FLASH : FLASH :: FLASH::: 7TH CPC GAZ NOTIFICATION FOR OFFICERS/MNS ISSUED TODAY BY MOD
Major Navdeep Singh siad in the facebook as follows Friday, August 5, 2016 "Notification for pension issued with effect from 01 January 2016 based on recommendations of the 7th Central pay Commission The Central Government has notified pensionary modalities for pre-2016 as well as post-2016 pensioners.
For pre-2016 pensioners, as a thumb rule, the existing 6th Central Pay Commission basic pension is to be multiplied by a factor of 2.57. This is however an interim arrangement till the modalities of the higher notional fixation of pension are worked out by the committee constituted for the said purpose. The rule however does not apply to Armed Forces pensioners for whom a separate notification shall be issued by the Ministry of Defence.
The minimum amount of pension stands raised to Rs 9000. It was Rs 375, Rs 1275 and Rs 3500 during the 4th, 5th and 6th CPCs respectively.
The orders for Post-2016 retirees can be downloaded and accessed by clicking here.
The orders for Pre-2016 retirees can be downloaded and accessed by clicking here."
This is a very timely update on the blog for serving personnel of armed forces.
In the case of armed forces pensioners, especially pre VI CPC i.e. pre 01 Jan 2006 pensioners, the most important issues would be those of matching years of service with number of increments (matrix index number) and fixing appropriate grade pay level (eg matrix level 12A for major pensioners and not level 11; 13 for PC Lt Col pensioners with QS ≥26 years and not level 12A).
A comparison of number of increments earned by older and current pensioners as related to qualifying service for just one rank illustrates the matter for pensioners of all ranks http://goo.gl/8xAp1x
With the issue of 7CPC Order, it is apparent that representations of three chiefs, as being reported in various blogs, have been completely ignored by MOD. This confirms the impresions that MOD has been consistently working contrary to the interests of armed forces personnel, right from 3rd CPC onwards. Service HQs have been shown their true worth and its proof lies in the last Red Fort speech of Hon'ble PM.
The notification delay is unjustified as none of the concerns of Service Chiefs have been honoured. Their words don't carry a weight anymore and they have been squarely humiliated. What next from those leading one of the largest armed forces in the world -- a fast at Raj Ghat ???
As understood. Para 1(ii) (a) of resolution clears the issue. The pay matrix is for all personnel and not for officers only. Subsequent resln may be there for MSP. Pl correct if wrong
No need to wait. Pl refer to PCDA (P) Allahabad Circular C-153 dated 12th August, 2016 for Pension of pre 2016 Defence Pensioners and Family Pensioners. It requires guts to ensure change in attitude of MOD. Veterans have to live with it as they have outlived their utility. Judicial Courts can only remedy the deliberate insults and demeaning of status of men in uniform.
If PCDA circular C-153 dated 12th Aug. was applicable for all defence pensioners also then why did the banks not pay accordingly in end Aug. And since the circular of today had been awaited all these days it had to be relevant but there is not a word in this on the pensioner's and this talks of only serving persons thus leaving the banks with no clear instructions. Unless there is clarification from the MOD or another circular for the pensioners, banks are unlikely to revise the pension of veterans even in September. Over to more informed persons ........
Goes over head. Either we are idiots or innocents. As individual I don't accept the GoI resolution.
ReplyDeleteIt seems this Resolution is for Officers and MNS.
ReplyDeleteAgain JCOs and ORs are cornered-discriminated.
