Enhancing Military Capabilities is the Top Priority (OROP implementation orders may be issued soon) – Manohar Parrikar


The Defence Minister Shri Manohar Parrikar has said that his top priority is to enhance military capabilities of the country with due focus on modernization of the armed forces. Inaugurating a two-day Controllers’ Conference of Defence Accounts Department, here today, he said, high serviceability levels of equipment and weapon systems and high morale of soldiers is also necessary which is possible with an effective and optimum resource utilisation. He stressed on working as an integrated whole with shared resources of data and information, specifically in area of pension, payments, compilation and accounting preferably on real time basis. The Defence Minister emphasized that faster and transparent decision making and focus on "Make in India" are the two pillars of our strategy for leapfrogging our economy to a higher growth. Shri Parrikar cautioned the Defence Accounts officials against any attack of hackers on their database.

Shri Parrikar also inaugurated Pension Call Centre for dealing the queries from the pensioners and their families regarding their entitlement and pension payments. The Pension call centre for Army pensioners has been established in the office of PCDA (Pension) at Allahabad and can be accessed through the toll free number 1800 180 5321. The Defence Minister also hinted that an order regarding implementation of One-Rank-One-Pension (OROP) may be issued very soon. He said after the implementation of OROP the pension related anomalies will be reduced. On this occasion a statistical hand book on defence expenditure was also released by the Defence Minister. Earlier, Director General of Bureau of Indian Standard (BIS) Shri MJ Joseph presented a ISO 9001 certificate to Controller General of Defence Accounts (CGDA) Shri Arvind Kaushal for its Delhi Defence Accounts Office.

Chief of Air Staff Air Chief Marshal Arup Raha, Chief of Army Staff General Dalbir Singh, CGDA Shri Arvind Kaushal and Financial Advisor (Defence Services) Ms Vandana Srivastava were amongst the dignitaries who graced the inaugural function.

The theme of the conference is 'Good Governance through strategic collaboration. During the conference, four business sessions concerning shared Database, E-Governance, Strengthening of IFAs System and HRD issues have been planned covering the Department's working and emphasizing synergy with its client etc. of the defence services. Senior officer of the department as well as defence forces will lead the panel discussions on these issues and provide a road map for collaborated system improvements.

    God has created men whereas men has created so many demi and mythical god. our honorable DM has created so many manifestations and dimensions with regard to OROP, in which shape finally it will appear on which time and venue. it becomes personal or impersonal no body can predicate. this is the pathetic and desperate condition of poor ex service men

  5. The distrust is resultant of continued neglect of Indian soldier by the successive govts and thus systemic failure in redressal of defense needs. Defence is not an isolated word nor the people who are part of it. We as members of defense community must take pride in keeping our integrity but some day the nation had to decide. Present govt is, in my opinion, on correct path, let's allow them some time for systemic correction.

The Chief of Army Staff had defaulted in fulfilling his assurances to the Veteran community.He assured the Veterans that OROP will be implemented by end of April 2015,and a true soldier will never betray his subordinates.The moment when the Service Chief could not live up to the expectations of his subordinates /fellow being,he should Resign from the present post,as he has no moral right to continue as Service Chief.

  8. Not something, all is wrong because PBOR are involved in orop. All Offrs has already been grated the benefit of orop by back door. PBOR ka koi khasam nahin hai.

Please Forget OROP, as per my view OROP is not going to implement in our Generation as Bureaucrat Lobbies are played like that so I feel ashamed on my self as In India it is happening if it is happened any another Country the Bureaucrat firstly goes to jail because of non welfare mentality to their Defence Forces. I hate Indian Bureaucrats forever. I also wish to say that in future I will not visit any polling booth either for voting to Assembly Election or to Main Election. Our Foreign Prime Minister is always out from India and could not see the real problems of Ex Serviceman and their families . I also predict that if OROP is planned to implement by the Government then it may be happened long back but they do not want to implement,. Wait for 2019. I assure that next Election NDA Government will ruined like anything . We have to wait for another 1460 days. I am counting that de-day Very very bad, very very shameful. At present Kissan and Jawans has no values at all. During Earth Quake, Flooding, Terrorist Attack, War then only remembered for Jawans thereafter forget and Officers, Bureaucrats is taking advantages. Jawans work like anything but fruits to Officers and Bureaucrats,

  10. Chief of army staff said by end of April, OROP will be implemented. All farce. DM says that it will be implemented in this budget secession. Budget secession is coming to an end but there is now further update on this. Neither from Defense minister nor Chief of defense. Prime minister will go to china on 14th of this month. So I am sure OROP will not be implemented in this month also.

  11. orop has been declared many time by all thieves but not implemented yet because of some confusion to bureaucrats not to grant any benefit to esm upto 2019
