Even as ex-servicemen’s organisations rejected the official notification for implementing the One Rank One Pension (OROP) scheme, serving officers have expressed concern that the norm on Premature Retirement (PMR) goes against the efforts of the government over the last two decades to lower the age of Commanding Officers and increase promotion rate with more vacancies being created in the process.
The notification issued on Saturday states that personnel opting out of service are not eligible for OROP, which several officers said denies benefits to those opting for PMR. The notification draws distinction between those who have opted for PMR and those who will do so in future.
“Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b), 13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively,” the government statement said. “We do not know who brought this back. It was earlier clarified by the Prime Minster and Defence Minister,” said Col Anil Kaul, media advisor for Indian Ex-Servicemen Movement (IESM).
PMR in the armed forces is a way of maintaining a younger profile and creating vacancies for younger personnel. Currently, PMR tenure for jawans and Junior Commissioned Officers (JCO) is 15 years and for officers it is 20 years, after which they are eligible for pension.
In 2004, the A.V. Singh committee had looked at ways of lowering the age of Commanding Officers and Brigade Commanders and suggested shorter tenures for seven combat and support arms, including infantry, artillery, armoured, mechanised infantry, engineers and signals. “The notification goes against the very recommendations of the committee. Personnel will now be forced to continue in service, which will affect the morale of the force,” said a senior serving officer.
Veterans said they will go ahead with their plan to return medals on Monday and Tuesday.

Denying OROP to the Serving Forces will have huge implications. I am sure Hon'be PM & DM having considered till here will definitely accept undiluted OROP INCLUDING TO SERVING FORCES. REGARDS MAJOR P J RAO RETIRED.

Mr. PM take another look at issues being created by your clue less administration staff who has never worn a military uniform or have encouraged any of their sons / daughters to join the services

ReplyDeleteIf tthe authorities kind enough to look into the pay bay band and statos of ORs it is below to a class IV civilian employee. VI Pay commission fixed the minimum basic to ₹.7000/-. but for ORs upto havildar rank the minimum stars from ₹.5200/-. No body pointed out this anomaly. Even being a member of ECHS we have to give certain amount in the begining and forgo ₹.6000/- per year we get less fesility in empanelled hospitals than a class IV civilian. I find if we take insurance policy with this amount wr will be getting a far better treatment outside. I pray authorities to look in tto the matter.

ReplyDeletesir , you have to give little good economical freedom to respect the medals . if one ESM is staying in a small huts /1bhk with 2kids , and his old steal trunk box ,and Rs 4500 as a pension amounts , how ESM can maintain the medals ? even good covering with frames will cost him 2000 to 3000/- , then he is required a house without any rainy water problems /seepage problems .
other wise ESM will or their NOK will search for Pawnbroker buyer to settle the issue .
and civilians will moke on him that "fouji tho fouji rahega "/"bichara fouji " etc
Please solve the problem of notification No547 and 548 on priority as the officers have already paid arrears 2 to 3 lakh and jcos/or are waiting for 2 to 3 thousands only, what a decision for jcos/or

ReplyDeleteI had saw the draft of table / chart of PBOR on base of Minimum& Maximum,As per like this as a Example . Firstly Rank has decided in two Group X& Z . As a -17 year pension for NK had Fixed Rs 8840 pm as per projected table by UPA Govt' it has now reduced by CDAP Rs 7210 only for the Group of Y'' and For the Group of X of NK With same length of Service has fixed at Rs 8270 only . Above both pension has in same rank and same length of service has fixed between two group X & Y. It mean One Rank Two pension in same rank irrespective same length of servcie But has divided & distributed in X& Y Group' Hence pension has great declined according to projection table of UPA Govt.
