Army veterans to take OROP battle to Supreme Court - Senior advocate Ram Jethmalani has offered his services as the legal counsel for the army veterans.

The veterans’ fight for the implementation of One Rank One Pension (OROP) according to its original definition is set to enter a new phase with the battle now being taken to the Supreme Court.
Senior advocate Ram Jethmalani has offered his services as the legal counsel for the army veterans. Addressing the media in Chandigarh on Sunday, Maj Gen Satbir Singh (retd), who has been leading a protest for OROP at Jantar Mantar in New Delhi for the past 161 days, said the president of Bar Council of India, Dushyant A Dave has also offered to fight for the veterans’ cause, along with his team, in the apex court for free.

Satbir also came out strongly against the recommendations of the 7th Central Pay Commission saying that the recommendations of the commission were further degrading the defence services. He appealed to the three service chiefs to come out strongly against the pay commission’s recommendations. He also said the OROP announcement and the pay commission recommendations have had adverse affect on serving soldiers. “I dare say it has affected serving soldiers. They are asking questions. You are not going by your promises. If the defence services also go back on their oath, what will happen,” he asked the Centre.

Accusing the government of leading a disinformation campaign regarding their announcement of implementation of OROP, Satbir said the veterans are not going to lift their agitation till OROP is implemented in letter and spirit.
“The government talks to militants to broker peace and arrive at a resolution of problems. Unfortunately, the veterans and widows have been sitting at dharna, but the government has not bothered to come even once to us and ask us why are we sitting here,” said Satbir.

Accusing the bureaucracy of sabotaging the OROP proposal, he said ever since Independence, the bureaucrats have been suppressing the defence services. He said the OROP announced by the government was in fact one rank many pensions and was not what had been approved by the houses of the Parliament.
Satbir said it is surprising that the pay commission has depressed the top scales of the military. “A brigadier will now come below a DIG of the police. A joint secretary going to Guwahati will get Rs 54,000 extra as special allowance, but an Army officer serving in Siachen Glacier will get only Rs 31,000,” he said.

Terming many recommendations of the commission as being an example of the “vindictiveness of the IAS”, he said even the funeral allowance of Rs 5,000 given to service personnel has been taken away. He also criticised the proposal to do away with free rations for officers in peace areas, changes in rules for disability allowance and the scrapping of furlough given to serving personnel.

  1. In 6cpc MSP was a Part of Basic and Increase in DA USED to have increase in Pension/Pay. Now it is added and not Part of Basic so Pension will not increase in 7cpc in proportion. ALSO 6000 MSP in 6cpc with DA INCREASE of 125% means increase it would come to 15000. So its eyewash for All Ranks. It should have been Part of Basic as Net effect increase in Real terms is just 500 rs for Offrs and same for ORS 2000x2.5=5000.

  4. It is to inform you(Jcos/OR) that some Vetrans(Officers) are trying to become like Kejriwal, CM of Delhi on the soldier of OR, therefore, beware from these cheaters ie. they cheated us many times as per circular 547.

  6. Sir, it is requested to you please take up the case regarding arrears pre-2006 for pbor as per circular 547with Mr Ram Jeth Malani. Amendment may be carried out ** Arrears from 01.01.2006 to 23 Sep 2012 like circular 548**. It is not understood how the different language has been used in the curcular.

    Always you take care of officers only and compare with IAS/IPS for one and other things . have you ever time for such matters for PBOR,s? Actually PBOR's are not with you whether you go to SC or any where else. Have you talked about 70% pension for PBOR's which was reduced in 3rd CPC in 1973? Have you say any thing promotion policy for PBOR's same as officers? Pension for the Honorary Rank given on post retirement to the PBOR's.

  8. PBOR pension in comparison with Officers is very less. Even Junior Commissioned Officers who do all duties even of officer's duties in field and peace get very less pension than Officers, please care these categories.

Dear General Satbir Sahib, As you are the front face of our Ex servicemen movement, please do something for PBOR too.Always you advocating the matters of Officers only.This is not fair.We respect you and your style & action for escalating the movement for deemed of OROP, at the same time we expect that you should advocate the true justice for PBOR.During service period,the Officer community suppressed PBOR like anything, it is better to say like "Personal servants", At least ,now in retired life,be human with the PBOR group.Ask yourself , whether my objections are justified or otherwise.If you think as an Army Officer, you will not be able to give my answer but if you think as a true & common human being, definitely you will find an answer. Now do ,what you wish.Almighty is there, who watch everything and will give his final verdict in hell/ heaven where there will be no Officer or PBOR. only their "KARMA" will be taken into consideration for actual OROP. Dear General Satbir Sahib, Please take up the cases of PBOR along with the Officers.You always site examples for Officer's only, During service the Officers community treats PBOR like their personal servants even in retired life you as a leader of Ex servicemen movement not highlighting the ground difficulties of PBOR to pull up their families.If you really love common soldiers, then advocate for better and much enhanced pension for PBOR community in comparison to Officers.Because Officers are already getting more and sufficient pension for their livelihood.One thing you keep in mind that the final verdict will be given by the almighty in HELL OR HEAVEN where there will be no OFFICER/ PBOR, only our "KARMA" will be taken into consideration.So, Sir do something for PBOR community, Now ask your consciousness what is the right path.Please forgive me if I comments anything wrong.I know, you have a big heart and you will understand what I actually wanted to make you understand.Thank you once again. ......

    Thanks for ur gr8 effort,ofcourse If U have decided to go to SC very fine,then nobody will be alive o hear the judgement.Remember we r not those young soldiers now,any way our widows will not get funeral compensation as per 7th cpc.

  14. Dear Gen Sahab, Jai Hind, Please take up the case of pbor to implement the circular 547 as per circular 548 arrears from 01.01.2006 to 23.09.2012 for pbor like officers. No formula has been adopted to fix the pension in the table A to C.
