The long-awaited one-rank, one-pension (OROP) for over 25 lakh exservicemen is set to be announced this month, with a corpus of about Rs 8,300 crore, after several false starts since the NDA government assumed office one year ago. |
As earlier reported by TOI, the ministry of
defence (MoD) had earlier cleared the implementation of the OROP mechanism but it was being vetted
by the finance ministry. Defence minister Manohar Parrikar told journalists in
Goa over the
weekend that the finance ministry would clear OROP “in a few days“.
It will be announced once PM Narendra Modi
returns from his three-nation visit to coincide with the first anniversary celebrations of the NDA government on May
26. It will come as a big relief to ex-servicemen, who have been agitating for the OROP mechanism for several
years now, with many of them even returning their medals to register their
protest against what all
political parties have promised but never actually delivered.
OROP basically implies payment of a uniform
pension to personnel retiring in the same rank with the same length of service, irrespective of their date
of retirement. For instance, two officers who served as colonels for seven
years will get the same
pension even if they retired a decade apart. A colonel with five years in that
rank will obviously get lesser pension based on a graded scale.
The Modi government has defined “military
pension“ as a category separate from other kinds of pension since soldiers, sailors and airmen as well as their
officers, who retire at a much younger age and serve hardship postings, cannot
be equated with other
government employees.
Successive governments in the past had contended
that granting full OROP was neither financially nor administratively possible since it could lead to a cascading
effect with similar demands being made by others like paramilitary personnel.
But this time, the
government says military pension has been classified as different from other
pensions. The majority of soldiers, for instance, retire when they are just 34-35
years old.

ReplyDeleteVery happy message . what is genuine we are content with that. of course they have taken much time to clear it, because we come to understand the intervention of retired army officers in dividing the havildar to sepoy in two category like X and Y, where ever they take lions share. I think there is no x and Y category happy news share with your better half the news

I have read these essay type articles/news many times since 1981 but no single penny has been credited in my pension account except my real pension granted by pcda.

ReplyDelete2. Is the example giving the definition of OROP right? I always thought that ONE RANK ONE PENSION basically applies to persons retiring at different times with the same rank and with the same length of total service (irrespective of the length of service in the rank they held at the time of retirement.)

ReplyDeleteKarunakaran Sir, OROP never meant to wipe out difference btn X & Y groups. It was always meant to wipe out difference in pension of X or Y group retiree in 1975 and same X or Y gp retiree in 2015 in the same rank with the same length of Service. It is not an intervention by retd officers. All OR organisations also hv asked for Same rank Same gp Same length of Service and Same pension. That is what is OROP as understood by all Veterans, Officers & ORs alike. I am an Ex-Sgt. Hv bn I n the thick of this struggle for quite some time. Even that let us not count the chickens bfore the eggs are hatched. We hv seen many such announcements.

DeleteHe is not beating about the bush but as a hard core politician he well knows what he is talking exactly and deliberately. The government is playing games thru DM, keeping the FM and PM safely away from controversy because they are once again preparing the background to notify a diluted OROP and certainly not as per the accepted definition of OROP and DM will be the one to be criticized.
It will be a wonder, repeat wonder if OROP as per the accepted definition is granted. So, brother ESMs, expect some part of OROP only and don't go overboard. If the government wanted to Notify real OROP, it would have done so in March. The de

Can' believe until officially not declared with official letter number, directives to all CPPC and PCDA/CDA to update "Suvigya" software to have quick reference .

ReplyDeleteWith so many auxiliary verbs used right from the heading of the article and the paragraphs that followed all we understand is that the OROP Scheme in the offing is grossly diluted. In which way they diluted is amistery that will be known by 26 May.

ReplyDeleteIt is clear that the OROP will not be granted as per the sanctioned definitions as mentioned above. To make payment as per the sanctioned defnition for one year Rs 8300 crores is not sufficient. The monthly difference of OR rank itself with DA is around Rs 6000 and there is more than 20 lakhs ex OR who are waiting for OROP. Rs 14400 crores is required to fulfill their requirement for a year. There is lakhs of JCOs and Offers also eligible for OROP and thousands of crores rupees required for making their requirement. In any case more than 15000 crores is required for making the pension outstanding with effect from 01 April 2014. This is a raw calculation and the amount by reality may be more than this.

ReplyDeleteas of now there are X, Y and Z group pooling A to Z groups in army.group A is placed in the X group b, c , d , e have been put in Y and remaining in Z, we army people are not educated as much as air force brothers. all anomalies narrated above have been removed by applying the definition of OROP only rank and length of services are criteria, no further xyz grouping existing. I agree your advice till results are made out, thank y sir
