* రెండేళ్ల క్రితం చరిత్రాత్మక ప్రజాతీర్పుతో అధికారానికి వచ్చారు. ఈ రెండేళ్లను ఎలా చూస్తారు? మీరు సాధించిన గొప్ప విజయం? 
నేను ప్రధానిగా బాధ్యతలు చేపట్టి 2 సంవత్సరాల 3 నెలలు గడిచాయి. భారత్‌ ప్రజాస్వామ్య దేశం. ప్రజలు ఎప్పటికప్పుడు ప్రభుత్వాల పనితీరును అంచనా వేస్తుంటారు. మీడియా కూడా ఆ పని చేస్తోంది. ఇటీవలికాలంలో వృత్తి నైపుణ్యం కలిగిన సర్వే సంస్థలూ ఆ పని చేస్తున్నాయి. ఇలా చేయడం మంచిదే. అందుకే, నా ప్రభుత్వ పనితీరును అంచనా వేయడం ప్రజలకే వదిలేస్తున్నా. అయితే, మేం అధికారానికి రాకముందు ప్రభుత్వం ఎలాంటి పరిస్థితుల్లో ఉండేది, మీడియా ఏం చర్చిస్తూ ఉండేదనే విషయాన్ని మాపై అంచనాలు వేసే సమయంలో మరచిపోవద్దని కోరుకుంటా. అప్పట్లో పత్రికల నిండా అవినీతి, నిస్పృహతో కూడిన వార్తలుండేవి. ప్రజలు భవిష్యత్తు మీద నమ్మకం కోల్పోయారు. అంతా మునిగి పోయిందనే భావన వ్యక్తమయ్యేది. వైద్యుడు ఎంత గొప్పవాడైనా రోగి నిరాశలో పడిపోతే మందులు పని చేయవు. రోగిలో కోలుకుంటానన్న ఆశ ఉంటే సాధారణ వైద్యుడైనా నయమవుతుంది. కారణం రోగి నమ్మకమే. నేను ప్రభుత్వం ఏర్పాటు చేయగానే నిస్పృహ వాతావరణాన్ని తొలగించడానికి, దేశ ప్రజల్లో ఆశ, నమ్మకాన్ని కల్పించడానికి తొలి ప్రాధాన్యం ఇచ్చాను. ఇది ప్రసంగాలతో అయ్యే పనికాదు. పలు చర్యలు తీసుకోవాలి. అవి ఫలితాలను ఇవ్వాలి. రెండేళ్ల తర్వాత ఇప్పుడు నమ్మకంగా చెప్పగలను, ఈ దేశ ప్రజలకే కాదు, మొత్తం ప్రపంచానికే దేశంపై విశ్వాసం పెరిగింది. 
ఒకప్పుడు భారత్‌ను మునిగిపోయిన పడవ లాగా చూశారు. బ్రిక్స్‌లో ‘ఐ’ను తిరగబడ్డ అక్షరంగా చూసేవారు. ఇప్పుడు బ్రిక్స్‌లో మెరిసిపోతున్నది భారతే. ఈ రకంగా కూడా మా ప్రభుత్వాన్ని అంచనా వేయొచ్చు.
వైద్యుడు ఎంత గొప్పవాడైనా రోగి నిరాశలో పడిపోతే మందులు పని చేయవు. రోగిలో కోలుకుంటానన్న ఆశ ఉంటే సాధారణ వైద్యుడైనా నయమవుతుంది. కారణం రోగి నమ్మకమే. నేను ప్రభుత్వం ఏర్పాటు చేయగానే నిస్పృహ వాతావరణాన్ని తొలగించడానికి, దేశ ప్రజల్లో ఆశ, నమ్మకాన్ని కల్పించడానికి తొలి ప్రాధాన్యం ఇచ్చాను. ప్రసంగాలతో అయ్యే పనికాదు. చర్యలు తీసుకోవాలి. అవి ఫలితాలను ఇవ్వాలి. రెండేళ్ల తర్వాత ఇప్పుడు నమ్మకంగా చెప్పగలను, ఈ దేశ ప్రజలకే కాదు, ప్రపంచానికే దేశంపై విశ్వాసం పెరిగింది.
* అధికారానికి వచ్చాక అతిపెద్ద సవాలు ఆర్థిక వ్యవస్థ. దాన్ని గాడిలో పెట్టడమే కాకుండా వేగం పెంచే బాధ్యత కూడా మీ మీద పడింది. దీన్నెలా అంచనా వేస్తారు? ఇందులో మీరు సాధించిందెంత? 
నిజమే. అప్పుడు ఒక ప్రతికూల వాతావరణం ఉండేది. కొన్నాళ్లు దాని ప్రభావం కొనసాగింది. దేశంలోని వ్యాపారులు, పారిశ్రామికవేత్తలు దాన్ని గుర్తించారు. ప్రభుత్వంలో నిష్క్రియాపరత్వం ఏర్పడింది. మరోపక్క మేం వరుసగా రెండేళ్లు కరవును ఎదుర్కోవాల్సి వచ్చింది. ప్రపంచ ఆర్థిక వ్యవస్థను మందగమనం ఆవహించింది. వరుసగా సవాళ్ల మీద సవాళ్లు. మేం ప్రభుత్వానికి వచ్చాక కూడా కొనసాగాయి. కానీ, సంకల్ప బలం, విస్పష్ట విధానాలు, వూగిసలాట లేని నిర్ణయాలతో ముందుకు వెళ్లాం. వాటిలో స్వార్థ ప్రయోజనాలు లేకపోవడంతో సానుకూల వాతావరణం శరవేగంగా విస్తరించింది. స్వాతంత్య్రానంతరం ఈ ఏడాది దేశంలో అత్యధిక విదేశీ ప్రత్యక్ష పెట్టుబడులు సాధించాం. 7 శాతం వృద్ధిరేటుతో భారత్‌ అత్యంత వేగంగా అభివృద్ధి చెందుతున్న ఆర్థిక వ్యవస్థగా అవతరించింది. ప్రపంచబ్యాంకు, ఐఎంఎఫ్‌, పరపతి రేటింగ్‌ సంస్థలు, ఐరాస సంస్థలు అన్నీ భారత్‌ వేగంగా అభివృద్ధి చెందుతోందని చెబుతున్నాయి. అభివృద్ధికి ఉపయోగపడుతున్న విధానాలకు ప్రాధాన్యం ఇచ్చాం. అవరోధాలుంటే విధాన నిర్ణయాల ద్వారా తొలగించాం. దాంతో ఆర్థిక వ్యవస్థ వేగం పుంజుకుంది. ఈ ఏడాది వర్షాలు బాగున్నాయి. ఆర్థిక వ్యవస్థకు చోదక శక్తి అయిన వ్యవసాయం పచ్చగా ఉంది. దాంతో రానున్న రోజుల్లో పరిస్థితి ఇంకా బాగుంటుందన్న ఆశలు పెరిగాయి. ప్రస్తుతం ప్రతీ రంగంలో అభివృద్ధి గురించి మాట్లాడుతున్నారు. విద్యుత్‌ ఉత్పత్తి, వినియోగం భారీగా పెరిగాయి. మౌలిక సదుపాయాలు కూడా వేగంగా పెరుగుతున్నాయి. ఆర్థిక వ్యవస్థలో డిమాండ్‌ ఉన్నపుడే ఇవన్నీ సాధ్యం అవుతాయి. ఇవన్నీ చూస్తుంటే మనం మంచి రోజుల్లోకి వెళ్తున్నామని అనిపిస్తోంది.
* మోదీ గారూ.. మీరు నల్లధనంపై కొరడా ఝుళిపించినట్టు కనిపిస్తున్నారు. అందువల్లనే చిన్న వ్యాపారులు దుబాయిలోనో, లండన్‌లోనో దాక్కున్నట్టు కథనాలు వస్తున్నాయి. మీరు రాజకీయ వారసత్వాలను కూడా మినహాయించినట్టు లేదు. ఈ ప్రక్రియ ఇలాగే కొనసాగుతుందా? 
ముందుగా రాజకీయ దృక్పథం వైపు నుంచి చూద్దాం. నేను ఎన్నడూ దీని గురించి ఆలోచించలేదు, భవిష్యత్తులో చేయను కూడా. 14 ఏళ్లపాటు రాష్ట్ర ముఖ్యమంత్రిగా పని చేశాను. రాజకీయ ప్రయోజనాల దృష్టితో ఎన్నడూ ఏ దస్త్రాన్నీ ముట్టుకోలేదు. ఎలాంటి ఆరోపణలనూ ఎదుర్కోలేదు. దీనికి చరిత్రే సాక్ష్యం. ఇక్కడికి వచ్చి రెండేళ్లు దాటింది. ఏ దస్త్రాన్నైనా తెరవాలని ప్రభుత్వం నుంచి ఎలాంటి సూచనలూ వెలువడలేదు. చట్టం తన పని తాను చేసుకుపోతుంది. మేం రాజకీయ వారసత్వాలనూ మినహాయించినట్టు లేదని అనటం సరైనది కాదు. రెండో విషయం.. అధికారం చేపట్టిన వెంటనే కేబినెట్‌ తీసుకున్న తొలి నిర్ణయం నల్లధనంపై సిట్‌ను ఏర్పాటు చేయటం. సుప్రీంకోర్టు సైతం లేవనెత్తిన ఈ విషయం గత ప్రభుత్వ హయాంలో నాలుగేళ్లుగా మూలన పడింది. సిట్‌ తన పని తాను చేస్తోంది. దీని పురోగతిని సుప్రీంకోర్టు పర్యవేక్షిస్తోంది. మేం చేసిన మరో ముఖ్యమైన పని.. నల్లధనాన్ని విదేశాలకు తరలించాలంటే భయపడేలా పటిష్ఠమైన నల్లధనం చట్టాన్ని తేవటం. ప్రస్తుతం కొత్తగా నల్లధనమన్నది లేదు. దేశంలో నల్లధనం చెలామణిని అరికట్టేందుకూ చట్టంలో తగు మార్పులు చేశాం. నల్లధనం వెల్లడికి పథకాన్ని తెచ్చాం. ఇది సెప్టెంబరు 30తో ముగుస్తుంది. ప్రధాన స్రవంతిలోకి రావాలని భావిస్తున్న వారందరికీ ఇదే చివరి తేదీ. ఉద్దేశ పూర్వకంగానో, తెలియకుండానో.. ఏ ఉద్దేశంతోనైనా గానీ గతంలో (నల్లకుబేరులు) తప్పులు చేసి ఉండొచ్చు. వీరికి ఆదాయవెల్లడి పథకం ఒక మంచి అవకాశం. ప్రధాన స్రవంతిలోకి రండి. రాత్రిపూట కంటి నిండా నిద్ర పోవటానికే ఈ పథకాన్ని తీసుకొచ్చాం. ప్రజలు దీన్ని అంగీకరించాలి. 30 తర్వాత ఏదైనా కఠిన నిర్ణయం తీసుకుంటే మాత్రం నన్ను నిందించొద్దు. ఇది పేద ప్రజల సొమ్ము. దీన్ని దోచుకునే హక్కు ఎవరికీ లేదు. ఇదే నా నిశ్చితాభిప్రాయం. పూర్తి శక్తియుక్తులతో పని చేస్తున్నా. దీన్ని కొనసాగిస్తా. 


ఎంత సంపద ఉన్నా కుటుంబ ఐక్యతే ముఖ్యం!
* అభివృద్ధి నినాదంతోనే అధికారానికి వచ్చారు. అతికష్టం మీద జీఎస్‌టీ బిల్లుకు ఆమోదం పొందారు. ఇది ఎలాంటి విజయం? దీనివల్ల సామాన్యుడికి ఒరిగేదేమిటి? 
భారతదేశానికి స్వాతంత్య్రం వచ్చినప్పటి నుంచి ఇదే అతిపెద్ద పన్ను సంస్కరణ. ఇది భారతదేశంలో గొప్ప మార్పు తీసుకొస్తుంది. ప్రస్తుతం దేశంలో చాలా కొద్దిమంది మాత్రమే పన్నులు కడుతున్నారు. కొందరు దేశభక్తితో, దేశానికేమైనా చేయాలన్న సంకల్పంతో పన్ను కడుతున్నారు. కొందరు చట్టాన్ని అతిక్రమించే ఉద్దేశం లేక పన్నులు కడుతున్నారు. కొందరు ఎలాంటి ఇబ్బందులు లేకుండా ఉండేందుకు పన్నులు కడుతున్నారు. ఇంకా చాలా మంది పన్నులు కట్టడం లేదు. ఇదేదో సంక్లిష్టమైన వ్యవహారం అయినందువల్ల కాదు. అందులో ఇరుక్కుంటే బయటకు రాలేమేమోనన్నది వారి భయం. వస్తుసేవా పన్ను... పన్ను చెల్లింపుల విధానాన్ని సరళతరం చేస్తుంది. దేశాభివృద్ధికి సాయం చేయాలని మనసులో ఏ మూలనైనా కాస్తంత ఉన్నవాళ్లు తప్పకుండా పన్ను కట్టడానికి ముందుకు వస్తారు.
రాష్ట్రాల సరిహద్దుల్లో ఆక్ట్రాయ్‌ పేరుతో చెక్‌ పోస్టులు, మైళ్ల తరబడి వాహనాలు వేచివుండే దృశ్యాలు ఇక ఉండవు. ఇలా వాహనాలు నిలబడటం దేశ ఆర్థిక వ్యవస్థకు నష్టం. ఇక ఒక రాష్ట్రం నుంచి మరో రాష్ట్రానికి సరకులు ఎలాంటి ఇబ్బంది లేకుండా వెళతాయి. పన్ను విధానం మరింత తేలికవుతుంది. సామాన్యుడికి లాభం. పెరిగే ఆదాయం దేశాభివృద్ధికి ఉపయోగ పడుతుంది. పారదర్శకమైన జీఎస్‌టీ వల్ల రాష్ట్రాల మధ్య అపనమ్మకాలకు తెర పడుతుంది. సమాఖ్య నిర్మాణం బలోపేతం అవుతుంది.
ప్రస్తుతం హోటల్‌కు వెళ్తే బిల్లులో ఆ సెస్సు, ఈ సెస్సు వేస్తున్నారు. బిల్లు ఇంతయితే సెస్సు ఇంతయిందంటూ మీరే వాట్సాప్‌లో బిల్లు ఫొటోలు షేర్‌ చేస్తున్నారు. ఇలాంటివి ఇక ఉండవు.
* ఆర్థిక పురోగతిలో సామాజిక సామరస్యం ప్రాముఖ్యత ఎంత? 
ఆర్థిక పురోగతి ఒక్కటే పరిష్కారం కాదు. శాంతి, ఐక్యత, సామరస్యం సమాజానికి చాలా అవసరం. ఒక కుటుంబానికి ఎంత సంపద ఉన్నప్పటికీ కుటుంబ ఐక్యత చాలా ముఖ్యం. సమాజానికీ ఇదే వర్తిస్తుంది. ఎలాంటి పరిస్థితుల్లోనైనా సరే ఐక్యంగా, సామరస్యంగా మెలగాలి. సామాజిక న్యాయానికి మనం కట్టుబడాలి. అందువల్ల ఆర్థిక పురోగతి ఒక్కదాని కోసమే ఐక్యత అనేది ముఖ్యం కాదు. శాంతి, ఐక్యత, సామరస్యాలు.. కుటుంబానికి, జీవితానికి, సమాజానికి, జాతికి, ‘వసుధైక కుటుంబం’ భావనను నమ్మిన వారికి ఉపయోగకరం. 

మౌనంగా జరుగుతున్నవెన్నో...
* వర్షాలు బాగున్నాయన్నారు. నిజమే. షేర్‌ మార్కెట్‌ కూడా పెరిగింది. తర్వాతి దశ సంస్కరణలు ఎలా ఉండబోతున్నాయి?
ప్రస్తుతం దేశంలో అంతా చర్చించుకున్న వాటినే సంస్కరణలుగా భావిస్తున్నారు. బయటకు మాట్లాకుండా మౌనంగా జరిగిపోతున్న వాటిని సంస్కరణలుగా భావించడం లేదు. అది మన అజ్ఞానం. సంస్కరించు (రీఫార్మ్‌), అమలుచేసి చూపించు(పెర్ఫార్మ్‌), మార్పు సాధించు(ట్రాన్స్‌ఫార్మ్‌) అన్నది నా ప్రభుత్వ నినాదం. ఇప్పుడు అందరికీ తెలియజేయడం (ఇన్ఫార్మ్‌) అనే పదాన్ని కొత్తగా జత చేస్తున్నా. సులువుగా వ్యాపారం చేసుకొనే వాతావరణం అనే అంశాన్ని తీసుకుందాం. ఇందులో మన స్థానం(ర్యాంకింగ్‌) వేగంగా మెరుగుపడుతోంది. సంస్కరణలు లేకుండా ఇది సాధ్యం కాదు. మన వ్యవస్థలు, పని విధానాలు, దరఖాస్తులు అన్నీ సంక్లిష్టం. వాటిని సంస్కరించాం కాబట్టే మన స్థానం మెరుగుపడింది. ప్రస్తుతం పదో ర్యాంకులో ఉన్న మనం రెండేళ్లలో మూడో స్థానానికి వెళతామని ఒక ఐరాస సంస్థ అంచనా వేసింది. ఇంకా కొన్ని విషయాలను మెరుగుపరచాలి. ఇప్పటికీ కొన్నిచోట్ల లైసెన్స్‌ రాజ్‌ జాడ్యం ఉంది. దాన్ని రూపుమాపాలి. నిర్వాహక, పరిపాలన, న్యాయపాలన... ఇలా ప్రతీ అంచెలో కీలక సంస్కరణలు జరుగుతున్నాయి. 19వ శతాబ్దం నాటి 1700 చట్టాలను తొలగించాం. ఇలాంటి పనికిరాని చట్టాలను తొలగించాలని రాష్ట్రాలకు కూడా చెప్పాం. ఇవన్నీ చాలా పెద్ద సంస్కరణలు. సమాచారం లేకపోవడం వల్ల ప్రజలు సంస్కరణలు జరుగుతున్నట్లుగా భావించకపోవచ్చు. విద్యారంగాన్ని తీసుకోండి. ఎవరూ పట్టించుకోని అంశంపై దృష్టి పెట్టాం. పది ప్రభుత్వ, పది ప్రైవేటు వర్సిటీలకు విశ్వవిద్యాలయ గ్రాంట్ల సంఘం నిబంధనల నుంచి విముక్తి కల్పించాం. వాటికి నిధులిస్తాం. అవి ప్రపంచ స్థాయి వర్సిటీలుగా ఎదగాలి. ఈ క్రమంలో అడ్డం వచ్చే నిబంధనలన్నీ తొలగిస్తాం. ఇప్పుడు చేసి చూపించండని అడుగుతాం. ఇంత పెద్ద సంస్కరణ ప్రజల దృష్టిని ఆకర్షించదు.
* ఆర్థికాభివృద్ధి జరుగుతోంది. కానీ ప్రైవేటు పెట్టుబడుల్లో జోరు లేదు. స్థిరాస్తి వంటి కొన్ని రంగాలు ఇంకా సంక్షోభంలోనే ఉన్నాయి. అంకుర సంస్థలకు పెట్టుబడులు తగ్గిపోయాయి. ప్రైవేటు రంగానికి, విదేశీ పెట్టుబడిదారులకు మీరిచ్చే సందేశం?
మర్యాద కొద్దీ మీరీ ప్రశ్నను నిర్మొహమాటంగా అడగలేదు. చాలామంది అడిగారు. మోదీజీ, గత రెండేళ్లలో మీరు చేసిన తప్పులేంటి అని. 2014లో తొలి బడ్జెట్‌ ప్రవేశపెట్టినపుడు పార్లమెంటులో నాటి దేశ ఆర్థిక పరిస్థితిపై శ్వేతపత్రం సమర్పించి ఉండాల్సిందని అప్పుడప్పుడు అనిపిస్తుంది. అప్పుడు నా ముందు రెండు మార్గాలున్నాయి. ఇలాంటి సందర్భాల్లో మొత్తం ఆర్థిక పరిస్థితిని బయట పెట్టాలని నా రాజకీయ అనుభవం చెబుతోంది. జాతి ప్రయోజనాలు నన్ను ఆ పని చేయకుండా ఆపాయి. చేసి ఉంటే దేశ ప్రజల్లో నిస్పృహ బాగా పెరిగేది. షేర్‌ మార్కెట్లు దెబ్బతినేవి. దేశ ఆర్థిక వ్యవస్థకు శరాఘాతం అయ్యేది. ప్రపంచ దేశాల దృష్టిలో భారత్‌ ప్రతిష్ఠ దిగజారేది. అలాంటి ఆర్థిక వ్యవస్థను తిరిగి గాడిన పెట్టడం చాలా కష్టమయ్యేది. అందుకే, రాజకీయంగా జరిగే నష్టాన్ని భరిస్తూ జాతి ప్రయోజనాల దృష్ట్యా మౌనంగా ఉండిపోయాను. ఆ సమయంలో ప్రభుత్వరంగ బ్యాంకుల వాస్తవ చిత్రం అప్పుడప్పుడే బయటకు వస్తోంది. బడ్జెట్‌ అంకెలను ఎలా తిప్పేశారు లాంటి విషయాలు ప్రజలతో పంచుకోలేదు. అది మాకు నష్టం కలిగించింది. మమ్మల్ని విమర్శించారు. అదేదో నా తప్పుగా చూడటం మొదలెట్టారు. నేను రాజకీయ నష్టాన్ని భరించడానికే నిర్ణయించుకున్నా. దాని ఫలితమే ఇప్పుడు వ్యవస్థలకు మరమ్మతులు చేయగలుగుతున్నా. గతంలో జరిగిన తప్పుల కారణంగా ప్రైవేటు పెట్టుబడులు తగ్గాయి. ఉదాహరణకు బ్యాంకుల్లో నిరర్థక ఆస్తులు. ఇలాంటి సమస్యలను పరిష్కరించే ప్రయత్నంలో ఉన్నా. బ్యాంకుల ముఖ్యులతో సమావేశం అయ్యా. ప్రభుత్వం నుంచి ఫోన్లు రావని చెప్పా. దాంతో బ్యాంకుల్లో వ్యవహారాలు చక్కబడ్డాయి. రోడ్ల నిర్మాణం, రైల్వేల విస్తరణలో వేగం, ఎలక్ట్రానిక్‌ వస్తూత్పత్తి ఆరు రెట్లు పెరగడం వంటివి మేం అడ్డదారుల్లో వెళ్లడం లేదని స్పష్టం చేస్తున్నాయి. ‘‘దగ్గరిదారులు నిన్ను మరుగుజ్జును చేస్తాయి(షార్ట్‌ కట్‌ విల్‌ కట్‌ యు షార్ట్‌)’’ అనే నినాదాన్ని అన్ని రైల్వే స్టేషన్లలో పెట్టాలని అనుకుంటున్నా. అడ్డదారి తొక్కకూడదన్న మా నిర్ణయం ఫలితాలను ఇవ్వడం ప్రారంభించింది. మొత్తం మీద పరిస్థితులు మెరుగుపడ్డాయి. కానీ, మే 2014 నాటి పరిస్థితి గురించి మీకు చెప్పాలి. నేను కఠిన మార్గాన్ని ఎంచుకున్నా. నిష్పాక్షిక వ్యక్తులు పరిస్థితిని విశ్లేషిస్తే తప్పకుండా వాళ్లు ఆశ్చర్యపోతారని నేను నమ్ముతున్నా.

నేరుగా నగదు బదిలీ మరో పెద్ద సంస్కరణ. గతంలో గ్రామీణ ఉపాధి హామీ డబ్బులు ఎవరి జేబులోకి పోయేవో ఎవరికీ తెలియదు. ఇప్పుడు నేరుగా నగదు బదిలీతో లబ్ధిదారు ఖాతాకు వెళ్తున్నాయి. వంటగ్యాస్‌ సబ్సిడీ, విద్యార్థుల ఉపకార వేతనాలకూ ఇదే పద్ధతి. ఇవన్నీ నా దృష్టిలో పాలనా సంస్కరణలు. పారదర్శకతకు నిదర్శనాలు. నానాటికీ సాంకేతిక పరిజ్ఞానం పెరుగుతోంది. వాటి సాయంతో సంస్కరణలను పెద్దఎత్తున ముందుకు తీసుకెళ్లాలి. సంస్కరణలకు కేంద్ర బిందువు సామాన్య మానవుడే. సామాన్యుడి జీవితం మరింత సాఫీగా సాగాలంటే, అతడి హక్కులు అతనికి దక్కాలంటే ఏం చేయాలన్నదే మా ఆలోచన.
* జమ్మూ కశ్మీర్‌ అట్టుడుకుతోంది. అక్కడి ప్రభుత్వంలో మీ పార్టీ భాగస్వామిగా ఉంది. పరిస్థితులు క్షీణిస్తున్నాయి. మీ ఉద్దేశంలో పరిస్థితిని మెరుగుపరచడానికి ఏం చర్యలు తీసుకోవాలి? 
జమ్మూ కశ్మీర్‌ గురించి మనం మాట్లాడినప్పుడల్లా జమ్మూ, కశ్మీర్‌ లోయ, లద్దాఖ్‌ ప్రాంతాలను పరిగణనలోకి తీసుకోవాలి. స్వాతంత్య్రం, దేశ విభజన సమయంలోనే ఈ సమస్య తలెత్తింది. ఆ తర్వాత ప్రతి ప్రభుత్వమూ ఈ సమస్యతో పోరాడాల్సి వచ్చింది. కశ్మీర్‌ యువత పక్కదారి పట్టరని విశ్వసిస్తున్నా. కశ్మీర్‌ను భూతల స్వర్గంగా కొనసాగేలా.. శాంతి, ఐక్యత, సుహృద్భావాన్ని నెలకొల్పేందుకు ఉమ్మడిగా కృషి చేస్తాం. అందుకే.. కశ్మీర్‌ ప్రజలకు అభివృద్ధి, విశ్వాసం రెండూ అవసరమని నేను ఎప్పుడూ చెబుతుంటా. ఈ మార్గాల్లోనే పయనాన్ని సాగించి విజయం సాధిస్తాం. 

పది రోజుల్లో ఎన్నికలన్నీ ముగిస్తేనే... 
* వచ్చే ఏడాది ఉత్తర్‌ప్రదేశ్‌లో జరిగే ఎన్నికలను దేశం నిశితంగా పరిశీలిస్తుంది. వాటిని మినీ జాతీయ ఎన్నికలుగా అభివర్ణిస్తున్నారు. ఆ ఎన్నికల్లో అతిపెద్ద అంశం ఏదవుతుంది? మీ విజయావకాశాలు ఎలా ఉన్నాయి? 
మన దేశంలో దురదృష్టకరమేమిటంటే మనం ఏం చెప్పినా, చేసినా వాటిని ఎన్నికలతో ముడి పెడుతుంటారు. మరో 16 నెలల్లో ఎన్నికలు ఉన్నాయనగానే.. వాటిని దృష్టిలో పెట్టుకొనే మీరు పనులు చేస్తున్నారంటారు. అందువల్ల ఈ రాజకీయ పండితుల మది నిండా రాజకీయాలే. పైగా మన దేశంలో అక్కడో ఇక్కడో తరచూ ఎన్నికలు జరగుతుంటాయి. అందువల్ల ప్రతి నిర్ణయాన్నీ ఎన్నికల త్రాసుతో తూస్తుంటారు. అంశాలు, నిర్ణయాలను ఎన్నికలతో ముడి పెడుతున్నంత కాలం దేశానికి నష్టం తప్పదు. ఇప్పుడు ఈ రెండు అంశాలను విడగొట్టాల్సిన సమయం ఆసన్నమైంది. ఎన్నికలను ప్రకటించాకే పార్టీలు మేనిఫెస్టోలను విడుదల చేయాలి.
రాజకీయ పార్టీల నేతలు నన్ను కలిసినప్పుడు ఎన్నికల అంశాన్ని పక్కన పెట్టేదామని అంటుంటారు. శాసనసభ, లోక్‌సభ ఎన్నికలను కలిపి నిర్వహిద్దామంటుంటారు. స్థానిక ఎన్నికలను కూడా అదే సమయంలో ఎందుకు నిర్వహించకూడదు? అందువల్ల ఎన్నికల ప్రక్రియ మొత్తం వారం నుంచి పది రోజుల వ్యవధిలో ముగిసిపోతుంది. అప్పుడు దేశం ఐదేళ్ల పాటు నిరంతరాయంగా సాగిపోతుంది. అప్పుడు నిర్ణయాలు, కదలిక ఉంటాయి. అధికార వ్యవస్థ సమర్థంగా పనిచేస్తుంది. ప్రతి పార్టీ ఇదే చెబుతోంది. అయితే ఏదో ఒక్క పార్టీ మాత్రమే దీనిపై నిర్ణయం తీసుకోజాలదు. అందరూ ఉమ్మడిగా చేయాలి. ఈ క్రతువుకు ఎన్నికల సంఘం చొరవ చూపాలి. అన్ని పార్టీలూ ఇందుకు అంగీకరించాలి. దీనిపై భవిష్యత్‌లో సమగ్ర చర్చ జరుగుతుందని ఆశిస్తున్నా.
* ఉత్తర్‌ప్రదేశ్‌లో పునరేకీకరణ జరగొచ్చన్న ఆందోళనలున్నాయి కదా? 
కులతత్వం, మతతత్వ ఓటుబ్యాంకు వల్ల దేశానికి ఇప్పటికే గణనీయ నష్టం జరిగింది. మన ప్రజాస్వామ్య బలోపేతం దిశగా ఉన్న అతిపెద్ద అడ్డంకి ఓటు బ్యాంకు రాజకీయాలే. 2014 నాటి సార్వత్రిక ఎన్నికల్లో ఓటు బ్యాంకు రాజకీయాల వాతావరణం లేదు. అభివృద్ధి రాజకీయాల వాతావరణమే ఉండింది. 30 ఏళ్ల తర్వాత ప్రజలు ఉమ్మడిగా మెజార్టీ ప్రభుత్వానికి ఓటేశారు. ఉత్తర్‌ప్రదేశ్‌ అభ్యున్నతి కోసం ఆ రాష్ట్ర ప్రజలంతా ఇదే రీతిలో ఓటేస్తారని నమ్ముతున్నా.

రానున్న రోజుల్లో ఐదు రాష్ట్రాల ఎన్నికలు జరుగుతాయి. వాటిలో ఉత్తర్‌ ప్రదేశ్‌ ఒకటి. భాజపా అభివృద్ధి అంశాలపైనే పోరాడుతుంది. రైతుల సంక్షేమం, గ్రామాలు, యువతకు ఉద్యోగాలు వంటి అంశాలపైనే మా ప్రధాన దృష్టి. సామాజిక న్యాయానికి కట్టుబడి ఉన్నాం. దేశంలో శాంతి, ఐక్యత, సౌభ్రాతృత్వాన్ని కొనసాగించడంపై దృష్టి ఉంటుంది.

As September 5th comes near, there is a sense of anxiety on what the trained and crafty lawyers of GoI will come up with. However, measuring those wily lawyers would be the astute senior lawyer Ram Jethmalani and Sr. advocate Balaji Srinivasan.

Ram Jethmalani has oscillated from being the strongest supporter of PM Modi to his harshest high profile critic-no mean feat, considering how fraught with danger it is now-a-days to criticize PM Modi and rest easy.

Of all the undertakings that he had ever engaged in, the 93 years old Mr. Ramjethmalani`s decision, who considers himself to be sitting in the departure lounge of life, to stand by the retired military personal is one of the most laudable.

Ex-Servicemen had filed a petition in the Supreme Court regarding the diluted OROP implementation policy. In short against being short changed. That PIL will be taken up on Sep 5th.

The rank and file of veterans seeking undiluted OROP is again buzzing with activity.

As reported and projected by vpatrika.com earlier, PM Modi’s government harnessed guile, force and division in an effort to snuff out the OROP movement.

Last year the peaceful movement managed to garner huge public sympathy, taking the all powerful Government by surprise and sense of foreboding,  and exposed the half truths of Jaitley and GoI’s relevant ministry.

The peacefully protesting veterans were baton charged mercilessly and their priceless blood was spilled by Modi Raj`s police, in an act deeply reminiscent of the British Raj trying to beat off peaceful protests.

What various committees have approved is OneRank One Pension, what the veterans got is One Rank, Dissimilar Pension.

And they are deeply unhappy about it. Rightly so.

What the government, rather, their decision making bodies, loaded with grossly overpaid bureaucrats and law makers (some of them undoubtedly corrupt, others not so much), suggest, will lead to a situation where a junior rank army personnel will get higher pension as opposed to senior military personals who had retired earlier.

This cut is unkindest of all, since it has been spearheaded by BJP, who has long professed and was at one time a magnate for ex-servicemen, who considered it to be more patriotic and honest that the ruling Congress and other state level parties.

The government has checked all the boxes to delay, obfuscate, or deny the rightful claim of the retired servicemen.

Committees do a very good job of firewalling any resolution, the government has checked that box, by appointing a single member committee who would look into issues, that are not the main ones, but merely side issues.

Then the ever extending terms of the committee always gets to dissolve the issue at hand and shakes off the pressure groups and the fickle media, who move onto their next TRP building exercise, debating the bravery of a player’s tenacity in a cricket match, or some celebrity’s national integrity threatening comment.

That GoI has already done by extending the tenure.

Another time tested strategy is to request the petitioner to submit before its bench, in such a fashion that either the petitioner fails to respond due to time constraint or does not even come to know about it.

The ministry of defence, sent a letter on the 13th April, seeking “Defence forces pensioners/family pensioners, Defence Pensioners’ Associations can submit their suggestions/views on the revised pension as notified, to the MoD, through post or by email within 15 days i.e. by April 29, 2016”

This is bizarre, especially; the BJP government is on a high octane drive when advertisements are considered.

Many such judicial committees have been formed, and going by the past experiences, the result of OROP single member judicial bench is clearly a way to test the resolve of ex-servicemen.

It will be interesting to see, how the veterans respond to these stalling actions of the government.

Indian civil services need urgent reform: US thinktank The report said political interference generates substantial inefficiency: the best officers do not always occupy important positions, while political loyalty offers bureaucrats an alternative path to career success.

The Indian administrative service, which is hamstrung by political interference and outdated personnel procedures, need urgent reform or risk institutional decline, according to a top US-based thinktank. “Unfortunately, the IAS is hamstrung by political interference, outdated personnel procedures, and a mixed record on policy implementation, and it is in need of urgent reform,” the Carnegie Endowment for International Peace said in its report on ‘The Indian Administration Service Meets Big Data’ released on Friday.
“The Indian government should reshape recruitment and promotion processes, improve performance-based assessment of individual officers, and adopt safeguards that promote accountability while protecting bureaucrats from political meddling,” said the report authored by Milan Vaishnav and Saksham Khosla.
In the report running into 50 pages, Carnegie said political interference generates substantial inefficiency: the best officers do not always occupy important positions, while political loyalty offers bureaucrats an alternative path to career success. “Counter-intuitively, greater political competition does not necessarily lead to better bureaucratic performance,” it said.
Noting that individual bureaucrats can have strong, direct, and measurable impacts on tangible health, education, and poverty outcomes, the report said surprisingly, officers with strong local ties — thought to be vulnerable to corruption — are often linked to improved public service delivery.
Calling for a reform agenda for the civil services, the US think-tank said the central and state governments should pass and implement pending legislation that protects bureaucrats against politically motivated transfers and postings. Despite judicial prodding, most states have stalled on such moves, it said.
The government should consider the proposal that officers deemed unfit for further service at certain career benchmarks be compulsorily retired through a transparent and uniform system of performance review, it said. “While the present government has moved in this direction, this procedure should be institutionalised,” it recommended. State and central governments should discuss whether state cadres should be given greater latitude to experiment with increasing the proportion of local IAS officers and track their relative performance.
“Further research is needed to better understand the impact of local officers on development outcomes, to develop data on bureaucratic efficiency among officers in senior posts, and to systematically examine the workings of state-level bureaucracies,” the report said.
According to the report the IAS faces a number of serious challenges—from diminishing human capital to political interference—that, if left unaddressed, will lead to further institutional decline.

SELECTION OF JUDGES OPAQUE : Collegium meetings should be recorded, Supreme Court judge tells Chief Justice of India Supreme Court judge J Chelameswar has clarified that the recommendations being made by the other four judges, including the CJI, should come to him “by circulation”.

A letter by a senior Supreme Court judge, who is also a member of the collegium, has left Chief Justice of India T S Thakur perplexed. Justice J Chelameswar has sought that the Supreme Court collegium — that comprises the five most senior judges — record minutes of the confidential meetings held to discuss appointments and transfers of judges.
Justice Chelameswar, incidentally, was the lone judge who had favoured doing away with the collegium system when a five-judge Constitution Bench, in October 2015, struck down an amendment to validate the National Judicial Appointments Commission (NJAC) Act.
Justice Chelameswar, as first reported by The New Indian Express, has written to the CJI, apprising the latter of his decision not to attend future meetings of the collegium. He has not, however, recused from the collegium. Justice Chelameswar has clarified that the recommendations being made by the other four judges, including the CJI, should come to him “by circulation”. This effectively means that the other four judges should put their recommendations in writing and then send it to Justice Chelameswar for his views.
If the CJI and the other three judges accept it, this would result in formally recording the minutes of the collegium. The judge’s communication, it is learnt, has questioned ambiguities and lack of transparency in the decision-making process of appointment and transfer of judges.
Justice Chelameswar’s letter resulted in the collegium meeting, scheduled for Wednesday to discuss the revised Memorandum of Procedure (MoP), being called off. It is learnt that the other judges of the collegium are set to deliberate on the future course of action.
Last year, when a Constitution Bench gave a 4-1 verdict striking down the NJAC, differed with the other judges, underlining that the judiciary’s power over appointments was “not the only means for the establishment of an independent and efficient judiciary”. He had called the proceedings of the collegium “absolutely opaque and inaccessible both to public and history, barring occasional leaks”. Justice Chelameswar will retire in June 2018.
His disagreement with the over 20-year-old procedure of picking up judges has come at a time when the government is at loggerheads with the CJI and the collegium over finalising the MoP. Notably, one of the chief issues of discord between the two pertains to the government’s demand that the collegium must record minutes of its meetings and underline dissent by any judge while making recommendations. This clause has been rejected by the collegium.
Sources close to Justice Chelameswar said the judge has decided, for now, not to make public the contents of the three-page letter written to the CJI. “In the interest of the institution and to maintain institutional correctitude, the judge is not going to make the content public at this stage. However, if the situation so demands, he may consider doing so in future,” sources said.

ILLEGAL DEDUCTION OF INCOME TAX ON DISABILITY PENSION BY THE STATE BANKOF INDIA IN CONTRAVENTION OF DIRECTIONS OF THE GOVT

1.    Shocking instances have come to light wherein your bank has indulged in deduction of Income Tax at source in case of Disability Pensioners. On further inquiry, it has been informed that the action is based upon some ‘advice’ rendered by a Chartered Accountant that income tax exemption is only available to those pensioners who have been invalided out before completion of their service for normal pension, that is, those released earlier than 20 years in case of Commissioned Officers and 15 years in case of ranks other than Commissioned Officers, and that the said exemption is not available on the service element of those who have been released/ retired/discharged with a pension after serving more than 20/15 years of service as above.

2.    Firstly, your attention is invited to Instruction No 2/2001 issued by the Central Board of Direct Taxes in this regard which amply explains the issue (Appx A). Your attention is also invited to Paragraph 88.3 of the Pension Payment Instructions issued to all your banks by the Government (Appx B) which leaves no scope of doubt regarding exemption of income tax from the entire disability pension, including service element. Moreover, the interpretation of your bank in this regard is absolutely incorrect, absurd and militates against the rules and norms promulgated by the Government as above. It may be recalled that Income Tax exemption on complete disability pension is available to defence personnel since the 1920s.

3.    On discussion, it emerges that the confusion has been created due to the terminology of ‘Service Element’ which is hereby clarified for your benefit in the following lines. Disabled personnel who are granted disability benefits at the time of release from service are known as Disability Pensioners.  The said Disability Pension consists of two elements- service element and disability element. Both elements taken together are known as Disability Pension. There is no minimum qualifying service required for the grant of Service Element with effect from 01 January 1973. The calculation of service element however is different in cases of those personnel released from service before completion of pensionable service limits vis-a-vis those who are released on completing pensionable service limits. In case of the latter, the service element is granted at a rate equal to Service Pension. The fact that the pension granted for service in both cases is known as Service Element becomes clear from a bare perusal of Regulation 183 of the Pension Regulations, 1961, which contains two clauses, that is, 183(1)(a) for those who are released with sufficient service to earn a pension, and 183(1)(b) for those who are released before completing sufficient service to qualify for normal service pension. The said Regulation is enclosed as Appx C. Please note from the Regulation that in both cases the service part of the pension is known as Service Element. Even the normal service pension rates reflected under Regulation 183(1)(a)(i) are categorized as ‘Service Element’.

4.    The fact that the service part of pension, whether a person is released prior to completion of service limits or after completion of service limits (20/15 years), is known as ‘Service Element’ also becomes clear from a perusal of the recent Circular No 554 (Appx D) issued by the Principal Controller of Defence Accounts (Pensions) to all banks, including yours. Paragraphs 1(i) and (ii) and then 1(iv) & 1(v) as well as Paragraph 6 of the same clearly stipulate that in case of disability pensioners, the amount of service part of the pension is known as ‘Service Element’ irrespective of the fact whether a person has lesser or more than 20/15 years of service. In simple words, the service element of pension in cases of those disabled personnel who have completed pensionable limits is equal to normal service pension, but being disability pensioners, it is nomenclatured as ‘Service Element’.

5.    Even otherwise, it would be important to point out that disabled personnel released prior to completion of pensionable terms as well as those who are released on completion of terms or at own request are all treated at par as far as disability pension is concerned. In fact, all those who are in low medical category at the time of release are to be treated as ‘invalided’  as per rules (Also Appx C) as has also been held as per interpretation of teh pre-existing rules by the Hon’ble Delhi High Court in CW 2967/1989 Mahavir Singh Narwal Vs Union of India decided on 05 May 2004 as affirmed by the Hon’ble Supreme Court in SLP 24171/2004 on 04 January 2008 and also in the recent decision of the Hon’ble Supreme Court in Civ Appeal 11208//2011 Union of India Vs Angad Singh Titaria decided on 24 Feb 2015.

6.    In view of the above, you are requested to inform all your branches to cease and desist from flouting guidelines of the Central Board of Direct Taxes in this regard and direct them to honour income tax exemption on both service as well as disability elements of disability pensioners as was being done till now. It may be appreciated that the opinion of your Chartered Accountant cannot override existing law and rules that have been followed since times immemorial.

7.    You are requested to issue directions to refund the illegally deducted amount to all affected disabled pensioners within a period of 7 days from the receipt of this letter.

BITE THE TAIL : BASED ON THE DEFENCE MINISTER'S DIRECTIONS TO CUT DOWN ON FLAB IN A BID TO REDUCE THE SALARY BILL, THE ARMY HQ ORDERED A STUDY TO REDUCE THE 'TEETH TO TAIL RATIO'

Based on the Defence Minister’s directions to cut down on flab in a bid to reduce the salary bill and utilize the savings towards modernization, the Army HQs has ordered a study to reduce the ‘teeth to tail’ ratio. This means reducing the logistics elements (‘tail’) in proportion to the combat elements (‘teeth’) amongst the overall population of the uniformed force. 

It is undoubtedly a good idea. 

However, it’s also true that there have been several similar studies in the recent past, as a result of which the Army has already been trimmed to the bones. Because of the savings from the implementation of these studies, quite a few new combat units were raised through internal offsetting of manpower with no overall accretions.

In order to identify the ‘flab’ still remaining, there’s a need to widen the search beyond the uniformed forces to scrutinize the entire salary bill of the MOd. Apart from the approximately 15 Lakh uniformed personnel, the ministry pays a large number of civilians. These are personnel from departments/organizations like DRDO, Ordnance Factories, Defence Estates, Defence Accounts, MES and Armed Forces Headquarters Staff. 

As per the Census of Government Employees 2011, this figure has grown from 3.65 Lakhs in 2008 to 3.75 Lakhs in 2011. 

There has been virtually no corresponding increase in the strength of the uniformed personnel in the three services. 

This represents a substantial number - 25% – vis-a-vis the strength of the uniformed forces, and therefore a major chunk of the Defence salary bill. 

In monetary value this share is disproportionately greater than 25% because of a higher ratio of senior posts amongst this vis-à-vis the Armed Forces. For example, it includes 121 Apex grade / HAG Civilian Personnel receiving the highest salaries as compared to 24 at the corresponding grades (Chiefs / C-in-Cs) in the armed forces. 

The tail is thus not only abnormally larger than the body, but also top heavy.

Any study carried out by the Army would have a restricted scope in identifying the ‘teeth’ vs ‘tail’ from within the uniformed organization itself, translating this directly into the combat and logistics elements respectively. However, when viewed in the larger perspective to include the civilians paid out of defence estimates, the paradigm changes. 

It emerges that as compared to the 3.75 Lakh Non-Combatants, even the logistic personnel of the army are engaged in ‘core’ function of combat. Each one of them is a trained soldier, with a weapon to his / her name, and capable of taking up front line combat duties if and when required. As frequently happens when personnel of the logistics services are posted in Rashtriya Rifles or even deployed as part of their own units in Counter Insurgency environment. Also, these include elements whose roles are so specific to war time they may appear superfluous in long spells of peacetime soldiering. 

A prime example of this is the Animal Transport units which hold mules for supplying far flung posts in mountainous areas. An earlier study had recommended these to be done away with. While this was being implemented, the Kargil War broke out, which highlighted the inescapable requirement of these units in such conflicts. As a result, the decision was reversed and these units retained. 

On the flip side, there are quite a few functions amongst the non-uniformed portion of the ministry which can, or rather need, to be trimmed. 

For example, while manufacture of armaments and ammunition by the Ordnance Factories is necessary, it’s difficult to justify Government Factories making clothing, shoes and other such items which can easily be sourced from trade.

The way forward for a truly significant reduction in teeth to tail ratio is to look at the uniformed forces, including the logistic elements, as the teeth, and the civilians paid out of defence estimates as the tail. 

Such a study would necessarily have to be conducted under the aegis of the ministry, with requisite representation from the affected organizations including the armed forces. 

It would have to be monitored at the political level to ensure organizational affiliations don’t cloud rational judgement and block justifiable reductions. 

Only then would it be possible to meaningfully achieve the Defence Minister’s objective of reducing the salary bill of the Ministry and utilize the savings for modernization of the forces.
