'It Took Me 3 Months to Figure Out the Armed Forces' Ranks', Says Defence Minister Manohar Parrikar

PANAJI, GOA:  Defence Minister Manohar Parrikar said on Saturday that taking over the key defence portfolio was nothing less than an adventure for him; In fact, it took him three months to get familiar with ranks in the armed forces. Mr Parrikar was the chief minister of Goa till Prime Minister Modi handpicked him to be the Defence Minister.

"My adventure was to be the Indian Defence Minister. From being a Chief Minister to becoming the Defence minister, is like an adventure only," Mr Parrikar said.

He said "I did not know the ranks of the army. Actually for me, understanding the hierarchy itself was a problem. I took three months to understand which officer is on which level."

"I had no background about the defence forces though I had technical knowledge...I know what are the types of armaments and the latest technology used by the army," he said.

Mr Parrikar said he gave up "unwanted" protocols, which were offered to him as the Defence Minister. "After becoming the Defence Minister, whenever I used to come to Goa, the officials of Army, Indian Navy and others were standing at the airport to receive me. It is a protocol.

I had to issue a formal order to them asking them not to receive me in Goa and Mumbai," he said.

  1. DM took three months to understand the rank profile of mil caders means he will take another few months to understand the meaning and definitions of OROP. Wait and see...

  2. No sir Sri parikkar is really an honest man and at least he knew. There were so many DM we had who serve full tenure and not knew abc of defence. Orop will be reality very soon.

  5. We bring the following issues/facts to your kind consideration for suitable/favourable order from PM.
    Many soldiers are getting disabled while serving the Defense forces due to the harsh nature of duties even in the peace times.Currently a minimum disability pension of rupees 3500 is being given to the disabled ex - service men which is not even sufficient to purchase the onions for one month.
    The new scheme of OROP is not addressed the issues of the disabled ex-servicemen who have been invalided out of military service on medical grounds and their cases considered as attributable or aggravated to Military services. The disabled ex-servicemen cases shall be considered separately as a special case for the pension and other benefits shall not be merely based on their rank or period of time they served. Due to disability inflicted while serving in the forces, they never got their legitimate promotions or able to complete their signed period of time or even able to get job outside in civil society due to their disability.
    Most of the Ex-service men who are boarded out of service are unable to lead a normal decent life. While some of them are denied of even a meagre amount of disability pension due to the low percentage of disability assessed, some of them cannot even pull on their day to day life with the minimal amount of pension given. Most of the disabilities are attributable to the service and the defense service cannot deny it. It is of no fault of the Jawan that he becomes disabled and hence boarded out. Once the service personnel are boarded out they cannot normally perform the duties in a natural way and hence chances of re-engagement outside are practically nil. He can neither continue in service nor get any job outside. His physical conditions then do not allow him to do any active jobs outside. He becomes utterly desperate and cannot pull on his service satisfactorily. This is not the case of the pension denied category alone but of those who are getting meagre amounts as pension.
    Sacrificing the valuable nonrecurring once in a lifetime youthful time to the cause of the country through the service in the Armed Forces and getting out of the same service (due to certain disability followed by some affliction caused during the service) with a crippled physique/mind incapable of leading a normal life without pension (due to the assessment of low percentage of disability) or with quite a meagre amount as pension admitted which is not at all sufficient to meet the both ends of life, is extremely unfortunate and simply pathetic which calls for a grave deliberation and absolute resolutions.
    In order to find a solution, some possible ways are to be explored urgently. The disability element and invalid pension are to be hiked considerably /sufficiently enabling the disabled Ex-service men lead a decent and satisfactory life of himself and that of his families well.
    This plea is placed before you sir, for thorough examination and, for the formulation of necessary policies followed by the issuance of suitable orders to alleviate the deplorable states of a lot of Ex-service personnel who are boarded out of service due to disability occur during their service life.
