Will bring in OROP but more work needed: Govt
Here is a factual rebuttal by Air Marshal Savur, published in IE on hoax "Will bring in OROP but more work needed" by our Finance Minister Shri Jaitley, a senior advocate of the Supreme Court is using legal-speak to cloud the issue.
From RTI disclosures it has been gathered that (1) a Joint Working Group (JWG) comprising arithmetical experts of the Controller General of Defence Accounts (Chairperson), officers of the Indian Defence Accounts Service in MoD and officers and JCOs/ORs of the Armed Forces worked out and made a presentation to Shri Jaitley on 12 Jun 2014.
There was a projection of Rs 9,100 crore by the arithmetical experts and Rs 7,200 crore by Services HQ.
Then Jaitely handed over the (file to) MoD
to Parikkar. The OROP file was resuscitated from the coma it was consigned to by Jaitley, and - validation based on a 5 year data on retired officers and JCOs/ORs available with Service HQ was used to prepare a Draft Government Letter.
The estimate of Rs 8,239 crore could not have been arrived at unless arithmetic was used.
It may be useful to know a similar procedure was followed in the Rank Pay Case and was upheld by then Attorney General late Shri Goolam Vahanvati.
So legal speak is not necessarily “Satyam Mev Jayate”.
Since then file has been shuttling between MoD in South Block across the Rajpath to MoF in North Block and is now reported to be languishing in the PMO.
A first appeal to MoD for not providing a reply on the movement of the file has provided a status report on 14 Aug 2015 directing the CPIO & Under Secretary to provide the information requested.
