CGDA has already issued a letter to PCDA (Pensions), Allahabad to implement the orders on the subject. Please see CGDA letter dated 27 Aug 2015 attached.

Where is the delay now? Is PCDA still waiting for a letter from DESW, a totally non functional and non-cooperative agency?

Sirs,

Col Mohan Kunnath has a very valid point based on the CGDAs orders dated 27 Aug 2015 to PCDA(pensions)as well all his under command (The letter is not addressed to three chiefs !!!). This order clearly mentions payment to all pensioners (which also should automatically include Faujis).

My observations/Questions :-

1. This letter is unsigned ? Yet , it could be down loaded  from the CGDA website.(I have also searched the DESW website ,for such orders and it is not uploaded uptill office-close 01Sep 2015.)

2. PCDA(Pensions)issued circular C-144 dated 14 Aug 2015 for payment of such an arrear to civilian pensioners (INCLUDING DEFENCE ACCTS PENSIONERS). 

(A) PCDA(PENSIONS) do not have authority to issue such a circular for payment to civilians  before getting written order from either DESW or CGDA. Compare the date of the circular C-144 d/d 14 Aug 15 and the implimentation order of CGDA which is dated 27 Aug 15. 

How can the PCDA look after the interests of Civilian pensioners without proper order  ? ANY WAY IT IS A SIDE LINED ISSUE.

3. Our main issue is our own arrears. The normal process is the DOPPW issued their order on 30 Jul 2015. Thereafter,the DESW of MOD is supposef to issue further orders for defence pension payments to all the 3 chiefs and CGDAs. Based on this DESW orders, the PCDA (Pension) issue circular to all concerned. 

THIS PARTICULAR ORDERS FROM CGDA DATED 27 AUG 2015 IS A DEVIATION FROM THE SET PROCEDURES/SOP.

Veterans, who have contacts in PCDA(pensions), Allhabad may contact them and find out the further progress on CGDA letter sited above.

Also few veterans must flood the PCDA(pensions) allahabd with emails,asking them what action they have taken on the ibid letter of CGDA dated 27/08/2015? 

And when the circular getting issued for payment of fauji pensions. Also ask them for payment of interest for faujis from date of civilian circular C-144 (14/08/2015) till date of issue of fauji circular .
