Bureaucracy has played spoilsport in OROP & Hindi promotion: VK Singh


BHOPAL: Minister of state for external affairs Gen (retd) V K Singh blamed bureaucracy for the plight of Hindi in the country. He also held them responsible for creating confusion over voluntary retirement scheme (VRS) during implementation of one-rank-one pension (OROP). 

"Babus triggered the misunderstanding on OROP. It's a known fact that there is no concept of VRS in armed forces," said Gen Singh while talking exclusively to TOI. "Later, Prime Minister had to clarify that those who have had to give up jobs prematurely would be covered under OROP benefits," he said. 

Gen Singh, who arrived in Bhopal for World Hindi Convention, also blamed bureaucracy for lowering the prestige of Hindi. He said, "Babus have made spoken and written Hindi complicated and are discouraging use of the language." He also attributed poor translation skills for demeaning of the language in government departments. 

He also backed defence minister Manohar Parrikar's suggestion in Rajya Sabha last year that government may introduce a module of compulsory military training at college level on a pilot basis in some districts.

  1. This only goes to prove that these ignorant babus in the government administrative branch are running the show. How could such idiots be allowed to occupy those policy making chairs and misguide the decision makers / politicians

    you should have read the draft before the announcement of OROP, now do not blame babus they are always against ex army people as mr jaitley house maid minister.

  3. Those blaming bureaucracy for their plights should have stood on their feet by now. Three service chiefs representing entire Armed Forces sitting side by side in the press conference should have corrected it before its announcement. If they do not why to blame to bureaucracy. VK Singh sahab you are also from that fraternity.

  4. Those good old days of the IAS babus(the most appropriate word to describe this object) are now over. As there are no more deaf and dumb, corrupt, boot polisher minister in the cabinet who could only think of well of themselves and their relatives and not of the Nation. Things have changed those BABUS(IAS) who can't deliver will either be kicked out will or will resign. Their are a few in the MOD who have already been identified. They are anti national and traitors. The remaining will have to behave and work for what they are paid. The nation has to move ahead, it cannot be dragged down or held back because of a hand full of babus.

  5. Britisher were running shortage of so called Babuji while rulling India. Lord Mechale's education continues even today in our scools which produced more Babus only. The "Make in India" should be firstly implimented in our education. Mother toungue HINDI is a step-mother for these Babuji. Give them VRS and Pre-mature retirement to understand the very defination of it. Draging these definations(OROP) for a soldier who was enrolled and not employed for a term of engagement of 15/20 years and was dischrged from Active service on fulfilling his term of engagement with a minor pension which was insufficient to fetch two times meals for self and family (Rs.599/-p.m on discharge in May 1990.in my own case) How difficult we are living withiout a shelter even of today after 25 years of discharge. Honesty, loyallity and respect for the mother land never turned up our mind to earn/gain by wrongful means and with all these suffering WE standby for our beloved Mother land even at this age of 65-70 and able to waste atleast one round of ammunition of enemy.Warning:-Hey! came with empty and will passaway empty hand. You own people will curse for your misdeeds. Think before you go to sleep!!!

  7. Anice educative writeup by PC.I know some people would not like it because truth is bitter. As regards to pmr is concerned i would like to clarify a thing or two. P M R is not a term defined in the pension regulatipns. It is a loose term used for going on pension after completion of pensiionable service as per terms of engagement.Twenty years for pfficers and 17 yrs for jawans. On completion of the stipulated pensionable sreviceone can go on pension with some liability of reserve, to be called back during national emergency. A jawan due to rank structure in army if does not get further promotion he will be sent on pension on completion of colour service ie 17 yrs as per terms of engagement.Asfar officers are concerned they can proceed on pension on compeletion of 20 yrs .They can either opt for pension due to personal reasons or they can no pass promotion exams as per laid rules.so there is term as PMR.serving beyond colour service is purely the personal choice og a soldier.Unlike in armd forces a civ govt servant has no liability of reserve service. This pt must also beunderstood.As far bureaucrates are concern ,well over the year they have acquired immense power without any accountability of any type.The politiciaal bosses are of trmp in nature and have to depend on their staff. The staff takes un due advanyage and misguides the boss because the staff do not have to answer to any.If due to low morale of armed forces se thing goes wrong either on borde or internally the blame will be of the mllitary bosses.We being in services are too concious towards our duty and Izzat and the indian system takes us for a ride.onfeel puzzled that were the chiefs flanking the Def Minister on 05 sep press confrence anware of terms VRS andP M R and their implications? Or they not shown the draft press relaese. What ever be the reasons they have probably the respect chiefs ere required to command. The babus here also have let the chiefs down. It is a very dangerous andserious situtation. Hope our political leadership and the chiefs themselve have realised it .The damage done by the on going OROP issue to the services and the nation as a whole must be repaired at the earliest by the govt .The buearucrats at the helms of national affairs must keep their ego aside and take concrete steps to restore the confidence of armd forces.We all must realise that govt is like a machine say a table clock made of numerous small parts .To run the clock efficiently all parts irrespective of their shape and size are exqually important

  8. The babus are making differences vide circular 547 and 548 not granting arrears to jcos/or except officers we will fight against these type of circulars.
