One Rank One Pension to be approved by April end: Army Chief

Addressing a rally of around 17,000 ex-servicemen here, the Army Chief said, "The OROP will come out in the same principle as desired. It will be effective from April 1, 2014 and may be approved latest by April 30 this year. However, delay does not matter as arrears will be given."
The OROP scheme, which seeks to ensure that a uniform pension is paid to defence personnel who retire at the same rank with the same length of service, irrespective of their date of retirement, has been a long-standing demand of the over two million ex-servicemen in the country. In view of the hardships faced by the soldiers while discharging their duties, Gen Singh has sought a hike in their pay and allowances from the Prime Minister, a defence statement said.
Singh said that the army has tied up with the Skilled Development ministry for ensuring employment to the Army retirees in public and private sectors, it said. However, the Army Chief ruled out the possibilities of exempting the veterans from income tax as it would be a violation of the principal of parity, the statement added.
A number of grievance resolution stalls were set up to process on-the-spot redressal of grievances pertaining to pension, preparation of ECHS cards and CSD cards, it said. A medical camp was also organised in which specialists from various discipline of medicine attended the needy patients.
Besides, 26 modified scooters and six wheel chairs were given to the eligible ex-servicemen, the statement added.

  2. Dear Veterans, This is what going to happen in this way they will drag this issue of implementation of orop for long period. Everyday some news comes out for further postponement therefore it seems that they will take up the matter till VII cpc declaration.In the previous new we heard that the OROP file is forwarded to MOF.But today we came to know that file is still under study with Finance Wing of MOD therafter it will be forwarded for approval to MOF. So what is fact God knows.After approval of orop by parliament before one and half year still the things are being studied.If it would have been a matter of perk and allownces of politician and beaurocrates it would have been implemented.

  3. Sir, there is confusion on above statement and the the statement of Col Kaul made on 11 March 2015 as "4. OROP The RM gave out the status of OROP as on date. The salient features of which are as follows: -
    (a) The final document duly cleared by the FA (Def) and signed by him is being fwd to the FM today. I.e. 11 Mar 2015. let,s hope for the best THKS-JCR

  4. God only knows what's going on with orop implementation. Lot of statements with assurances and dragging of implementation dates as well as maintaining 'x' and 'y' groups do not speak about implementation of orop in true sense. 84 percent of so called allotment towards orop fund listens high but in reality if group remains then the actual take of 'Y' group seems to be quite less. Let's hope for the best.

Veterans now have lost patience to buy any more assurances.The delays/postponed decisions are so long and so many that the charms of the the prop is gone.The eagerness created during last two months made us to lose faith on any more promises.Now if prop is not implemented,will not be a surprise to the veterans. Lost hope.

  9. A rep of JCOs/OR should be included in the orop case because the officers are not in favour of this category as they are trying to get all the benefit of this scheme. ie. pension of major rank to lt col.

  10. It appears that Govt is going to implement One Group One Pension for Military Personel wef 01.04.2014 deviating the definition of OROP accepted by the Indian Parliament.
    As per latest informations available in the internet, the pension table is being prepared separately for X and Y Group. For Officers there is no Group though their nature of duties are different. As for JCOs they are employed for superwisory or Administrative duties. In Army an Hav is promoted to the Rank of Nb/Sub he has to forgo the cladsification Pay entitled him from Sep to Hav. As per the pay scale up to 31.12.2005, there are three different Pay scale for Group X,Y and Z group for each Rank.In addition there was no Group pay. Accordingly pension was calculated on the maximum of the pay scale of different group for each rank. With this system X Group personel was drawing more pension than Y group and Y group personel was drawing more pension than Z Group. On implementation of 6th pay commission wef 01.01.2006 a new formula by introducing pay band, grade pay,MSP and X group pay pension of pre 2006 personel was re fixed by multiplying 1.86 to the maximum of pre revised pay scale and adding Grade pay of respective Rank, MSP of Rs 2000 for Sep to Sub Maj and X group pay of Rs 1400 for X group pensioners irrespective of their Rank in which they retired. When the pay scale, grade pay and MSP are equal to each rank the difference between X and Y group is only the X group pay of Rs 1400/-. If Iam correct logicaly the difference in the pension between X and Y group of each rank should be only Rs 700/-.. The enhanced family pension chart very clearly shows the difference in the pension between X and Y group for the each rank is only Rs 700/-. If I mention here that X group pensioner enjoyed double benifit in their pension one in the difference in old pay scale and the other in the form of X group pay in the new pay Band. For example take the case of pension of Sub Maj of X group Y group. X group Sub Maj pension as on date is Rs 13590/- whereas the pension of Y group Sub Maj is Rs 12285. The difference is Rs 1305/- .The net difference including the present DA of 107 works out to Rs 2701/-. If you happened go through the pay scale of Sub Maj of A and B group as per 3rd CPC is fixed at Rs 312/-. An outstanding carrier Sub may become Sub Maj between 20 to 24 years and he is compelled anf bound to retire on completion of 4 years tenure the Sub Maj Rank. Normally very few Sub Maj are performing their trade/group duties in their tenure as they are entrusted with the extra burden of Senior JCO or the administrative appointment /assignment depending on the vacancy existed in the Units. Threre fore the Sub Maj post should be considered as one without the distinction of group. These aspects needs to be considered while finalising the Revised Pension Chart to be implemented wef 01.04.2014. To view the points mentioned above in the point of justice.
