No Standardised Definition for One Rank One Pension Scheme: Arun Jaitley
OROP has been a long-standing demand as far as defence forces are concerned.
NEW DELHI:  Finance Minister Arun Jaitley said on Tuesday that there was no "standardised definition" for the One Rank One Pension scheme for retired defence personnel, adding that the earlier "interpretation" for revision after every retirement was not viable. Mr Jaitley was responding in the Rajya Sabha to a question by Biju Janata Dal (BJD) member Anubhav Mohanty, who wanted to know why the definition of OROP had been changed.

"OROP has been a long-standing demand as far as defence forces are concerned. OROP did not have a standerdised definition as such there were different interpretations given," Mr Jaitley said. "After a detailed consultation between the government and the organisation of the retired defence personnel, the defence ministry came out with a proposal that was announced in 2015 which the government has committed itself to implement. Under that proposal, the revision takes place after every five years," he said.

"The impact of the definition as you are mentioning, it was the earlier interpretation that was given is at small periodic intervals when every employee retires, then you would have a situation where a large number of revision itself would take place which was financially not viable as far as the government is concerned."

The minister said government has the responsibility to spend on various areas, adding "defence forces certainly is one of our prime areas and after consultation this particular definition which has been given by the ministry has been implemented by the ministry."

Mr Jaitley also said that the pay commission for central government employees "meets" every 10 years. "Pay commission meets every 10 years, in case of armed forces it is five years and that is the decision the government has taken. This itself gives personnel certain advantage," he said.

On the one member judicial committee, the minister said he had asked for shift extension. Groups of former serviceman have been calling the five-year revision a distortion of the definition of OROP, and have approached the Supreme Court on the issue.

  4. He was the chief culprit to mess up the OROP while he was Defence and Finance minister both before Mr Parrikar took over as DM but despite his apparent soft corner for Jawans and the veterans the mess has persisted. Expecting anything positive from Mr Jaitley is simply being foolish.

    will throw him out of the public appearance after the 2019 election.The BJP will be washed out completely from the Indian politics.

  6. Mr Jaitly cannot stop telling lies even in Parliament. He mentions that the definition has been changed in consultation with the ESM organisations?? Why nobody questions him in Parliament. All MPs are duds as far as defence matters are concerned. The correct definition hopefully will be implemented by the SC in the ongoing case.

Mr Jaitly has already expressly declared his own intention as well as as that of Modi Govt in his 1st meeting with ESMs , 1st he was ignorant what OROP was & then he said that all tall promises are made during the election time not for fulfilling & then he said we should lower our expectations. This message was so crystal clear & it stood ts ground even now. baring a 2-3 of states rest all is a washout already happening.Only change will be in 2019 it will be washout from the centre stage.

    Jaitaly mocks as second in command of modi govt.He is bent upon settling his personal score on veterans for loosing election.He would be a major contributor to complete wash away of BJP in 2019.A Amritsar would be repeated all over the country as veterans are spread all across the country
    Whom did jaitaly consult to dilute the definition of orop ? Kadyan and his team?
    Politicians are a bunch of lies especially people like jaitaly who could manipulate the Democratic system to make a backdoor entry to avenge veterans who hold the nation to the highest esteem

  12. Mr Jaitley has misled the house on the OROP issue and also insulted a constitutional committee on OROP(KOSHIYARI COMMITTEE).He should be booked for misleading the house and Hon'ble members by a privilege motion.
