Two weeks ago, I attended the ‘The Huddle’ by the Hindu in Bangalore.  It was actually a conclave named as Huddle, probably for poetic alliteration. ‘Terror Proofing India’ was one of the sessions.  The anchor asked: Should India project her armed forces in Syria, Iraq and Afghanistan and Gen Halagali responded that India, to be called a global power need to project her armed forces in trouble spots, if it serves the interest of the nation. He also said that the defensive strategy for cross border attacks from Pakistan had failed and the surgical strike conveyed the right message.  The anchor reacted by telling that the surgical strike has not stopped the ‘cross border terrorism’ to which the General replied that after each cross border strike, we need to  strike back to raise the cost of ‘cross border terrorism’ to Pakistan.  He also said that Pakistan understands only one language; a bullet should be replied with a bullet.  It was a statement well appreciated by the audience and he was applauded couple of times.                                                                                                                                                                      The matter rested there and at the end of the question answer session the Chairman of Kasturi & Sons Ltd, gets up and thanks the constitution makers for keeping the Army where it is?  Though, I do not recollect his exact words but the spirit of his statement was that the constitution makers were wise to keep the army outside the decision making. His archaic views are really a result of Nehruvian distaste for the army.                                                                                                                                                                                                                                       All, should do well to read the analysis of Ravindra W Pathak on the legal status of the Armed Forces: Article 34 of the constitution envisages martial law. It gives the armed forces the political authority to restore democracy.  The Armed Forces owe their allegiance to the Constitution of the country.  Article 52 gives the powers to the President,   who is the supreme commander of the armed forces.  Article 74 enables him to function on the advice of the Council of Ministers and Prime Minister.  In this way, the Armed Forces take political directions from the office of Prime Minister and the constitutional head remains the President.  The Armed Forces have been placed in such a way that they are not a part of the Government.  It is basically to ensure that the Armed Forces perform their constitutional role to defend the constitution.  An officer of Indian Armed Forces also take oath; that he will observe and obey all the commands of the President of the Union of India and the commands of any officer set above him, even to the peril of his life.  Please note the command he obeys is not of the Defence Minister or the Prime Minister but of the President of India and any senior officer placed above him.                                                                                                                                                                                                                         Instead of giving credit to the Armed Forces for ensuring the integrity, sovereignty and democracy of the country since its independence and strictly remaining professional and apolitical, he gloats over the side-lining of the Armed Forces.  Sad; that we have such people, who brook no opportunity to throw barbs at the armed forces, while enjoying the security and freedom at their behest.  I am reminded of what Voltaire said in the French parliament “I disapprove of what you say, but I defend to the death your right to say”.    I also defend to the death your right to belittle the Armed Forces as there are many of your likes, among the Indian intelligentsia, who have enjoyed the liberty, freedom, security and opportunities guaranteed by the armed forces that enabled them to be what they are today.                                                                                                                                                                                                                                                                              We also just saw how the politicians of all hues pounced on the Army Chief, when he said that the stone pelters, who interfere with army operations in the Valley would be dealt strictly.  The politicians and bureaucrats do not understand the pain of the Army Chief, who lost his four sons in that operation. His anguish and his response should be well appreciated by any, who has his heart in the right place.                                                                                                                                                                                                                                                                                       Now we have a previous home minister of UPA castigating the Army Chief for intemperate remarks?   Isn’t it a live comedy, when he himself is alleged to have modified the second affidavit on Ishrat Jahan’s encounter to the detriment to the nation?  He also violated the rules of Foreign Investment Promotion Board to facilitate the Maxi-Aircel deal? That’s not over yet; his son, a failed politician owning ‘Advantage Strategic Consulting Pvt Limited’ that facilitated the very same deal. Just see how the father and son duo work seamlessly to amass wealth? It is a model case study for Management Institutes?   The son has also been accused of money laundering and has been sought after by Income tax, ED and CBI.  The wife of the same minister is accused of taking 1.26 crores as lawyer’s fees from poor people, who had put their money in Sharadha Chit Fund.  She is also sought both by CBI and ED.   Here, the entire family is minting money breaking the law seemingly with unadulterated patriotism?  No wonder; he speaks for those youths in the Valley, who were obstructing anti terrorists operations of the Security Forces.  He does not speak a word for an officer and three soldiers, who were killed during that operations.  In our Country even such persons can masquerade as leaders and the media instead of blanking out such criminals from public eye, report every sordid comment they make?                                                                                                                                                                                                       I try my best not to harp on Pundit Nehru, who unfortunately nursed a deep seated distrust towards the Armed Forces of his own country, till he was chastened by the Chinese invasion.  Somehow, however much I try not recalling his naivety, I just cannot help but remembering it with great discomfort, as he had brought my country to her knees in front of the Chinese.  I wish to rub this point home on each and every occasion, as I cannot ever forgive him. His inherent disdain towards the Armed forces was greedily and conveniently lapped by the bureaucracy, who berated the Armed Forces with glee, while they bartered their professionalism and integrity to please those in power.                                                                                                                                                                                                Now let us look at USA:  31 of her 45 presidents have been veterans.   There are no qualms of retired Veterans holding important posts in the Government.  Now let us take President Trump, who has taken Gen James Mattis as secretary of defence, Gen John Kelly as homeland secretary, Lt Gen Michael Flynn as his national security adviser, who has now been replaced by Lt Gen Mac Master.  Veteran Ryan Zinke has been nominated as Secretary Interior and Veteran Stephen Bannon as Chief Strategist.  Many, in the past like Gen Colin Powell and Veteran John Kerry were Secretaries of State. It is not my intention to name all but suffice to say that great and stable democracies do not fear soldiers.  I can understand the people being weary of military, if India was a banana republic under a tin-pot dictator!  Why should the biggest democracy in the world fear the soldiers?                                                                                                                                                                                                                                                   The web of distrust weaved by Pundit Nehru has been made more dense and sticky by the self-exalted and self-opinionated bureaucracy. It is also in the ‘deep state’ of the Indian Government. It really does not matter who gets elected as the deeply entrenched bureaucracy would ensure the marginalisation of the Armed Forces; the interest of the nation be damned: The bottom line is that they should rule the roost. Even President Trump is fending off opposition from his bureaucrats, as they are doing selective leaks to undermine his policies.  The India bureaucracies does the same with subtlety, where they would feed falsehood, manipulate and prevaricate to enable a decision, which they consider meet their ends.                                                                                                                                                                                                                                                                                 Disgruntled soldiers from BSF, CRPF and Army, put their travails on the Facebook and the media has suddenly put springs in their boots and have become ‘jumping jacks’ to save the country from the corrupt top brass?  Playing and replaying their ‘Facebook downloads’ and showing a burnt chapatti again and again enables the media to take cudgels for the downtrodden and become messiahs of these undisciplined soldiers. Just to put the matters straight; the army, BSF and CRPF would be making about six million chapattis per day and the  naïve TV anchors go gaga with one burnt chapatti. Even if one percent of chapattis are burnt, then there would be 60,000 burnt chapattis on every single day.  Why is the media not showing them every day?  Even in their houses they would find them occasionally and indeed does it call for a national debate?                                                                                                                                                                                                                     The Armed Forces have well streamlined channels for grievances and only those, who let down their forces go public with the complaints.  Instead of letting the forces finding answers from within; the unemployed panellists, untrained journalists and desperate editors with a focus on TRPs burn their midnight oil to let down the forces that protect them.  We call it ‘Freedom of the Press; indeed an exalted thought for thoughtless greenhorns’ trying to lower the morale of their own armed forces.  For one bad sheep there are countless white ones; you really do not have a right to paint all of them in one brush under the notion of ‘freedom of press’?                                                                                                                                                                                                                                                     Magazines like ‘Outlook’ have survived the system by serving one family that has wrecked the country since independence.  Just look at the generic heading given on the cover page ‘Officer and a rogue’. Look with how much pleasure our enemies across the border would have savoured the magazine?  Dear Editor! I will not give you the pleasure of reading it and wasting my time.  I am sure you will have roaring sales in Pakistan.  The Chinese embassy would have bought hundreds of copies of your magazines and sent it across.  I am still not angry with you as you are doing it for your belly.  You have always been doing it by kowtowing to the undeserving and sacrificing your professionalism at the altar of expediency. It has been your trait that has enabled your yellow journalism to survive.  Good luck to you!                                                                                                                                                                                                                                                     The Armed Forces are no means an independent entity. They are accountable to the people. Even its worst detractors in their quiet and sombre moments cannot help but appreciate their contribution to the country.  We look for no thanks and gratefulness from the public as we have taken an oath to defend this nation and its core values to the peril of our lives.    We have willingly surrendered parts of our fundamental   rights to strengthen the organisation.  All we ask from our countrymen is not to undermine our pride.                                                                                                                                                     (The author is a veteran of Indian Army and can be reached at (pgkamath11@yahoo.com)_._,_.___

After the war with Ravana and Rama, Hanumanji submitted his Travel Allowance Bill for his official tour for collecting SanjeevaniBooti to Ayodhya Administration.

The Auditor in Bill Section raised 3 objections :

(1) Hanumanji did not take prior permission of the appropriate authority (Bharat), the King of Ayodhya, during the relevant time for his travel

(2) Hanumanji being Grade 2-officer was not entitled to air travel;

(3) Hanumanji was asked to bring Sanjeevani Booti, just a single plant, but he carried a whole mountain (unauthorized excess baggage).

The Auditor returned the bill. King Ram could do nothing except mark it down for re-examination.

A worried Hanumanji approached the Auditor and offered a bribe of 20% of the T.A.Bill amount.

The Auditor now wrote on the Bill :

Re-examined :

1. Even during the relevant time, Ram was still the king through his Paduka.

2. Further in an emergency, non-entitled officers can be authorized ex-post facto to fly.

3. Also excess baggage is justified as bringing a wrong plant would have entailed multiple journeys with extra cost; hence bill may be paid.

THE UN-ENDING INDO-PAK CONFLICTS :: THE 1971 BANGLADESH LIBERATION WAR - HALF-FINISHED? (WHEN YOU CHOP OFF THE TAIL OF A COBRA, ITS HEAD BECOMES 10 TIMES MORE VENOMOUS)?

Since 1971 is so important to us, a must read for those who to fill info voids. Why India did not hard-sell the release of 93,000 Pakistan POWs at the Shimla Summit. 1972?

An interesting article for those who may be interested in the history and story of the liberation of Bangladesh.

The untold story of why PM Indira Gandhi decided at the end of the Bangladesh War 0f 1971 not to hard bargain Pakistan on the issue of the release of 93,000 Pak POWs from Indian custody. Handled differently the Pak POWs issue had the potential to achieve the final settlement of the vexed Kashmir problem.

Eight months after conclusion of the 13-day India-Pakistan War on 16 Dec 1971, the Shimla Agreement was signed on 2 Aug 72 under which India agreed to send back home all the 93,000 Pakistani POWS taken by the Indian Army at the end of the war. India’s decision kicked up a huge controversy in India questioning why Prime Minister Indira Gandhi missed the golden opportunity of not using the POWs to force Pakistan for the settlement of the Kashmir problem. What motivated the PM to do this? What were behind the scene developments? Were there any compelling circumstances which have remained unreported? If there were any, ideally they should be placed in the public domain as lessons from history, for the benefit of the future generations. 

Since I was personally privy to these “behind the scene” developments, I can now as a retired Indian diplomat, although more than 40 years after the event, tell the story. 16 Dec 71, the day when Pakistan’s Armed Forces laid down their arms in a Surrender Ceremony in Dhaka before the Joint Command of Indian Armed Forces and the Bangladesh’s Mukti Bahini was the finest hour in the military history of both the nations, one old and another new.

However as the Armed Forces of the two countries were celebrating their military victory, against an unrelenting tormentor, over the creation of a newly minted sovereign independent nation, PM Indira Gandhi’s mind, in the post-war scenario, was pondering over other critical issues facing India.

Apart from having to cope with the enormous cost of conducting War, India was
faced with the financial burden of having to look after 10 million refugees who had crossed over to India from East Pakistan fleeing the horrendous atrocities of the Pakistan Army, better known as Bangladesh Genocide of 1971. The other big challenge, which was diplomatically quite complex involving national security and foreign policy issues, requiring delicate handling was now the unforeseen and un-budgeted responsibility of having to look after the 93,000 Pakistani soldiers taken as POWs. 

India wanted to keep the Pakistani soldiers in comfort, over and above, the provisions of the Geneva Convention. Indira Gandhi’s paramount concern at that moment of time was how to get back the Bangladesh leader Shaikh Mujibur Rahman alive and well. Mrs Gandhi was prepared to pay any price to save his life. This much the PM confided to, at least one member of her so called Kitchen Cabinet. That person was RNK the RAW Chief.

The PM was acutely aware that Mujib was tried by Military Court when a verdict of death by hanging on charges of treason was handed to the Bangladesh leader. Also as is typical with Pakistan, its security services did not fail to demonstrate its morbidity in the crudest possible terms. In Mujib’s prison cell a 6.5 ft long grave was dug with an overhanging rope with a loop at the end, serving as a warning that he would face a cruel death any moment by hanging on the rope.

It was a nightmare for Mrs Gandhi to imagine that if the Pakistan Army carried out the death sentence, Bangladesh would emerge as an orphaned state. For India, who supported the Bangladesh Liberation Struggle, heart and soul, it would be an unmitigated disaster, a dream shattered. So India would leave no stone unturned to save Mujib’s life, for his sake, for the sake of his family, for the sake of Bangladesh and for well-wisher India’s sake.
                       
Meanwhile the defeat in war for Pakistan at the hands of its perceived arch enemy India was seen as an intolerable insult to its nationhood. What was worse Pakistan lost half of its territory to Bangladesh, leaving Mohammad Ali Jinnah’s two-nation theory – the ideological foundation of Pakistan’s existence - in tatters. Stung by this incalculable catastrophe the Military Dictator, Gen Yahya Khan, in a flash decision, taking full responsibility for the national disaster, stepped down from his office. He asked Zulfiqar Ali Bhutto who was still in New York attending UNSC meetings to return home to Islamabad. Bhutto was also informed by General Yahya Khan that he had resigned from his office and that he (Bhutto) was appointed as the Chief Martial Law Administrator of Pakistan. However before he took his flight for Rawalpindi, Bhutto was instructed that he must call on US President Richard Nixon, Pakistan’s mentor at that time, in Washington DC.

The Grand Finale - an Unlikely Thriller Bhutto’s Washington-Rawalpindi flight was scheduled for a re-fuelling stop-over at Heathrow Airport in London. Having secured an insiders information about the details of Bhutto’s return journey home, PM Indira Gandhi called an Emergency Meeting of the War Cabinet in New Delhi at her office in South Block. The PM wanted with utmost urgency a contact to be established on Bhutto’s arrival at Heathrow Airport in London and explore what information could be gathered about the only one piece of intelligence India was looking for namely: what was Bhutto thinking about Mujib-ur-Rahman on the verdict of the death sentence passed on him by Pakistan’s Military Court?  The meeting was attended by DP Dhar, Policy Planning Minister in the MoEA, Ram Nath Kao, Chief of RAW(India’s External Intelligence Agency), PN Haksar, PM’s Principal Secretary and TN Kaul, Foreign Secretary. 
             
It was under PM’s instructions that Muzaffar Hussain (name slightly changed), who was the Chief Secy of the Govt of East Pakistan, the highest Civil Servant posted in Dhaka as on 16 Dec 71 and now a POW in India, considering his high status was lodged as a VIP guest at the official residence of the Foreign Minister DP Dhar. His wife Mrs Laila Hussain who was visiting London when War broke out on 3 Dec 71 couldn’t return home and was stuck in London. Both Mr Hussain (from Delhi) and Mrs Hussain (in London) were communicating with each other through Diplomatic Channels. I was assigned the job of a VIP courier. Thanks to several to-ing and fro-ing, I soon established a useful rapport with Mrs Laila Hussain. The PM was very much aware that Laila Hussain and Zulfiqar Ali Bhutto were intimate friends from the past. And their intimacy had remained unbroken. It was felt at the PMO - Prime Minister’s Office - that she was well placed to play a key role in a Bhutto-Laila Hussain

I had met DP Dhar several times in London during the 9 months from 25 Mar 71 to 16 Dec 71 when the Bangladesh Liberation Struggle was in progress. It was at that time that we became friends. He was an unassuming refined literary personality extremely well versed in Urdu poetry. My love of Urdu poetry from my days at the Osmania University in Hyderabad was the reason which forged our unlikely friendship despite the huge gap in official hierarchy. DP was a Cabinet Minister and I was a mere bureaucrat. Just 2 days before Bhutto was to arrive in London I got a telephone call from DP Dhar in Delhi. DP wanted me to inform Laila Hussain that ZA  Bhutto was appointed as the Chief Martial Law Administrator of Pakistan and that he was on his way to Islamabad from Washington. His flight would be stopping at Heathrow Airport for refuelling. 

I was supposed to persuade Laila Hussain to meet Bhutto–for old time’s sake-and ask him in his capacity as the Chief Martial Law Administrator, if he could help getting her husband released from Delhi.  Laila knew only too well that I was aware that she had a relationship with Zulfiqar Ali in the past. Beyond Laila Hussain’s husband, how the discussions progressed would be a matter of great interest to us. India wanted to know only one thing: what Bhutto was thinking about Mujib: release him to return home or carry out the court verdict.  
       
I succeeded in setting up the meeting. Thus two long-lost friends Laila Hussain and ZA Bhutto met at the VIP Lounge at Heathrow Airport. The meeting was marked by great cordiality. It was as convivial as could be. Without a doubt, the Track II “Summit” turned out to be a meeting of great historic significance. It was well and truly a thriller, a grand finale to this narrative. Bhutto was quick on the uptake. As he was replying to Laila Hussain’s emotional appeal for help in getting her husband released from Indian custody, he had measured up that the lady was in fact doing a biding from the highest authority in Delhi.

With a twinkle in his eye and changing the subject, pulling her aside, Bhutto in a whisper conveyed to Laila Hussain a very sensitive top secret message for the Indian PM. Sourced from Mrs Laila Hussain, I quote “Laila I know what you want. I can imagine you are doing a biding from Mrs Indira Gandhi. Do please pass a message to her, that after I take charge of office back home, I will shortly thereafter release Mujibur Rahman, allowing him to return home. What I want in return, I will let Mrs Indira Gandhi know through another channel. You may now go”. 
      
After Laila Hussain briefed me following the meeting, I lost no time in shooting out a confidential message to PMO in Delhi reporting Laila Hussain’s input. Not unexpectedly, Mrs Gandhi was pleased that Bhutto had sent out a positive message, although unofficially through a Track II channel, but her suspicion was could ZAB be trusted? The PM was cautiously optimistic but only just? Was Bhutto trying to mislead India? Was he creating a false dawn with a mischievous motive? She wanted a confirmation of Laila Hussain’s input from our Diplomatic Mission in Pakistan as fast as possible. Meanwhile within hours, a report came back from Islamabad confirming the authenticity of Laila Hussain’s report. At this point PM took matters in her own hands elevating the discourse from the level of bureaucracy to the political level.

At her own level the PM had come to know that Mujib would first land in London and then fly from there to Dhaka or may be via Delhi. Sharing a secret thought with one of the members of her Kitchen Cabinet, she confided that she now had confirmed information what Bhutto wanted from her in return against Mujib’s impending release. Bhutto had no option but to release Mujib first, the turn of the POWs would come later. Obviously Bhutto was relying on Mrs Gandhi’s sense of decency that she will not let him down. It was getting clear that Mrs Indira Gandhi had made up her mind. If Bhutto personally asked her for the release of the POWs, she would have no hesitation in agreeing to it. A gesture of generosity must be met with a matching gesture of grace. No less. 
     
In a show of manufactured geo-political generosity, known in Pakistan as Biryani Diplomacy, over-ruling the verdict of death by a Military Court in Rawalpindi, ZA Bhutto (read ISI) released Mujibur Rahman on 8 Jan 72. On his return Mujib took charge as PM of sovereign independent Bangladesh on 10 Jan 72. Exuding a spirit of genuine gratefulness for sparing the life of Mujibur Rahman, Bangladesh’s Father of the Nation, 8 months after he was set free, India ordered the release of all 93,000 Pakistani POWs under Shimla Agreement of 2 Aug 72. The world had never known such decency in the conduct of international relations as India had shown to Pakistan on the POW issue.
   
The brutal assassination of Mujibur Rahman and his family later on 15 Aug 75 by a batch of Abbottabad trained Pakistan Army officers who were now holding senior positions in Bangladesh Army, seemed like a belated fulfilment of an unfinished agenda of the ISI to mete out severe punishment on the Bangladesh leader for his role in unravelling territorial integrity of Pakistan on 16 Dec 71. His release from Mianwali Prison on 8 Jan 72 was merely a distraction.

From India’s perspective, the vexed Kashmir problem remained unresolved. Pakistan launched an unrelenting proxy war which has lasted 45 years up until this day. Thousands lost their lives. The blood never dried; the tears have never stopped flowing.
  
I conclude by what Justice Abu Said Choudhury, who later became President of Bangladesh, had to say in a strongly worded letter dated 16 Dec 71 addressed to Mrs Indira Gandhi warning her of dire consequences if she decided to go for an Unilateral Cease Fire on the Western Front. 

It would remain, he maintained, a half-finished business of the Bangladesh War. 

His concluding line was: “When you chop off 

the tail of a cobra, its head becomes ten times 

more venomous”.

The letter arrived on the Prime Minister’s desk a day too late

ఈ మధ్య కాలము లో   గుర్తించినది ఏమనగా  కొంత మంది  మాజీ సైనికులు ఇంత వరకు తమ పేర్లను తమ జిల్లా   సైనిక సంక్షేమ కార్యాలయము లో నమోదు చేసుకోలేదు. అందువల్ల  కేంద్ర  మరియు రాష్ట్ర  ప్రభుత్వము ఇచ్చే ప్రయోజనాలు  మరియు రాయితీలు మాజీ సైనికులకు చేరటము లేదని  గమనించటమైనది. ఆర్హత  కలిగిన మాజీ సైనికులు  ప్రయోజనాలు పొందాలి అనేది మా ముఖ్య సంకల్పము. అందుకు ప్రతీ మాజీ సైనికుడు  జిల్లా సైనిక సంక్షేమ  కార్యాలయము లో పేర్లు  నమోదు చేసుకుని ఆధునీకరణ  (అప్డేట్) చేసుకోవాలి.  
            చాలా మంది మాజీ సైనికులు చిన్న వయసులో త్రివిధ దళాల నుండి పదవీ విరమణ చేసి బయటకువస్తారు.    సర్వీసులో ఉండగా లేక పదవీ విరమణ తరువాత  వివాహం చేసుకుంటారు. కానీ వారి   కుటుంబ సభ్యుల  వివరాలు  ఆ సంబందిత రికార్డ్స్ లో నమోదు చేయించుకోవటము లేదు. దీని వలన, దురదృష్టవశాత్తు మాజీ సైనికుడు   మరణించిన  యడల  మాజీ సైనికుని వితంతువు కు పెన్షన్ మంజూరీ కి  చాల జాప్యం జరుగుతుంది.  
కొంతమంది మాజీ సైనికులు   సర్వీసు కాలం లో లేక పదవీ విరమణ చేసిన తరువాత పుట్టిన పిల్లల పేర్లను నమోదు చేయకపోవటం వలన  వారికి రావలిసిన విద్యా రిజర్వేషన్  మరియు  స్కాలర్షిప్ లను కోల్పోతున్నారు. మరి కొంతమందికి నమోదు చేసుకున్నపేరు  ఆధార్ కార్డు లేక పాన్ కార్డు లో బ్యాంకు ఎకౌంటు లో ఊన్న పేరు తో వ్యత్యాసం ఉండటము వలన ఆర్ధిక ప్రయోజనాలు  అందించటములో జాప్యం జరుగుతున్నది.
   అన్నింటి కంటే ముఖ్యముగా   గమనించిన విషయం   ఏమిటంటే మాజీ సైనికులు పదవీ విరమణ ముందు బ్యాంకు లో ఒక సింగిల్ ఎకౌంటు మరియు ఒక జాయింట్ అకౌంట్తెరుస్తారు. కాని వారి పెన్షన్ సింగల్ ఎకౌంటు లో వచ్చుచున్నది. దీని వలన మాజీ సైనికుల మరణానంతరం  ఆ బ్యాంకు ఎకౌంటు లో  వితంతువు కు పెన్షన్ లభించటం కొరకు మరల  మిలిటరీ రికార్డ్స్ ఆఫీస్ లకు రాసి  వారి పెన్షన్ తెప్పెంచుటకు కనీసం 6 నెలల నుంచి సంవత్సరం వరకు సమయము పడుతుంది. కావున  మాజీ సైనికులు అందరు  వారు పెన్షన్ పొందుతున్నటువంటి బ్యాంకు ఎకౌంటు ను తమ  భార్య పేరు తో  జాయింట్  ఎకౌంటు గా మార్పించు కోవాలి అని కోరుచున్నాము.  తమరి భార్య పెన్షన్  పేమెంట్  ఆర్డర్  లో ఊన్న పేరు తో మాత్రమే బ్యాంకు ఎకౌంటు  లో జాయింట్ గా నమోదు చేసుకోగలరు. 
ఫైన తెలియ చేసిన కారణాల దృష్ట్యా సైనిక సంక్షేమ శాఖ తెలంగాణా ప్రభుత్వం వారు  ప్రతి జిల్లా లో   అవగాహనా సదస్సులుకూడా ఏర్పాటు చేసి  మాజీ సైనికులకు ఐడెంటిటీ కార్డు  మరియు వివిధ రకముల  ప్రయోజనాలు తెలియజేయచున్నారు.  అంతే కాకుండా  పెన్షన్ సంబందిత సమస్యలు తీర్చుటకు  స్టేట్ బ్యాంకు అఫ్ ఇండియా, స్టేట్  బ్యాంకు అఫ్ హైదరాబాద్ మరియు ఇతర బ్యాంకు లతో కలిసి పెన్షన్ అదాలత్ ఏర్పాటు చేసి పెన్షన్ ప్రాబ్లెమ్స్ ని  తీరుస్తున్నారు.  
 ఎవరైనా   మాజీ సైనికులు లేక వారి వితంతువు లు  గతం లో  రిజిస్ట్రేషన్ చేయించుకుని   ఐడెంటిటీ కార్డు  పోంది వున్నారో  వారు కూడా  వారివారి   జిల్లా  సైనిక సంక్షేమ  అధికారి ని  కలిసి క్రింది  తెలిపిన పత్రాల ను అందచేసి తమ దస్తావేజులను ఆధునీకరణ చేసుకోగలరు అని కోరుచున్నాము. ఈ దస్తావేజులు పోస్ట్  ద్వారా కూడా పంపవచ్చును.   
ఎ) డిశ్చార్జ్ సర్టిఫికేట్/ సర్వీస్  సర్టిఫికేట్
బి) పెన్షన్ పేమెంట్ ఆర్డర్
సి) ఆదార్ కార్డు
డి)  కాన్సిల్ద్ చెక్ లేక  బ్యాంకు పాస్ పుస్తకం  ఫస్ట్ పేజి
ఇ) పాస్ పోర్ట్ సైజు ఫోటోగ్రాఫ్స్ (04) 
మాజీ సైనికులు ఒక ఈమెయిలు  ఎకౌంటు ఓపెన్    చేసి  తమ ఈమెయిలు  ఎకౌంటు పేరు అండ్ మొబైల్ నెంబర్ వారి  జిల్లా సైనిక సంక్షేమ  కార్యాలయం   కు అందించ గలరు.   దీని ద్వార వారికి అందే రా యితీల గురించి వారికి ఎప్పుడుదప్పుడు ఈ మెయిలు లేక ఎస్ ఎం ఎస్  ద్వారా తెలియజేయబడును.
మాజీ సైనికులందరూ 31 మార్చ్ 2017 వరకు తమ దస్తా వేజులు పంపి ఆధునీకరణ చేయించు కోగలరు అని విజ్ఞప్తి చేస్తున్నాము.

REGISTRATION WITH SAINIK WELFARE DEPARTMENT AND GET THEIR DOCUMENTS UPDATED AND COMPUTERISATED

   The Sainik Welfare Department, Telangana  looks after the welfare of Ex-Servicemen and their dependents. The Ex-Servicemen, i.e the retired personnel from Army, Navy and Air Force are provided with an Identity card by Sainik Welfare Department immediately after retirement on production of their retirement documents.

    It has come to the notice of Sainik Welfare Department, Govt of Telangana that some Ex-Servicemen are still not registered or are not updated their documents with the Sainik Welfare Department due to which the benefits due from State and Central Government are not reaching them.
   
    Most of the Ex-Servicemen retire young and the names of their wife and children are not updated in the documents at the time of retirement due to which their widows have to do extensive documentation after the death of Ex-Servicemen to get family pension.  Similarly, the names of children are also not updated due to which it becomes difficult to provide reservation in education and scholarships.  It is also seen that there are discrepancies such as spelling mistakes in the names of the wife and children due to which they are facing severe hardship at the time of sanctioning family pension and other benefits. Similarly their names are not matching with Aadhar card or PAN card due to which their pension claims are getting delayed.

The Ex-Servicemen open one Single account and one Joint Account in Bank at the time of retirement.  A large number of cases have come to notice where the Pension accounts of Ex-Servicemen are single accounts and the same account number is mentioned in Pension Payment Order.  The Joint account becomes inoperative after six months or so due to which the widows do not get their pension immediately after the death of the Ex-Servicemen. 

The ageing and ailing widows have to do extensive documentation after the death of the Ex-Servicemen and their pension gets delayed for a number months and at times even years. The Office of Director Sainik Welfare and Zilla Sainik Welfare Offices have resolved a number of such cases in the last 2 years.  The Director Sainik Welfare has also taken up the issue with Army HQs and they have issued orders to all Army units.  

All ex-servicemen are requested to get their Single Pension accounts converted into Joint accounts as per the name of the wife in Pension Payment Order.

Sainik Welfare Department has been conducting a number of Camps all over the State educating the Ex-Servicemen and their dependents on the above aspects.  Sainik Welfare Department has also conducted Pension Adalat to resolve the pension related grievances with banks such as State bank of India and State Bank of Hyderabad. Action in hand to conduct similar Pension Adalat with other hands.

All the Ex-Servicemen  and widows of Ex-servicemen who have not registered themselves with Sainik Welfare Department are requested to visit the office of their Regional/Zilla Sainik Welfare offices and get themselves registered by providing one copy each of the following documents alongwith original for verification:

a)  Discharge Book /Service Particulars.         
b)  Pension Payment Order (Only for Pensioners).
c)   Aadhar card
d)  Cancelled Cheque or First  page of the Bank pass book.
e)  Passport size Photograph(04)

Those Ex-Servicemen  or widow  who have registered  earlier but not provided these documents are also requested to provide these documents so that their records are updated.   They can also send the documents by post to their Zilla Sainik Welfare Office or to the Director, sainik Welfare, Sainik Aramghar Complex, Near Yashoda Hospital, Somajiguda, Hyderabad.

All Ex-servicemen are also requested to open an email account and submit their email ID and Mobile number to the Zilla Sainik Welfare Department so that all important information  may be sent to these though mail and SMS.

Director Sainik Welfare, Hyderabad has now computerised the records of Ex-Servicemen so that benefits can be provided efficiently& by faster means.  

The ESM can now register online by visiting www.telanganasainik.org They can also apply for grants applicable to them online.

I request the Cooperation of all Ex-Servicemen and their dependents in updating their records so that the benefits applicable to them may be provided to them faster and in an efficient manner.

They can visit the Office of Regional/Zilla Sainik Welfare Officer on any working between 10.30 AM and 5 P.M. and submit their documents for updation or registration.  All old case will be entertained till 31 March 2017.
