The Centre is reviewing the performance of 122 deputy secretary-level officials posted in various Union ministries and departments, for possible action under the service rules. The department of personnel and training (DoPT) on Tuesday wrote to the administrative officials of 34 departments, seeking inputs on review of the said officials under Rule FR 56(j) and Rule 48 of CSS (Pension) Rules, 1972.Rule FR 56(j) and Rule 48 of CSS (Pension) Rules empower the government to review retention in service of an offi cial who has attained 5055 years of age or has completed 30 years of service, “in public in erest“.
According to statistics cited in reply to a Parliament question during winter session last year, 58 bureaucrats have faced penalty, including compulsory retirement and pension cuts, for unsatisfactory performance since the Modi government came to power in May 2014.
Carrying forward the rend of penalising non-performing government officials, the DoPT has now asked he joint secretaries (administration) across 34 ministries departments to urgently give their inputs on the proposed review of 122 of them posted as deputy secretaries. The inputs would be forwarded to the review committee for a decision.
Of the 122 officials whose performance is being reviewed, the highest, 17 are posted in the defence ministry , followed by 13 in higher education, seven in health and family welfare and six each in commerce, food and public distribution, revenue and rural development ministriesdepartments.An official each are working with crucial departments like National Intelligence Grid (Natgrid) and National Security Council Secretariat.

There is no pledge and attestation in civil side particularly in bearocarts to remain true to NOT FOR INDIA BUT FOR AT LEAST THE SALARY AND PERQUISIE AND COMFORTS AND PREVILLEGES they get on employment as such.What to do. They are not FOOL JAWANS TO REMAIN repeat to remain true to heart consciousness and to The motherland.IN TRUE SENSE THEY LEAD THE BOSS THE POLITICIANS AND ALSO DEVOVOUR THE SPILLAGE DROPPED ON THE FLOOR
ReplyDeleteWhile implementing the 6th CPC, these bureaucrats did own interpretations which resulted intervention of the courts and inconvenienced the pensioners till they were corrected. There are many more such cases still requiring correction. For this inefficiency all of them must be penalised by early retirement and reduction in pension. There must be such cases in every department which require a mass check and correction. Unless we do this, this elite service will keep the country in the backward bracket for years to come in a make believe prosperity.
ReplyDeleteGetting a feeling as if penalising or axing some bureaucrats will bring sense of joy in defence service community.
ReplyDeleteRather we have to increase our brand value , brotherhood and more importantly the value system within the services.
With such a rot already set in and the system/ backbone so clinically degraded, disintegrated and divided , I do not see any future.
Hope to see it as another police organisation during the lifetime of our children and our twilight and who cares there after.
