                Please refer to your e-mail dated 13.06.2016 addressed to Hon’ble RM regarding delinking of revised pension from Qualifying service of 33 years.
2.            In this regard it is stated that the issue regarding delinking of revised pension of pre-2006 Defence Pensioners  from Qualifying service of 33 years is under consideration in Ministry of Defence.

  2. Everyone knows any delay on any matter in Govt office is due some consideration. But is this correct reply saying "matter is under consideration"? It's more than two months now the order letter on decision has been issued for implementation to pay full dues. Veteran pensioners wanted to know what exactly is the holdup, how far the process has gone. All other departments have issued the orders for payment of dues. Why is there always a hold and delay in releasing the orders only for Veteran Pensioners? Is that not a discrimination and frustrating the Veteran Pensioners? DESW must correct themselves and act properly.

      Hon. RM Sri Manohar Parrikar with Maj. Gen Satbir Singh SM ---- The order to issue has been finalised and only scruitiny of charts/ tables underway to ensure error free for JCOs and ORs.
      Under Secy (Pen/ Pol) Mr. Manoj Sinha: The matter is under consideration of Ministry of Defence.
      Now, any one can clarify?(1) What happened to GOVT.OM dtd 6/4/2016?(2)What was the subject on which JS ESW pointed as under process? (3) What was the subject on which our Hon. RM said that the order has been finalised and waiting for scruiteny? and lastly (4)The US Mr. Manoj Sinha speaking on which subject? Every ESM have the right to know the answer for the above mentioned questions from a Govt. which believes in good & maximum governance with minimum Government whereas in this case four individuals are speeking in four directions.

  5. These games of delays every time being played on the eternal soldier by low level babus by sadistic file notings are not acceptable .
    One way of addressing this problem is demanding interest on delayed period and also impose penalities on babus.

    1. Totally agree with that view.And Ministry/ babu should be answerable for delays and payment of interest.
      It's time that unreasonable delays for Armed forces pensioners should stop and immediate relief at par at least with civilian counterparts should be provided.

  6. The Govt.is in great dilema and in a spider web self woven by itself.
    1) Revision vide 33yrs D/L.
    2) 7th CPC implementation
    3) Pay 2nd instalment of incomplete OROP
    4) Case of anamoly in OROP moved in SC
    5) Outcome of OMJC on OROP
    6) Total strike call by NJCA from 1/7/2016.
    The Govt.is moving in a tailspin and not sure which one to tackle first or how to face them.Only God can make them to follow right path onat right time.

    Gurcharan Singh Sidhu Ji, the reply you have received from under secretary, " the issue regarding delinking of revised pension of pre-2006 Defence Pensioners  from Qualifying service of 33 years is under consideration in Ministry of Defence".  Veterans don't understand what does mean by "Under Consideration".  If the Under Secretary would have written that Ministry of Defence is working on that file then it was very simple to understand that file is under process to complete certain formalities.  But the words "Under Consideration" are used where approval is required.  After reading this reply what the Veterans can understand is that the file sitting in MOD is approval or it was just sent there for issuing a letters to the pension paying departments for paying the revised pension?  Because this matter has already been approved, went through other proper channels before reaching to mod.  So there is no separate approval required and no sense of holding the file back in MOD.  If they are doing so then MOD is delaying the matter intentionally and making the Veterans upset and increasing the frustration.  In case of civilians the letters were released very promptly and all civilians have received their dues long back.  MOD must think and rethink about their behavior towards the Veterans and must be good to Veterans too.

    Next what I feel very important is that it is not 18th or 19th century. We are now passing through and enjoying the 21st century.  At the same time Veterans aren't class 2 citizens of this Great Nation, India.  We are proud be the Veterans and great Veterans.  These servants (so called Indian Civil  Services) are there to serve the people and they are paid at the top of pay scale.  But they are not the Ruler.  Here I would like to mention a few points.  No doubt while we are talking or writing the letters or applications the language must be soft and very polite.  We must use the words i.e. sorry, apologize, please, request, thanks, regards, sincerely etc.  But please don't use the words or grammar which brings your respect and honour below certain level.  Please maintain your respect and dignity.  Do not use the words in any letters writing to any Govt Offices or departments like - begging your kindness, I beg to say, Sympathy, your honour, your goodness, your blessing etc.  I have read the letters even written by Maj Gen Satbir singh (Retd) used above types of words.  That is not good at all.

    Lastly I would ask sorry if my suggestions & views are not liked.

  8. It has come to notice fron unknown source that there going to be a clause in 7th cpc about non performance increment. Though, a lot of buttering will start to get such annual increment but at the same time, the task alloting officer will have power to teach lessons to erring staff, at the same time, alloting officer should be made responsible if the work was completed in time by that section and necessary administrative and financial penality may be applied for efficient operation. Do the work in 8hrs only and overtime or extension to avoid extra budget caused due insincere and complacent employees.

Is there really no accountability of any Babu to issue necessary notification on 33years / minimum 50% pension even more than two months after the notification was issued for the civilian pensioners. For defense pensioners, will it remain perpetually under consideration ???????????? B?#?!!##@£S%S,Ssx%£#@&+?!o Bs. Can anyone update on the status except the Punjabi cuss words being used for the responsible Babus ??

  11. PM G and DM G do you call a good governess while an order of SC app "delinking pension with 33 years of service for entire central govt employees " passed only for civilins in apr l6 and why delay for three vervices .Certainly NO. Please look into the matter personally

  12. In this regards Govt have issued instruction on 30 Sep 2016 but there is mismatch of pension in respect of Naik and Havildar rank's pension is not tallied with equivalent Rank Air Force and Navy. Army personnel getting less pension then that of AF and Navy personnel for Group 'Y' and 'Z'

    2. Naik and Havildar rank of Army personnel getting less pension then their equivalent ranks of Air Force and Navy Personnel details are as under :-
