INCREASE IN PENSION OF CENTRAL GOVT EMPLOYEE INCLUDING DEFENCE PERSONNEL AT OLD AGE : PENSION POLICY

INCREASE IN PENSION OF CENTRAL GOVT EMPLOYEE INCLUDING DEFENCE PERSONNEL AT OLD AGE; PENSION POLICY

Hon’ble Raksha Mantri Shri Rajnath Singh Ji,

1.  We the Defence Veterans seek your kind indulgence and consideration to review the existing Policy of increase in Pension of Defence Veterans at old age since  the same is discriminatory.

2.  As per  the existing Policy, Pensions  vide  O.M.No.38/37/08-P&PW(A) dated 02 Sep 2008 for civilian employees  and GoI MoD ltr No 17(4)/2008(1)/D(Pen/Policy)  dated 11 Nov 2008 of All Central Govt Employees including Defence Personnel are increased at old age as under :-

Age of Pensioner/family pensioner
Additional quantum of Pension
From 80 yrs to less than 85 yrs
20% of revised basic pen/family pen
From 85 yrs to less than 90 yrs
30% of revised basic pen/family pen
From 90 yrs to less than 95 yrs
40% of revised basic pen/family pen
From 95 yrs to less than 100 yrs
50% of revised basic pen/family pen
100 years or more
100% of revised basic pen/family pen

3. All Central Govt Employees retire at 60 yrs of Age; consequently their pensions are increased 20, 25, 30, 35 and 40 years after retirement, by 20%, 25%, 30%, 50% and 100% respectively.

4.   The Defence Personnel retire at the following Ages:-

5.         As per the existing policy, pension of Defence Veterans are also increased at the ages 80, 85, 90, 95 and 100 years ie :-

40 , 45 ,50,55,60,65 and 70 years After retirement
(b)
 JCOs (Nb Sub to Sub Major)
35, 40, 45,50, 55 and 60 years After retirement
(c)
Officers uoto the rank of Col
26, 31, 36, 41 and 46  years After retirement
(d)
Brig
 24, 29, 34 ,39 and 44 years After retirement
(e)
 Maj Gen
22, 27, 32, 36  and 42 years After retirement

6.   In order to do justice to soldiers, there is therefore case to review their existing policy to also increase their Pensions after 20, 25, 30 and 40 years at par with the other civilian Employees. 

7.   Life expectancy of the civil government employees was studied by the Institute of Applied Research in Manpower Analysis (IARM) at the behest of the fifth CPC.  After a detailed and thorough investigation, they arrived at 77 Years as the life expectancy of the Civil Servant.  Railways conducted a similar exercise for their personnel; they assessed their life span as 78 years. 

8.  No such study was formally conducted for the defence veterans since, it was generally believed that soldiers live longer than civilians.  However, Maj  Gen (Retd) Surjit Singh, AVSM, VSM who headed the Army Cell of 5th CPC, carried out a detailed study alongwith other experts in 2005 which revealed that the average ages at which our defence veterans die are as under :-

(a)  Officers          -        72.5 years.
(b)  JCOs              -        67 years.
(c)   Other Ranks  -        59.6 to 64 years.

9.   It will only be fair if the pensions of defence Personnel at old ages are increased as under:-
