Seventh Pay Commission: 3 Service Chiefs To Convey Concerns To Parrikar

New Delhi: Concerned over the increasing pay disparity between defence personnel and their civilian counterparts, the three Service chiefs will soon meet the Defence Minister Manohar Parrikar to convey more such “shortcomings” in the recommendations of the Seventh Pay Commission.

The armed forces’ personnel are of the view that if the Pay Commission is implemented in its present form, it will position them much below their civilian counterparts in terms of salaries, facilities and status, defence sources said.
One of the main grudges that the armed forces have is with regard to the “risk-hardship matrix” dealing with the allowances for posting in tough areas.
As per the pay panel recommendation, a soldier posted in Siachen Glacier, the highest battlefield in the world which poses great risk and hardship, will get an allowance of Rs 31,500 per month. In contrast, a civilian bureaucrat from the All India Services draws 30 per cent of his salary as “hardship allowance” when posted anywhere outside the “comfort zone”.
Under the new scale, a senior IAS official posted in a city in northeast India will draw much more as “hardship allowance” when compared to the Rs 31,500 per month that military officers posted in Siachen are to receive, sources said adding the difference will come out to be over 50 per cent.
A total of 869 Indian soldiers have died in Siachen since 1984 due to various factors, including the hostile conditions there.
Navy chief Admiral R K Dhowan was the first among the three service chiefs to officially comment on the Pay Commission report.
“Whatever we feel are the shortcomings are being taken up by the three services with the Ministry of Defence to see that whatever we feel is necessary for our men, our officers, our civilians, is made available to them,” Dhowan had said here on December 3.

  1. Oh god after all chief bhi to officers hi hai fir vo hi rona a soldier will get 31000₹ allowance at siachin which is less than their civilian counterpart that is IAS yaha soldier means officer hai ji soldier ko bichare ko kaha 31000₹ Milne lage ye Indian army hai ji where all three forces ARMY, AIRFORCE and NAVY Run by officers, ruled by officers . Aab to ye angrejo wali policies badlo unko gaye huye 68 years ho gaye but hamari forces me abhi bhi vohi chal raha hai ho sakta hai some people may not agree with me but kya kare ye hi truth hai and this is the irony of our helpless soldiers . But now the time has come to change the English policies and to tell our officers that English rules and policies nahi chalege JAI HIND

  5. In the subject as per above our veterans had climbed at on water tank with some demand and soon creation of OROP. The subject had clearly take up 'DISABILITY PENSION SHOULD BE EQUAL TO ALL ALL RETIREES'' top to bottom Each and every rank holder personnel's Due to Sickness and DISABILITY could not be separate/differed between officers & Jco /Ors .
1-As per Earlier Matrix table of disability pension Rs 3510 to 27000 lower to higher rank holder personnel. As per 5''th commission Rs 1550 had hiked been up to Rs 3510 only slightly more over 2 times spite for officer had hiked been Rs 2600 to Rs 27000 only much more 2 times. So that anomalies & differences had found much more between Officers & jco’s/ soldiers. Anybody may be Attention at on our logic and valuable points of DISABILITY ELEMENT 'Why should differed/separate between top to bottom for each rank. Any Rank holder have injured during operation while on duty/ or disability had Approved by medical board in account of ''Attributable and Aggrieved by during/by military service along with same value and % of Disability Element'' had provided to such officers & jaw an' Why should separate disability amount pay to officers and other for JAWAN' Because Service Element and SERVICE Pension are already paying to all personnel's as per ''RANK WISE'' irrespective a length of service. Hence Disability Element should not be allowed and variation as per Rank wise.
