REVISED FIXED MEDICAL ALLOWANCE @RS.300/-P.M. W.E.F.1.9.2008 - CG PENSIONERS RESIDING IN AREAS NOT COVERED UNDER CGHS

DOP&T issued an OFFICE MEMORANDUM dated 26th May 2010, Granting Rs.300/- as Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS. This issue has been raised in the National Council Meeting and the staff side demanded that Fixed Medical Allowance to be enhanced up to Rs.600/-.Sources told that the Chairman, National Council on his response to this issue informed the Staff Side that Ministry of Finance considered to grant Rs.300/-. But the Staff side National Council not agreed with this.

Two weeks after the meeting, now the order has been issued, in which it has been stated that "the demand for enhancement of FMA has been under consideration of the Government for some time past. Sanction of the President is hereby conveyed for enhancement of the amount of FMA from Rs.100/- to Rs.300/- per month. The other conditions for grant of FMA shall continue to be in force." These orders will take effect from 01.09.2008.

    I am drawing pension through DPDO Hoshiarpur. On inquiry regarding Fixed Medical Allowance it has been informed that the enhanced rate of FMA is not applicable to Ex Servicemen, whereas the Banks are paying the same at the enhanced rate of Rs 300/- and have also paid the arrears also. Please clarify.

  2. I have sought clarification vide my comment dated Nov 14. But no one has come forward to clarify and to clear the position. I once again request tom clarify the position, to all concerned.

  3. Defence pensioners are also entitled to FMA at enhanced rate. You must search for the required websites of exservicemen like IESM, IESL, etc.

  4. Thanks for information. I am also now getting FMA @ Rs 300.00 per month. But if you see the wording of the circular, the FMA is only for day to day medical requirement expenses which does not involve Hospitalization, plus OPD Expenses but not for or in lieu of hospitalization. The persons drawing FMA should be entitled for getting treatment at the Hospitals be it a Military Hospital or a private authorized hospital for Ex Servicemen. Now a days, the doctors recommending cases to the private hospitals are being paid handsomely by such hospitals and bills are floated to Govt many times more than the actual charges and expenses and the payments are being made to them on these inflated bills. They have their men at every seat of power to get the payment. Some times the said hospitals charge money from the patients with the promise to refund the same at a later date which is not refunded. Why not the ex-servicemen allowed yo be treated at the Military Hospitals which does not cost much to the Govt and all unfair practices will come to an end. Just to give job to some people a lot of money is being unnecessarily wasted which should be stopped at once. Please bring this notice to the Hon able Defense Minister.

  5. My mother is going through medical treatment t Appolo hospital.My father is ex serviceman and retire before 2003 and not a member of ECHS. could you please let me know that are we eligible for medical expenses.
