ARMED FORCES PAY PROBLEMS? EVERY PROBLEM IN THIS WORLD HAS MORE THAN ONE (AT LEAST) THREE SOLUTIONS. IF THERE IS NO SOLUTION FOUND, THEN FORGET THE PROBLEM.

WHAT THE ARMED FORCES TOP BRASS TO DO TO GET RID OF THEIR PERENNIAL PERSONNEL/PAY RELATED PROBLEMS. EVEN THIS HON'BLE SUPREME COURT ORDER  DID NOT FIND FAVOUR WITH THE GOVT. HENCE THE FOLLOWING SUGGESTIONS, (PRELY PERSONAL), THAT MIGHT BE GIVEN A THOUGHT, IF NOT CONSIDERED.
THE MILITARY TOP BRASS MIGHT LOOK INWARDLY RATHER THAN ALWAYS GOING TO THE MOD BABUS. MAY REVIEW ALL THE AGE OLD/PAST PERSONNEL POLICIES AND GO FOR THE ONES RELEVANT TO PRESENT MODERN TIMES, AS SUGGESTED HEREIN. 

FOR COMMISSIONED OFFICERS

FIRSTLY, THE CHIEFS OF STAFF COMMITTEE COLLEGIUM TO SELECT OFFICERS FOR APPOINTMENT TO COMMANDERS/VICE CHIEFS POSTS AND RECOMMEND TO GOVT (DEFENCE MINISTER). 

SECONDLY, THE COMMANDERS/DGAFMS COLLEGIUM TO DECIDE THE APPOINTMENTS, PAY, PROMOTIONS, CAREER PROSPECTS, PENSIONS AND ALL OTHER PERSONNEL MATTERS OF ALL OFFICERS UPTO BRIG LEVEL RANKS. THIS INCLUDES MNS OFFICERS ALSO.

THIRDLY, THE  BRIGADIER LEVEL OFFICERS COLLEGIUM TO DECIDE ALL ISSUES OF OTHER OFFICERS.

FOURTH, LT COLONEL LEVEL OFFICERS COLLEGIUM TO DECIDE ALL THE POLICIES OF JCOs.

FIFTHLY, THE MAJOR LEVEL OFFICERS COLLEGIUM TO DECIDE ALL THE POLICIES OF NCOs/S NCOs, CO-OPTING CC OFFICERS IN THE TEAM.

SIXTHLY, THE CC OFFICERS COLLEGIUM (CO-OPTING SENIOR JCOs) TO DECIDE THE MATTERS OF ORs/NCOs AND OTHER LOWER RUNG OFFICIALS.

ALL THIS CAN BE DONE WITH THE EXISTING POWERS VESTED IN THESE FUNCTIONERIES, GIVING REQUISITE POWERS WHERE NECESSARY BY THE TOP BRASS.

FROM WHERE THEY DERIVE POWERS?

THE ACTS AND RULES THEY ARE SUBJECT TO. THEY ALSO HAVE ADMINISTRATIVE, FINANCIAL AND JUDICIAL POWERS SUFFICIENT TO DO ALL THE ABOVE AND IN ORDER TO PROTECT THE NATIONAL INTEREST AS PER INDIAN CONSTITUTION. (THE POWERS VESTED IN THE OFFICERS TO CONDUCT COURT MARTIAL PROCEEDINGS) 

ALL THESE TO BE CARRIED OUT INTIMATING THE GOVT(THE MINISTER)

They be given time scale promotions for next higher ranks, as detailed below:

1)Nb Sub to Sub - after 5 yrs reckonable service, 
2)Sub to Sub Maj - after 4 years reckonable service
3)Sub Maj to Lt - after 5 years reckonable service
4)Lt to Capt - 3 yrs reckonable serviceand 
5)Capt to Maj - 3 years reckonable service.

Sepoys (U/T) - (existing consolidated pay during 6 months initial training).

1)Sepoys - After 6 months to till completion of training (PB1-GP Rs.2000(6th CPC)

2)L/Naik - On passing out after successful completion of training (PB1-GPRs2400/-)

3)Naik -  3 years as L/Naik, subject to clearing exams (PB1-GP Rs2800)

4)Hav - 4 years as Naik subject to clearing exams (PB1-GPRs.3400)

5) Hav Dip - direct entry - PB1-GP-4200)

6)Nb Sub - Hav (incl Dip category) 5 years subject to clearing exams- PB1-GP-4600)

7)Sub - Naib Sub (incl DC) 5 years subject to clearing exams (PB1-GP4800)

8)Sub- Maj Sub (incl DC) 3 years subject to clearing exams (PB2-GP 5400)

9)Maj Sub - Lt (Conferred commission) - 4 years (PB-2 - GP 5700)

10)Lt (CC) - Capt (CC) - 2 years  (PB2-GP - Rs.6100)

11)Capt CC - Maj - 4 years (PB2-GP6600)

MANY PROBLEMS PERSISTED FOR THE LAST 70 YEARS MIGHT VANISH. ANY FUTURE ISSUES ARISING MAY BE TACKLED ACCORDINGLY.

I whole heartedly appreciate SGT.Narayana who had come up with kind of solutions.They can be viewed and weighted as per merit and feasiblity.They can be tried from my point of view after a brainstorming .This will pave the way for permanent solutions which are ages old.The Indian Chanakyas and Bhishmas should may come forward with open heart.Just because it is not justice Mathur's PAYMATRIX which is useless idea

    1. You have studied well,our appreciations! good proposal, however please study the US AF pay scale too. Accordingly salary of MWO is higher than a Lt. Col and less than Group captain. They respect experience rather than paper qualification or competitive exams.

      Accordingly a buddy officer's salary is equal to a JWO/Nk Sub. CC commission can be from HAV onwards the way they are doing it now.
      25 years MWO's skills respected at par with Lt Col of 11-13 years.
      Now commissioned officers are enjoing time scales up to Col in 5 level a level 2nd Lt rank has been abolished. Earlier very hardly they become Lt. col before retirement.

      Similerly reduce the level of PBOR

      L1 - Training - AC, LAC is not a rank, classification only
      L2 - Naik/Cpl - this is the actual rank in IAF
      L3 - Hav/Sgt (and direct diploma entry)
      L4 - JWO/Nb Sub (off L1) Lt same salary
      L5 - WO/Sub (off L2) Capt
      L6 - MWO -3 (off L3) Maj)
      L7 - MWO-2 (off L4 Lt.Col)
      L8 - Chief MWO (O-5 ) Col)

      ( O- 6 Brig)
      ( O- 7 Major Gen)
      ( O- 8 Lt Gen)
      ( O- 9 Lt Gen app)
      ( O- 10 Gen )

      Please refer the salary of MWO with Lt.Col of US AF
      Please Search in google.
      Each buddy officer should work under WO for two years on probation.They do not know anything other than qualifications . Please follow other services or armed forces to more about it

      Single mess, same toilet, mixed quarters, no separate queues. This is what US AF.
      Your discrimination one day will be quetioned.
      Wait for that day!

  5. why L/n it must be naik, hav ,naik sub, sub, sub major,sep to naik 4 years, naik to hav 4 years hav to naik sub 5years with service examination naik sub to sub 5 years ,sub to sub major 5 No exams,As the officer hav time scale pramotions up to cornal

Reddy Gaaru,my sugsesstion is, these too many steps like naik havildar,naib subedar,subedar ,subedar major honorary and all created by British junks.We should study,propose if necessary fight it out and remove so many steps in ranks.It is all possible only when we start acting firmly with concrete ideas, and fight joining together, the injustice?

  6. Who is going to listen all your suggestions. If we take such a suggestions about JCOs and ORs it will be rejected by our own officers. Our officers are worried only about them and not their subordinates who are working under them.

  10. As rift is widening between the Babus and armed forces it is better that armed forces are taken away from the control of MOD and brought under the control of the supreme commander of the forces ie. the President of India.

  12. Sgt GVN, well articulated.you said, suggest problems instead of grumbling. Now you have suggested many things above.Would anybody look at it? Officers would look after the welfare of their 'brother officers' The timescale promotion was revised in 2004 for officers and brought down drastically from 4 years to 2 years for Captains,
    from 11 years to 6 years for Majors and from 21 years to 13 years for Lt Cols. After the 6cpc Lt Col was recommended PB-3, but they fought for revision and got placed under PB-4. Now, in all probability, the NFU will be granted to Lt Cols and above and a Lt Col will retire with the pension of Major General or more even if he does not get promoted.
    On the contrary, they are trying their best to downgrade HCOs to JCOs level. Upto 5cpc HCOs were placed much above regular Lts & Captains with fixed pay at Rs10500/-& 10850/-respectively. The regular Lts & Captains started with pay Rs8250/-& 9600/-respectively.With 6cpc, HCOs were brought at par with Regular Officers.This being the fact why should they feel jealous of HCOs? Not all JCOs become HCOs. Honorary Commssion is granted after an unblemished service of 30 to 40 years depending on the arm of service.As long as this colonial mindset exists, HCOs and below can hope for only a lip service.Regards.

  13. How many raised points are in favour of PBORs? Where is the respect of the oaths taken on the name of constitution? Thanks God, we have a civilian government. I request to PM sir, please discard all the colonial rules and more involvement of civilian officers on the defence matters. I have seen three pay commissions and every successive pay commissions have degraded the status of the PBORs. I can’t hope anything from this pay commission also. Ultimately the PBORs are not going to get anything. The demand for increase of MSP for the JCOs is an afterthought. Well calculated move. If out of ten demands this demand is not accepted by the government, the rest nine demands will benefit only a particular community.
    I have full faith on our PM and DM sir and also on all the bureaucrats. Please implement the 7th pay commission for the poor veterans as early as possible. We are in dire need of money to run our family as we get very very less pension and few thousands rupees as arrears will be always beneficial for us.

  14. Demand EX PBOR

    1. MSP of PBOR to be revised
    2. Bottom scales to be multiplied by index 3
    3. Diploma X group should start with a rank of JWO and 4 years after WO and cancell X gp pay system, with grade pay 4200 equal to civil( old)
    In army and navy, diploma personal are given JCO/PO, over the status and money they get X gp pay too.
    5. Either follow US AF pay system or come back to 3 or 4 CPC, in which JWO salary equal to an entry level officer.
    6. Stop discrimination - in mess, canteen, Echs, accommodation etc. Never miss use men for there personal use.

  15. All these words speak your colonial attitude towards the PBORs. Had the power is given to you like people to decide the PBOR's salaries, I am afraid, what would have been their take home income! That is the reason civilian control over the defence forces is necessary in a democratic country. You may not listen to your own PBORs but there are civilian officers like the IAS/Other Gp A services, who will definitely look after them. And for your information, in near future, all the colonial rules, which you are practicing hitherto will be discarded.
