Rs 60000 for a Babu sitting in an air-conditioned office in Guwhati and Rs 21000 for a soldier at minus 60 degrees at Siachen Glacier : Shame on Justice Mathur, 7th CPC Chairman

Dear Prim Minister,
Please refer to interview given to Dainik Bhaskar on 3 July 2016.
1.The logic for allowances to IAS , IPS given by Mr Mathur and accepted by the Govt is that none of the IAS, are willing to go to North East and the allowances are needed as incentive and for the growth of NE states. The defence forces personnel get posted there and perform optimally. During the times of wars, internal conflicts , disasters the defence forces personnel rejoin the duty if they are on leave. Our incentive is NAAM , NAMK NISHAAN.
2. What have they done since 1947 for growth and stability?
3. Why are defence forces still deployed in these sates?
4.Though they are Central Govt Services but are in state cadre, that means they will get these allowances for the entire period they are posted in NE states.
5. The defence forces are posted for a limited duration in Siachin and other difficult areas. The allowances to them are not going to affect the exchequer severely. But these IAS IPS will get it for very long duration.
6. These allowances are for all ranks of defence and not only for officers. While as per 7 CPC only IAS and IPS will get.
7. 7 CPC is going to be for next 10 years a critical and logical review is needed.
8. IIM Ahemdabad and many others have written to Mr Mathur not to give salary rise to these IAS , IPS because their output is not considered worthy , while none of them wrote against defence forces.
9. As such the 7 CPC has not considered the present growth and future growth in GDP.
10. Please do reconsider. for the morale of Nation.

Dear Veteran,
All this is like water on duck's back! So long as the Politician is served by compliant Services Chiefs, the voice of Serviceman (much less that of ESM) will not be heard. Only the Politician in the opposition will make noise about injustice to the Services, not because they sympathise with us, but to make the Govt. uncomfortable. When they come to power, they too will be Modis or Manmohans.
We have two choices before us:

1. Continue with our in-house rantings; write occasional mails to Modi and Jaitley, and feel satisfied that they will read and become wiser on these issues which presumably they knew nothing about; and, finally, we lump whatever is doled out to us.

2. We take the battle against the injustices to the court. First and foremost, we should seriously act on contempt by the Govt in the Supreme Court, on the issue of OROP. I think we need to take support of Article 14 of the Constitution, in seeking parity in pay and allowances. If the criteria for allowances is the willingness to serve in an area; then, South Indian troops should be asked if they are willing to serve on the heights of the Himalayas, Rajasthani troops should be asked if they are willing to serve in the Jungles in the East, and so on. By all means the troops should be sent to all these places, but in consideration of their unwillingness they too should get allowances on the same principle as applied for the IAS and IPS. These are the issues we need to raise in Supreme Court, through a PIL if necessary (because the issue affects millions of personnel). Since serving personnel cannot take such an action, it becomes the responsibility of the ESM to do the needful (everything does not need to be measured on a scale of own gains).

Regards,

Col Harsh

  2. Col Harsh Sahib; I salute to your morale, spirit, compassion and dedication. As you have written,"Since serving personnel cannot take such an action, it becomes the responsibility of the ESM to do the needful (everything does not need to be measured on a scale of own gains)". You have realized the real problem of serving defense personnel. They can not speak directly about their problem. It is only ESM who can fight for their joint rights. I personally would suggest go for PIL. You should also seriously act on contempt by the Govt in the Supreme Court, on the issue of OROP and any other such case.

Best regards from the core of my heart. And wish you all the best.
