The slew of welfare measures announced by Hon'ble CM of Telangana State in the assembly, are the initiative of Hony.President, Telangana State Maazi Sainikula Samaakhya, Capt V LaxmikanthaRao, (Retd) & Hon'ble M.P.(RS). The speech is in Telugu language.

Already  GOs issued on Property Tax exemption, Enhancement of SPOs salary from 10,000/- to 20,000/- and War Widows pension from 3000 to 6000.

GOs on other items of welfare measures may be issued in the near future.

Over all, as on date, the financial benefits to ESM are the best in the country,i.e. more than Punjab/HARYANA stateS.

Sub: Brief of the meeting held today with the Cabinet Secretary 

A meeting was held today with the Cabinet Secretary, Government of India, wherein myself as well as Com. M. Raghavaiah were present.

We explained him about various issues of the Central Government Employees pending at the government level. The main issues were NPS, Minimum Wage and Fitment Formula, Allowances, Pension and Very Good Benchmark, etc. etc.

The Cabinet Secretary informed us that, Pension issues have already been referred to the Cabinet, and the report of the Committee on Allowances is likely to be submitted in the next month. So far as issue of NPS is concerned, he has already directed the committee to hold a meeting with the Staff Side, which has already been fixed for 20th January 2017. The issue of Minimum Wage and Fitment Formula is also being vigorously pursued by the government.

He said that, inordinate delay was because of the various problems, but the intention of the government is very clear that, they want to resolve the problems of the Central Government Employees.

He also advised us to have patience for some time and given us an assurance that he would try to get resolved pending issues of the Central Government Employees as early as possible.

COMBINED COMMANDERS CONFERENCE HELD AT DEHRADUN : 21 JAN 17

Prime Minsiter Narendra Modi will address all senior military commanders as the chair of the Combined Commanders Conference (CCC) in Dehradun on Saturday. The annual conference, being organised outside Delhi for the second time after 2015, will be the first one for the three military chiefs.

According to sources, Defence Minister Manohar Parrikar will be present for the conference, which is attended by all Army commanders and their equivalents from the Air Force and the Navy. The speculation about the presence of superseded Army commander, Lt General Praveen Bakshi, was cleared last week and he will attend the conference. The other superseded Army commander, Lt General P M Hariz, will also be present.

The half-day conference, which is the first for the three military chiefs since taking over as head of their services last year, will be hosted at the Indian Military Academy in Dehradun. During the 2014 CCC in Delhi, Prime Minister Modi had proposed that the conference be hosted at a naval ship, an air base or an operational Army base. The last conference was conducted at INS Vikramaditya off the coast of Kochi on December 15, 2015.

The Congress had objected to holding of the conference in Uttarakhand ahead of the polls.

The conference will begin with a 10-minute presentation by Navy Chief Admiral Sunil Lanba, who is Chairman of Chiefs of Staff Committee. His presentation will be followed by similar presentations by the other two military chiefs. The three chiefs are expected to update the progress made on the Prime Minister’s points of the last CCC, besides raising issues relating to their respective services.

The conference, to end with a talk by the Prime Minister, is likely to focus on the “surgical strikes” across the Line of Control (LoC), the prevailing situation on the LoC, rise of terrorism in Jammu and Kashmir, the internal security situation in Manipur, and the emerging security situation China. Modi is also expected to touch upon the subjects raised in his previous CCC address and lay out his vision for the armed forces for the coming year.

At the last CCC, Modi had asked the armed forces to “reform” their “beliefs, doctrines, objectives and strategies”, and create “capabilities to win swift wars, for we will not have the luxury of long drawn battles”.

An expert committee headed by Lt General D B Shekatkar (retd), however, has recommended to the Defence Minister that the strength of the Army cannot be reduced, as it has to be prepared to fight any future war against China and Pakistan in mountainous terrain.

गलत तरीके से कोर्ट मार्शल कर जेल भेजे जाने के एक मामले में एक सेकंड लेफ्टिनेंट को 26 साल बाद न्याय मिला. गुरुवार को आर्म्ड फोर्सेज ट्रिब्यूनल की लखनऊ बेंच ने सेकंड लेफ्टिनेंट शत्रुघ्न सिंह चौहान को न सिर्फ बेदाग़ माना बल्कि उन्हें नौकरी पर बहाल करने और प्रमोशन देने का भी आदेश दिया.

गलत तरीके से कोर्ट मार्शल कर जेल भेजे जाने के एक मामले में सेकंड लेफ्टिनेंट शत्रुघ्न सिंह चौहान को 26 साल बाद जाकर इंसाफ मिला है.  आर्म्ड फोर्सेज ट्रिब्यूनल की लखनऊ बेंच ने गुरुवार को सेकंड लेफ्टिनेंट शत्रुघ्न सिंह चौहान को न सिर्फ बेदाग माना, बल्कि उन्हें नौकरी पर बहाल करने और प्रमोशन देने का भी आदेश दिया.

ट्रिब्यूनल ने केंद्र सरकार और आर्मी चीफ पर 5 करोड़ का जुर्माना भी लगाया. इतना ही नहीं जुर्माने की रकम में से 4 करोड़ रुपए चौहान को मुआवजे के तौर पर देने का भी आदेश दिया है. जुर्माने की बची एक करोड़ की रकम को सेना के केंद्रीय कल्याण फंड में जमा कराने होंगे.

आर्म्ड फोर्सेज ट्रिब्यूनल के न्यायिक सदस्य जस्टिस देवी प्रसाद सिंह और प्रशासनिक सदस्य एयर मार्शल जस्टिस अनिल चोपड़ा की खंडपीठ ने यह आदेश सुनाया. दरअसल मैनपुरी निवासी शत्रुघ्न सिंह चौहान ने रक्षा मंत्रालय और सेना प्रमुख के खिलाफ आरोप लगाए थे.

सोने के बिस्किट के लालच में फंसाया

दरअसल, राजपूत रेजिमेंट के सेकंड लेफ्टिनेंट चौहान श्रीनगर में तैनात थे. 11 अप्रैल 1990 को बटमालू मस्जिद के लंगड़े इमाम के यहां से सोने के 147 बिस्किट बरामद हुए थे. कर्नल केआरएस पंवार और सीओ ने शत्रुघ्न सिंह चौहान पर दबाव बनाया कि वे बरामद सोने की बिस्किट को दस्तावेजों में न दिखाएं. इस मामले में बाकी अफसर भी चुप हो गए.

इसके बाद याची ने मामले को पार्लियामेंट्री कमेटी के पास भेजा. सेना मुख्यालय ने जांच करवाई और कोर्ट ऑफ़ इन्क्वायरी का आदेश दिया. इसके बाद 1991 में शुरू हुई कोर्ट मार्शल की कार्रवाई में चौहान को 7 साल की सजा सुनाई गई थी.
