I salute General Rawat for his stand against Kashmiri militants by Ashali Varma

It is high time we Indians called spade a spade. For too long apologists have been trying to say that militancy in Kashmir is because of lack of jobs or politics. Amnesty International and other NGOs backed by dubious foreign funding, talk about the human rights of stone-pelters without ever taking into consideration what our security forces go through.

I know how I would react if a thousand angry men attacked me with stones. My first reaction would be self-defence and to shoot them and it would not be with a pellet gun. To ask the security agencies in Kashmir to use maximum restraint is to invite flash mobs of stone-throwers who come in the way of the Army and police who are trying to eliminate terrorists. Such people not only harbour terrorists but also help them escape.

This is simply not acceptable and General Rawat is right as the Chief of the Army to say that such people who deliberately come in the line of fire will face harsh action. We cannot compromise on the safety of our soldiers. We cannot accept the death of six soldiers because they went after terrorists who were shielded by the locals. Such locals obviously have their sympathies with militants who are against our nation. This is not condonable.

As Major Gaurav Arya wrote after General Bipin Rawat’s words were taken out of context by a reporter of an English daily:

“For the last 24 hours, a section of the Indian media has been in an uproar. The centre of attention this time is Gen Bipin Rawat, Chief of Army Staff of the Indian Army. And all because the general took umbrage to separatists in Kashmir valley directly interfering in anti-terror operations, hence aiding and abetting terrorists, and also a section of the population waving ISIS and Pakistan flags.”

Major Arya added: “There are youth who shout slogans against India in Kashmir. India’s democracy gives them this right. It gives the same right to left-wing liberals in JNU and weavers of candy floss at Jadavpur University. There can be a vociferous counter-argument.

The Kashmir issue must be debated within the ambit of the Constitution of India, because when a solution comes forth, and come forth it will, it will come from within the pages of our Constitution. But it cannot be debated with the evil and compromised old blood-sucking leeches of the Hurriyat Conference. As for the men who fly the Pakistan flag, and throw stones to compromise anti-terror operations, they must immediately find themselves at the wrong end of a 7.62 mm full metal jacket round. I am willing to talk, compromise and bend over backward to accommodate people. But if you insult the symbols of Mother India, I will wish death upon you.

I am an ultra-hardliner nationalist. For me your religion, caste, color, creed, political affiliation and ideology count for nothing. I don’t care. But India is not just a nation with an ancient culture and a billion people. It is manifestation of living and breathing divinity. When I say “Jai Hind” or “Vande Mataram” I am not being patriotic. I am worshipping at the feet of my Mother.

Major Dahiya lay bleeding with multiple gunshot wounds (GSWs). During evacuation, locals stoned Army vehicles carrying the injured officer. They also created enough confusion so that terrorists could slip away, because the Army refused to fire on civilians.”

I am appalled that a brave soldier lost his life because the local mobs would not let the vehicle, in which he was being taken to hospital, proceed. I am shocked that a reporter would analyze and deliberately misinterpret what the Army Chief said instead of looking at how the mobs behaved! What is the reporter trying to do?

I totally agree with Major Arya’s retort to the vicious article published by the reporter in an English daily:

He says, “Bleeding heart liberals and separatists eulogise stone throwers saying that they have no fear of the Indian Army. This is a pure lie. The fact is that stone throwers have had very little exposure to the Indian Army. And the amount of restraint that CRPF and J&K police have shown, all I can say is that I am amazed. I have seen videos of CRPF jawans being chased and beaten by these stone throwers. Those jawans mostly had a lathi in their hands, and sometimes a pellet gun. Give the jawan an AK 47 and a free hand. I promise you today, all these “brave” stone throwers will vanish like snowflakes in May.”

I hope the reporter gets a chance to read Major Arya’s retort because such reports are against our security forces and I am sure it helps all the vicious state and non-state actors who are against India.

Notification under Section 7 of Aadhaar Act, 2016 for identified schemes of DoPT

New Delhi, the 15th February, 2017

S.O. 455(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;

And whereas, the schemes specified in the Table below involve expenditure incurred from the consolidated fund of India;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government in the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training hereby notified the following, namely:––

1. (1) Individuals (eligible beneficiaries or service enablers) desirous of availing benefits under the schemes specified in the Table above are hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication.

(2) An individual desirous of availing benefits under the schemes specified in the above Table and is not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment by 28th February, 2017, in case he is entitled to obtain Aadhaar as per the provisions of section 3 of said Act and such individual may visit any Aadhaar enrolment center (list available at www.uidai.gov.in) to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, Grih Kalyan Kendras and the Central Civil Services Cultural and Sports Board are required to offer enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in absence of such Aadhaar enrolment centers located in the vicinity, the Grih Kalyan Kendras and the Central Civil Services Cultural and Sports Board may provide enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or may provide Aadhaar enrolment facilities by becoming UIDAI Registrar:

Provided that till the time Aadhaar is assigned to the individual, benefits under the said schemes shall be given to the individual, subject to the production of the following documents, namely:––

(a)  (i) Aadhaar enrolment ID slip if he or she has enrolled; or
(ii) a copy of request made for Aadhaar enrolment as specified in sub-paragraph (2) of paragraph 2; and

1. (b)  (i) Bank Passbook along with Photo; or (ii) Voter’s ID card; or (iii) PAN card; or (iv) Passport; or (v) Driving License; or (vi) Ration card; or (vii) Photo ID card issued by the Government:

Provided further that the above said documents shall be checked by an officer, specifically designated by Grih Kalyan Kendras and the Central Civil Services Cultural and Sports Board, for their respective schemes.

2. (1) In order to provide convenient and hassle free delivery of benefits, Grih Kalyan Kendras and the Central Civil Services Cultural and Sports Board shall make all the arrangements including wide publicity through notices shall be given to service enablers or beneficiaries to make them aware of the requirements of Aadhaar to receive the benefits under the said schemes and in case they are not enrolled, they may be advised to get themselves enrolled at the nearest enrolment centers by 28th February, 2017.

(2) In case beneficiaries are not able to enroll due to non availability of enrolment centers in the vicinity, Grih Kalyan Kendras and Central Civil Services Cultural and Sports Board are required to create enrolment facilities at convenient locations by coordinating with UIDAI Registrars. The beneficiaries may be requested to register their request for enrolment by giving their details, such as, name, address, mobile number, etc., to Grih Kalyan Kendras and Central Civil Services Cultural and Sports Board .

3. This notification shall come into effect from the date of its publication in all the States except the States of Assam, Meghalaya and Jammu and Kashmir.

Minutes of the 29th Meeting of Standing Committee of Voluntary Agencies(SCOVA) held on 12.01.2017 under the Chairmanship of Hon’ble MOS(PP) at Vigyan Bhawan Annexe, New Delhi.

Discussion on ATR of 28th SCOVA meeting:- Revision of PPOs of pre-2006 pensioners

I) Ministry of Defence intimated that 2368 (2470) PPOs of Air Force pensioners have been revised. Some discrepancies have been noted which will be resolved within a week. CGDA was requested that the list of cases be shared with the Directorate of Air Veterans (DAV) and with the Air Force Association, New Delhi. DAV would tally the list with their records and revert back with the list of pending cases. On the issue of PPOs of Ordnance Factory, Ambarnath, CGDA committed that the pendency will be disposed of by first week of February, 2017.

It was decided that DoPPW will hold a tripartite meeting with Department of Ex-servicemen Welfare, Directorate of Air Veterans and Defence Pensioners Associations of SCOVA.

Department of Telecom reported that one of the reasons for pendency of 203 cases was that the Maharashtra Circle did not have relevant records. The Department was asked to dispose of the pendency within a week.

It was said that the actual revision of pension had been carried out for all cases, the review was only with reference to issue of revision authorities. The revision authorities would be pending only for those pensioners/family pensioners who are not traceable. Therefore, the matter was decided to be closed. The Ministries/Departments would continue their efforts to attend to specific grievances to trace old records and issue revision authorities at the earliest.

III)Special “Higher” Family Pension for widows of the war disabled invalided out of service.

Ministry of Defence has stated that the comments of Service Headquarters on the issue have been sought vide MOD ID Note dated 10.10.2016 which are still awaited.

The Disabled War_Veterans (India) Association, stated that the cases would cover Army personnel mostly and not Navy and Air Force personnel. Department of Ex-servicemen Welfare was requested to arrange a meeting of the concerned Joint Secretary with the Disabled War Veterans(India) to discuss and finalise the issue within a month.

It was decided that Secretary(P&PW) will write to Secretary(ESW) to finalise the issue expeditiously .

(Action:- Department of Ex-servicemen Welfare and DoPPW)

Delay in commencement of family pension to spouse on death of pensioners .

CPAO intimated that the relevant instructions have been issued on 02.06.2016 . 12 Banks have reported timely commencement of family pension. However, CPAO will revert to the banks based on the reports of the e-scrolls. Also internal audit of the banks at CPPCs are conducted to check the delay. Secretary(P&PW) directed to circulate the copies of instruction issued by CPAO. CPAO will send a report on the delayed cases within a month and DoPPW will take up the issue with the Department of Financial Services.

• Payment of (i) Restoration of commutation amount and (ii) Additional Pension on attaining the age of 80 years should be streamlined by the Banks.

CPAO intimated that the relevant instructions have been issued on 02.06.2016 . Secretary(P&PW) directed to circulated the copies of instruction issued by CPAO. CPAO will send a detailed report on the delayed cases within a month and DoPPW will take up the issue with the Department of Financial Services based on the report received from CPAO.

6. Discussion on Fresh Agenda Items

    (29.1)           Item wise details of payment made to be shown in Pass Books of Pensioners.

CPAO intimated that instructions are in place to indicate the break-up of various payments to the pensioners at the time of payment of pension. All heads of CPPCs and Government Accounts Departments of the banks have been instructed to streamline their internal system to enforce the existing guidelines. A “Web responsive Pensioners Service” (WRPS) was launched by CPAO which enables the pensioners/family pensioners to see details of pension like monthly pension, DR, Medical Allowance, DA arrears, Commission/Other arrears, recoveries etc. Secretary (P&PW) directed to send copies of relevant CPAO instructions to the various Pensioners Associations and also to take up the matter with Department of Financial Services.

     (29.2)  Amendment/Revision in notification of Life Certificate.

It was clarified that Digital Life Certificate is an additional facility. CPAO stated that there are 3 options for submission of Life Certificate:-

• By presenting himself/herself to the authorised bank officer to record the life certificate
• By producing a Life Certificate in the prescribed Proforma signed by any of the person specified in para 15.2 of the Scheme for payment of pensions to Central Government Civil Pensioners by authorised Banks.
• Though Aadhar based Biometric Authentication system.

Therefore the item was closed.

(29.3) Additional Pension for recipients of disability pension of age 80 years and above.

Department of Ex-servicemen Welfare(DESW) intimated that the issue is under examination. Secretary(P&PW) asked DESW to expedite the matter.

The Government has decided to constitute a Committee of following officers to examine and give their recommendations to MoD on the changes in Promotion Policy and the Quantified System of Selection (QSS) for officers of Indian Army:-

2. The Terms of Reference of the Committee shall be as below:

(a) To study and recommend appropriate amendments in the Quantified System of Selection (QSS) in order to infuse more objectivity, transparency and fairness in the system.

(b) To study and recommend the changes required in the Promotion policy presently followed in the Army. This will cover aspects like method for calculation of vacancies, Cut-off CRs required, Consideration of Special Review/ Withdrawn and Deferred cases, Zone of consideration, Notional Empanelment etc.

(c) To suggest the Model Calendar of Selection Boards.

3. The Committee may call for such records and information as may be considered necessary from AHQ and D(MS), MoD. AHQ and D (MS), MoD will make available all records as may be required by the Committee.

4. An officer of Brig level will be attached with the Committee by the MS Branch of AHQ, who will be tasked to arrange all logistics, secretarial and other assistance to the members of the committee.

5. Detailed order regarding remuneration, transport charges etc. payable to the Committee shall be issued separately.

6. The Committee will submit its report within one month from the date of issue of this letter.

Centre Expands Ambit Of Panel Examining 7th Pay Commission-Related Anomalies

New Delhi: The Centre has expanded the ambit of a panel looking into anomalies arising out of the implementation of the seventh Central Pay Commission’s recommendations.

The work of the anomaly committee, which has representatives from both official and staff sides, is to act on representations received from the employees against the pay panel’s recommendations.

The Department of Personnel and Training (DoPT) has modified the definition of anomaly to include “Where the official side and the staff side are of the opinion that the vertical and horizontal relativities have been disturbed as a result of the 7th Central Pay Commission (CPC) to give rise to anomalous situation,” as per the Office Memorandun No.11/2/2016-JCA dated 20th February, 2017.

The inclusion of term “disturbance of vertical and horizontal relativities” (referred to as gaps in pay among various group of employees/officer working at the same level) will help in expanding the approach of the anomaly committee, a senior DoPT official said.

Now the anomaly will include cases where the official side and the staff side are of the opinion that any recommendation is in contravention of the principle or the policy enunciated by the seventh CPC itself without the Commission assigning any reason.

“It will also include cases where the maximum of the level in the pay matrix corresponding to the applicable grade pay in the pay band under the pre-revised structure is less than the amount an employee is entitled to be fixed at,” the order said.

The DoPT had in August last year asked all central government departments to set up committees to look into various pay-related anomalies arising out of the pay panel’s recommendations.

The Centre has accepted most of the recommendations of the seventh CPC being implemented from January 1, 2016.
