were getting the payment all as per circular no 501.
9. Not happening the resettlement of the ESM , even the DGR job mela are for again hijacked by officer rank , and their taking anti advantage over the men , as one examples ,even on 10 jan 2016 one so called mela was conducted in KV 1 jalahali , Bangalore and even entry restricted by not having the ESM identity cards were not allowed , by strict security checks, and gates were closed . By this real stake holders are not getting the benefits of the job Mellas.

Dear Manohar AM --- Gen Satbir singh hijacked the OROP and he never speak about 75% of pension to PBOR as it was vague up to 1973. We are not in support of IESM protest at all .

ReplyDeleteas far as MSP concerned, equal remuneration to all irrespective of the rank structure, officers are also having their responsibility they deserve better pay and perks as we desire. this will have direct impact on command and control on the soldiers, when there is no respect for officers, the army will become unmanageable and uncontrollable, I am an ex havildar, we should regard highly qualified officers and their performance, one or two bad characters are there, but we should not paint them all with the same brush, let us remain united otherwise out genuine interests will be hijacked by the BJP

DeleteI have received latest Matrix table(Pension chart) of JCO & ORS by CCDAP Allahabad' but i cannot publicized due to secrecy. Projected matrix table of JCO & OR has already publicized at our end in month of Nov- 14-2015 at Blog of EX ESM.

Again projected table have been prepared by CCDA(P) Allahabad' Some correction has been done' But again some discrepancy have found between X & Y Group' who are not in logical and justified same between both Group. In this connection today meeting conducted in campus of cda Allahabad Droupadi ghat by CCGDA Delhi for delayed ' due it had already been stated by RM enhanced pension of (OROP)will be paid to Ex Personnel's from the month of Jan-2016.
3-As per current position Matrix table is not 'Ready /Approved' by (CGDA) Delhi and under confusion continuously Peoples of CDAP (Finance Div). In this instant the mostly confusion have create between X & Y Group. If pension would be fixed as according to Group-Wise the chances would go way for legal proceeding due to discrepancy between X & Y' Group. Hence 'The table have prepared been according to Group X & Y. In this circumstances' One rank holder' along with Equal length of service' would get to Two types of Pension according to X &Y (Group Wise). Hence The definition Would say 'One Rank 'Group-Wise Two Pension and Year's wise 5 Pension.
4- The definition has passed by both parliament One Rank One Pension irrespective render same length of service' But Govt has already taken action for Fixation of scale Every Five years' Many people's are going against of this policy' Who have mention in Govt Notification by the Month of Nov-2015. In my view and our source' If Matrix table would dived in two Group and Pension scale will be without any principlism (methodology)' the same will reason of litigation.
The CDAP working in direction of MoD / Bureaucrat for the purpose of controlling of funds & Budget due have to delay for published of Circular.
Note- The PCDA(P) Working for Enhance at on all types of pension as a Service Element/ Disability Element/ Liberalized family pension/ War widow pension. In this connection Minimum Service Element Rs 3500 has to be fixed Rs 5270 only. The Minimum disability Pension would be fixed Rs 3510 to 5470 only. As a Example Who personnel's had invalided out of servcie with 06 month length of service ' The service Element would be Fixed Rs 5270 in Rank Sepoy. The Same personnel has Invalided in 10 years of service Would get Rs 6350 only minimum Service element.

ReplyDeleteThere are no doubt Gen satbir ji attempting for OROP .The definition of of OROP you have knows better' One Rank One Pension with same length of service. But here OROP has divide been in two group X & Y and in both Group Much more different have putted as per Matrix table of CDAP. As a Example One Naik of X Group have 15 years of service the BP has Fixed Rs 8075 at place of Y Group of Naik along with same length of service Rs 7278 only. But after qualifying service 22 years' The Naik of Group Y had hiked been Rs 7278 TO 7418 only Growth Rs 140 only in 7 years of service instead 15 years. In same Group of X Hiked Rs 8075 to 9305 in same length of service. Hence the difference have done Rs 2200 only in same length of service and holded rank. Hence we could say One Rank Group Wise Two pension' Year wise 5 pension. In my view in this sachem 'Salary had been hiked .
The Govt in under dark' Please would be show in coming election.

I have examined many ppos retired during 2013-14-15 there is a huge difference in pension a Sepoy who served 15 years of service is getting more pension than a Hav who served more than 20 years. A Hav who retired in Jan 15 id getting less pension than a Nk who retired in the years of Jan 13. What a good calculation by PAO/PCDA, in this case it is very difficult to find actual pension for making table for pbor. All pre-2006 and post 2006 are eligible for orop and the total expenditure comes of twenty thousands crore.

ReplyDeleteGoing by the statement of Chairman 7 CPC at the time of handing over the report to the FM, commission had recommended OROP for all pensioners. A perusal of the tables in the report reveals that commission has recommended fixation of pension with reference to length of service in the retirinrank only whereas our main dem
d is that it should be based on retiring rank plus total length of service. I am confident that Government will agree to this since it is not that big issue. I only hope my understanding of CPC tables is correct.

ReplyDeleteSeventh CPC has recommended pension based on length of service in the retiring rank whereas in OROP we are asking for pension based on the retiring rank and total length of service from the date of joining to date of retirement. I am sure Govt. will bridge this gap.
Sir I have read every comment carefully.thus came to conclusion that every EXSM IS PULLING THE ROPE HIS SIDE WITHOUT ANY TRUE LOGIC AS IF WE ARE IN TUG OF WAR.AS PER MY THINKING WE ARE CONFUSING THE GOVT. ON OROP ISSUE.INREAL SENSE OROP SHOULD AS PER OUR GROUP IN WHICH WE WERE INITIALLY RECRUITED AND SERVED.INITIALLY IN AIR FORCE THERE WERE FIVE GROUPS .SLOWLY SLOWLY ALL LOWER GROUPS WERE BENEFITTED BY MEARGING IN Y GROUP AND Z GROUP.RECENTLY AGAIN Z GROUP WAS LIFTED UP AND MEARGED IN Y GP.BUT X GROUP WAS GIVEN GROUP PAY BY 6 CPC OF Rs 1400/-.which is now increased to Rs 6200/-, by reconising X Gp qualifications, (real difference in X and Y Gp).but very sad to say that X group here third time is being pulled down in pension calculation, because as per 7 cpc has forgot to include this group pay for calculating pension of X group as was decided by 6 cpc.Now 7 cpc says our pension will be calculated present×2.57+msp+last earned increments @ 3% /increment as on retirement.So my dear friends because mejority of Y GP PEOPLE ARE WRITING COMMENTS.YOU DONT TRY TO CONFUSE OROP ISSUE AND THUS DEVIDING OUR Exsm community.Till the time there are X and Y groups in services as per per our recruitment in particular trade and group how you can justify that that there shoul not any difference in our pay and pension.Then you must say Govt to aboilish all group.and equalise every ones pay, and equal pension irrespect of lenth of service also (SARE GADHE GHODE IK HI KAR DEVO KOI ROLLA NI HOVEGA).Then you will see how many will go in technical trade, who have no benefit and work like in field job, doing all night duties etc. Without excuse, where as admin groups are mostly enjoy all exumptions. THEREFORE MY DEAR FREINDS STOP CONFUSING OROP , BECAUSE WE NEED REMAIN UNITED BUT ONLY IF EVERY ONES INTRESTS ARE KEPT ABOVE OUR OWN, OTHERWISE HOW WE WILL SUPPORT SUCH OROP WITH ILLOGICAL FORMULAS.NOW I JUST WANT CLARIFY THAT OROP SHOULD BE AS PER OUR GROUPS PAY+MSP+BP ACCORDING to number of year we have served with last rank held.same for officers also only last rank held should be considered for pension and not the years of service put up; otherwise in the case of pbors also pension should be group+total service not the rank; because too suffered late promotins tradewise ie. Airforce Radar and electrical trade were superseeding very fastly as compared to other technical trades like instrument fitters etc.that does not justify if we grumble to get equal pensins with equal years qualifying service.I mean logic should be same for officers, jco or jawans considering every one equal and not ceating any drift among Exsm unity. ReplyDeleteOne more thing gentlemen let me remind every one getting pension asExsm, that we should be given pension as per years of service rendered equual in same group and same rank by maintaing valid difference and gap as maintained till now. And if we justify the and fight for majors and Lt.col.as per length of service then it should be sincerely in case of pbors too they also should be cosodered and granted equal qroup with equal years of service sir leaving tje rank as we propose in case of officers
