EXTRACT OF BRIEF - VOICE OF ESM SOCIETY MET DEFENCE MINISTER ON 06 OCT 2015

Voice of ex-servicemen society team met Hon. Defence Minister, Mr.Manohar Parrikar and the following are the discussions and responses:-

1. We raised the issue of VRS and sought clarification - Minister clarified that the issue was not never related to Jawan JCOs, it pertains to officers only.

2. On revision of of Pension every 5 Years, Minister explained that Army has agreed for the same in writing so there is no change possible.

3. We raised issues of group wise segregation of pension for Jawans, which is not paret of the definition of OROP as passed by parliament. In our argument, we brought out that Officers both technical and non technical get same pension, why discriminate for jawans - Minister said that other officer organisation accepted this division of Group X and Y. Also it would further cost 600 cr. to club them together. Hence not possible to club them at this point. - Our response is we will continue and intensify our fight.

4. We raised equal MSP and 75% pension issues - Minster responded that the same will be part of 7th Pay commission, where as our stand was to treat it as part of 6th Pay commission - Our Stand is the we will explore both legal and agitational modes to fight for our right.

5. Various other discrimination issues: We raised other discrimination issues like sevadari system, CSD and Reservations for officers in all DGR posts.- Minister responded that we can have more detailed meeting on these issues at a future date. 

Over all, Voice of ESM Society, considers this meeting as path breaking and a giant step towards elimination of discrimination. Though no immediate results neither expected nor assured - we believe this progress will take Jawan JCO issues to fore front and policy makers ' agenda.

Kindly note that in a reliable video I learnt that it was Def Min who made the noting that other Paramilitary personnel could ask 'OROP' in the file sent to PM.

It is evident that COAS and Def Min are not innocent as made out to be.

We need to get the notification on OROP and file a writ in SC for all deficiencies in it.

    l would like to know the logic behind this.. Do you know what impact it can create in service. WHo will be working in technical instalation and aircraft with minimum passing out/ entry qualifications as
    Diploma in egg working around the clock with out any fixed working hours. Have you seen in civil, a clerk, MTD , and junior egg paid same.
    Army and Navy did the thing with wisdom awarding status JCO to diploma egg snd in navy as petty offr after artificet trg to 10 th guy.
    But IAF has done injustice by recruiting highly talented guys to face such high quality training passed out as diploma and awarded AC equal to sepoy! And you will find they discharge from service as OR, s same status as sgt with pension differnce of 200 bugs from sepoy or AC. Tell us what career progress, self esteem, loyalty and commitment you expect from 20 years bonded job of an airman. Think about it. Where as in officer regardless their branch in civil or sevice, have same salary as an officer or excutive, need to be graduate in repective discipline. Ask things which is justifiable. Do not work against our own brothers. What is the logic in same pension to different levels of job or it is good award same same pension to rank provided give them right rank after their training. .

  2. Sir, No issue of Hony Naib Sub pention as Naib Sub was raised yet. It,s very necessary. I read Circular 549 all Hony rank pension Rs. 1 than regular rank ie. NK, Havaldar etc. This is totally injustice with Hony Naib Sub. This is great insult to the rank of Hony Naib Sub as it,s earned doing whole service in excellent not with seniority . Please raise it strongly. Thanks

  3. This means the clause VRS stands , and officers will not get the benefit of OROP if at all it comes

  4. There is also a clause in the draft OROP order that the pension will be fixed as per average of minimum and maximum of scale in 2013. This will even reduce the existing pension of JCOs/OR, as presently the pension of JCOs.OR is fixed on notional maximum of post 2006 scale. So you should have raised this issue also.
    The UFESM has already objected to this clause.

  5. Dear sir,

    while in service, we encountered so many illegal things done to us by the officers, trespassing law of nature and abused their power to punish us, once I was detailed as a switch board operator on exchange when I connected a call to a lady wife of a general I took some extra time being line was so noisy, for that the officer in charge of exchange in order to please the officer's wife he punished me without any reason. in army officers wife is having equal summary power to deal a issue pertaining to jawans, disobedience to illegal order to work as domestic servant in the house of army officers , they used to send jawans as working party to officers kith and kin like sister and brother

  7. If VRS Officers willn't get OROP then, ''Will re-employed Officers who are employed by Govt in Defence, Para - military, PSU's etc....wll they get OROP ?"

  9. Which officer organisation accepted pension for jawans based on group. Will they accept if officers are paid pension as per branch . OROP, is it rank based only for officers. Then why did they involve jawans in the protest. Our own officers cheated jawans.

  11. All the provisions/facility are only for officers ie, CSD Limit, OROP, Increase of pension and pay & allowance. They are near to Burocrates and other welfare officers of AHQ. No body of jcos/or knows the names of any Burocrates. They understand us un illiterate. We need no facility except officers.

If any one joins as an officer today , minimum he becomes Gp Capt & retirement age is increased to 57 yrs from 54 yrs.Earlier there was selection mode for promotion for officers.Officers has made assured career progression for themselves. These officers have snatched all promotion avenues available to them from 01 jul 2003 by bringing 10/30/60% ACR based criteria& reduced no of vacancies drastically. An technical Airman with sharp brain , having diploma level knowledge, skill working on sophisticated machines is reduced to FITTER post.Officers always wish that these PBORS should not have any improvements in terms of status/social respect/ monetary benifits.There has to be participatory management at all levels.There is gross exploitation of technical manpower by our officers. These officers are taking false oath to look after the PBOR every year. But all false n drama.But we peole are shining in all walks of life after retirement by virtue of our abilities
