SOME IMPORTANT INFORMATION FOR THE BENEFIT OF ESM COMMUNITY

With Respect to the last para of the  trail mail, I would like to quote.

Few statements  which has been made by the CGDA and PCDA pensions during pension adalat  at Parvanoo . Due to quoted as understood by some veteran who had attended the meet there.

A statement as such made by CGDA certainly carry a lot of prior inputs to us  and  There is a rethink on the  date  on which the basic is to be taken (is it 1/1/2006 or is it Jul 2014/31 Dec 2015  for  deriving the new pension as per 7CPC wef 1/1/2016.

From the  CGDA's statement itself it comes out that the multiplication factor (FF) of 2.57 has to be changed to 2.89 for accommodating the OROP basic in the 7CPC implementation .

This gives us food for thought and few more bashings on inevitables/virtual realities :

Today I went to Tarn Taran to attend the pension adalat. It was possibly the first time the highest ranking officers came. It was organised by 7 Inf  Div. 

The CGDA, Mr Kohli who belongs to Naushara Pannuan, about 15 km from Tarn Taran. CGDA (PENSIONS) and CGDA WESTERN COMD were present. 

Had an opportunity to spend 20 minutes with the CGDA. Issues discussed as under.

1. 7 CPC pension award. Most, including myself were under the impression that our pensions go up by 2.57 times the pension as on 31 Dec 15. The CPC award is 2.57 times 01 Jan 2006. Now this works for civilians. Not for Faujis. I was left clueless. Anyway the MoD and MoF are in the final stages of resolving the complication. According to him if we are to get the equivalent of 2.57 times as for civilians we should get 2.89 times of 2006 pension. Hence the problem. 

2.  33 Year pension case is also having similar problems for us. Civilians have no problems because their pay is based on pay bands and pensions also accordingly. In our case earlier last 10 months average and after 2006 pay in last rank or last pay drawn. 

To be honest i wish I had deeper knowledge of these complicated issues.

However this is in the final stages of govt approval. The tables will again take time at cgda. Reason we got increases in 2006, 2009, 2012 and OROP in 2014. All these have to be factored when arriving at arrears since 2006.

Office of DPDO is under winding up process. 

The staff of cgda has come down from about 28000 to 19000. 

Since computerization has made things easier and all individual data is with cgda pensions, the office of DPDO will be wound up slowly. 

Some sort of help desks will come up which are easily accessible where just the problem is fed and the pcda will answer the query.

The PCDA should wind up its business,pension matter should be directly dealt by respective pension cell of individual forces.All the complications(in their opinion) occurred due non adherence and wrong interpretation the 6th CPC notifications by DOP and PCDA.Where there is will there is a way.Only thing matters is it takes little bit logical and honest motive to solve the issues.Like Brig.Vidyasagar said it is nothing but arithmetic.Pension calculation does not demand to be Great Ramanujan.Funny and unbelievable explanation for the intentionally created delays.

  2. Refer para 1 above, if MF 2.57 is applied to 1.1.2006 pension, then our pension will be reduced (instead of increasing) under 7 CPC. Even a MF of 2.89 on 1.1.2006 pension will also reduce our pension. If GOI really wants to give 7 CPC to Mil.vets, then MF 2.57 should apply to OROP Pension. Simple calculation is MF 2.57 on pension drawn on 31.12.2015. HFO BL Kalra

It is a fact and if so stated, it means denial of 7 CPC to us. Alternatively OROP was advance payment of 7 CPC in installments. If true we R being shortchanged, as always

The criteria of last rank held and 10 months of emoluments ,average is applicable to both the civil defence employees.I request him once again to verify and substantiate his statement

  8. By enhancing the MF to 2.89, the civilian pay scale will cover the OROP edge of military pension. Very clever indeed. Last drawn OROP pension as on 31.12.2015 should be the base figure.

The problem is that the 06 pay /pension be multiplied by 2.57.For that one must know what is the pension on o6.This is yet to be known through dl33.As this is an endless dispute and the manipulated pen of 06 no. of times one of that is OROP, the mf may be applied to this figure.How ever the discussion by the authorities in this manner is for denying the 7cpc for the veterans.

  12. The only way to make these dumbbells is go on strike give medal back and 3 chiefs must resign for not standing up to the exservicemen welfare
    The chiefs are trying to please govt by keeping the soldiers cause in the grave

  13. A single 2.89x factor will simply not work as OROP of each rank-cum-qualifying_service combination does not bear a constant ratio to the VI CPC pensions.

    For example, in the case of a Lt Col with 30 years of service, the VI CPC pension of 26265 would have to be multiplied by 3.31883723586522, not 2.89, to equal the product of OROPx2.57=33918x2.57= 87169.26.

    And even by multiplying OROP with 2.57 the resulting pension in the case of the older Lt Col pensioner with 30 years service will equal the pension of a 2016 Lt Col with a service of approximately 24 to 25 years, i.e. 5 to 6 years less than the 30 years service of the older pensioner. Please have a look at this calculation.

  14. On close examination and critical analysis - it is simple arithmatic .No problem and no complications.
    If intermediaries do not follow fundamental rules and principles as applied to other Govt employees in Republic of India ,and start with biased interpretations with mind set of meharbani to Military service employees ; naturally problems would surface.
    Military would have to have at least same MF of 2.57 for pensions as on 1.1.2016 and not on 2006 or 2014.
    What is this tamasha of need to raise MF to 2.89 by presuming pensions at low figs as on 2006 or 2014.
    Pensions of one and all incl mily have to be revised as on 1.1.2016 and follow least at the same MF.
    All Akkam ,bakkam ( left ,right left ).
    All sorts of fooling is going on and on.
    Those increments in 2009,2012 and 2014 have flown out of judicial verdicts and orders.It was all given in small trenches and being looked upon as some meharbani.
    Simply ,mily has to understand truth and facts.Then go about in deriving legitimate with built in MF /MSP for mil Svc or buggery of depriving fundamental Rights and subjecting to Army Act at prime ages of 18 to 35 and more.

    Pl don't count on eggs before they are hatched.It is futile to guess on speculation and give some better Willy ideas to mod babus
    It has to be orop×2.57
    Veterans are not second class citizens and judiciary is still alive in this country.Justice may be delayed but it can't be denied

  16. It is a matter of great concern that there has always been implication in implementation of pension for defence personnel. The reason behind this may be frequent revision of pension in Jul 2009, Sep 2012 OROP Jul 2014 and so on. The Govt should adopt a simple and effective way of fixing all types of pensions for the benefit of poor soldiers who have always been ready to serve the nation in any situation being away and separated from their family.
    At the time of discharging his duties he never thinks how much he is being paid. He performs his duties even if the govt pays nothing. Therefore, while fixing pension of soldiers, please have a look on their dedicatiin, honesty and their hard life they have spent in J&K, eastern section, high altitude, Glacier and Pakistan borders in Rajasthan and Gujarat facing scorching heat where there is no certaintity of life.

  17. 7 CPC Report is simple. Pension with effect from 01 Jan 2016 = (Pension as on 31 Dec 2016) x 2.57. Who is CGDA to change this resolution?
