The Army's anguish - By Justice Markandey Katju (Retd) (in his SATYAM BRUYAT Blog)

A retired Lt. General of the Indian Army sent me this piece by email :


The General Officer Commanding, Delhi Area, who is of the rank of a Major General, used to escort the Prime Minister to the dias every Independence Day at Red Fort.

This year Babus ( i.e. civil administrative officers ) did it, and the GOC walked behind in the third row. 

The GOC used to be the only dignitary standing behind the Prime Minister. This year it was a Babu who was there, and the GOC was pushed to the side. I wonder why the GOC stood there if he was to be treated with such disdain and distrespect?

I was told that the GOC Gen Mitra had conveyed that he will not allow the protocol to be breached and he will stand next to the PM and not next to a Babu. But sadly the Army allowed itself to be relegated.

It is time the Army moved out from all these ceremonial commitments and let the civil administration handle it. Why should we let ourselves be treated as working hands, expendables, unhonoured and unsung???

Unfortunately the army, whose officers and soldiers give their lives gallantly defending the country is conveniently forgotten on such solemn occasions. 

The closing remarks of the PM in his Independence Day speech.were 
"Jal, thal, nabh mein hamari raksha karte hue police karmiyon ko main salaam karta hoon".

So now the Defense Services will no longer be governed by MIML and DSR. The Defense Services will now be governed by the Police Manual. 

Retirement age of Lt. Generals is 60 years, that of lower ranks is less. . 
Honesty, and devotion to duty of armed forces is the same, if not more, than the police, but we are often forgotten. Our dedication to the country and society is the same as of Ministers, MPs and MLAs.

As per PM's speech, the Armed forces have now been converted into police. This is definitely not a slip of the tongue. 

Also, the PM closed his speech mentioning " 33000 police karmi ne balidan diya hai ".  

No mention of the armed forces.

The Doval imprint was clearly in this. the police is supreme. while the Military sacrifices are in vain.

What do you expect when the COAS as host on the Army Day reception In the Army House sits in the second row.We have allowed this rubbish!

If there was any doubt that Modi is out to denigrate the Armed Forces, those doubts can be laid to rest now. Assisted by Doval, Rajnath and Jaitley he will succeed.

  2. The present Govt's attitude towards the Armd forces to downgrade the status. Never the less PM like Mr modi couldn't delevered his independence speech from lalkila that police karmi ne balidan diya.wonderful.Jai ho bharat mata.The press note of pm speech deliberately prepared by mr doval in coordination with mr jetly n mr Rnath.And the same has happened during the escort to pm Goc saheb and compelled to stand on third row.The tricks are cleverly setright by babudom only. The times are yet in our hand to bring back all the dignity and status only if all stand unitedlyfor a sigle cause.Hope brass collars must retrospect themselves. Jai Hind

  3. This will definitely happen again now when 7 CPC award is around. All other departments have completed necessary actions towards payment in this month. The fate of uniform defense persons is unknown.

  4. Sometime back Mr Modi got offended when a bureaucrat wore sunglasses in his presence. Does the PM realise his bureaucrat's/minister's fault in downgrading the protocol. Or, the is indecency intentionally put into action on his orders?

    Our top brasses will exhibit their importance and commitment in the conduct of several government events, MODI must realise who conducted the funeral of mrs Gandhi and others, we as a soldier involved in the arrangements and without any untoward incidents we conducted the funeral parade on time. MY general officer has been relegated to the second place. in every occasion, let MODI rely on babus he should not call defense force to contain internal trouble. very shameful

  6. own grading of defense status did not start from yesterday or day Dbefore.The nexus between politicians and bureaucrats started this project soon after the British left India.The first step was to downgrade the protocol hierarchy of C in C from no2 to further down. Then his official residence "THE THEEN MOORTHY BHAVAN" taken away and made official residence of the then PM Late Sri Pt.J L Nehru.From then on began the systematic down grading and the present relegation to back row Army Commander to third row even on Army Day
    Now the soldier finds his position not even on the bottom step of the ladder. He is well below the lowest CG employee. This situation will only worsen in time as long as defense matters are controlled by agricultural graduates, financial experts and some inept IAS Babus.
    My humble submission is that, do away with defense service and entrust the task of guarding the borders and defense to IAS/IPS/Forest Service personnel.That is what the PM wants and he amply demonstrated by praising the sacrifice of police personnel and conspicuously leaving out even a passing reference to defense personnel in his Independence Day speech.
    The finance ministry does not have to worry about implementing OROP/DL33/and 7 CPC recommendations to defense personnel.
    What a colossal saving of National wealth it would be!!!
    Create special All India Service with nomenclature"Integrated Defense of India and Operational Tactics Service" = "IDIOTS" and let those Babus defend the nation

It was a long established tradition that only the GOC, who is of Maj.Gen. rank accompanies the PM on to the Dias during ID celebration. This year the convention was flouted and a Babu accompanied the PM and GOC was made to follow in the third row, mind you, this happened on Army Day.
    Down grading of defense status did not start from yesterday or day before. It has a history of over 6 decades.The nexus between politicians and bureaucrats started this project soon after the British left India.The first step was to downgrade the protocol hierarchy of C in C from no2 to further down. An Idea can not only change one’s life but the life of a nation, too.
    I urge upon Babus to manipulate creation of an All India special Service with nomenclature"Integrated Defense of India and Operational Tactics Service" = "IDIOTS" .Your status will soar sky high. Why delay? There is an adage “SHUBHASYA SHEEGRAM” Good thing are not to be delayed

Mr.Modi is a civilian.He never fired a single bullet holding a rifle.Not necessarily he would be knowing instantly every formality or protocol.But why that general was standing in the third row taking instruction from a civilian.You all blame the BJP for many things. It started with the alcoholic man Krishna Menon, Nehru and Indira Gandhi.Nothing to worry about.They will reap what they sowed. sooner

    Lt Gen sahib was also at the top brass. He is also talking so much. What did he do while he was in inform? Did he ever raise such matters while in office? He is also responsible for present scenario.

    I am sorry. We have a habit of firing from others shoulder.

  12. What purpose is it going to serve by writing to Justice Katju ? I am of the opinion that the General must have written to PM and Defence Minister directly and conveyed his as well as Defence fraternity's bitter feeling in this regard.
