MILITARY UPS ANTE ON PAY ANOMALIES : WANT PAY REVISION HELD UNTIL ANOMALIES SOLVED - BY RAJAT PANDIT

The armed forces have upped the ante in their ongoing struggle for resolution of “core anomalies“ in their salary packages by asking the Centre to keep in “abeyance“ the implementation of the 7th Central Pay Commission (CPC) for them.
The Army , Navy and IAF headquarters have also issued signals to their 14 lakh personnel to hold their peace till they get the Centre to resolve the persisting anomalies.
Though couched in conciliatory terms, the signals are reflective of the widespread outrage in the military over how successive panels have degraded its status, parity and equivalence compared to civilian counterparts.
For instance, one of the signals issued on Friday -to personnel deployed in different operational commands, formations and units around the country -says: “In the interim, personnel are expected to display maturity and patience, and not be swayed by hearsay or speculative reports from any quarter.“
“The signals are meant to calm down restive personnel by telling them the Service HQs are raising with the government the pay anomalies that need to be resolved.
Otherwise, in these days of social media, personnel can easily fall prey to rumours,“ said an officer.
As was first reported by TOI last month, the three Service chiefs -Air Chief Marshal Arup Raha, General Dalbir Singh Suhag and Admiral Sunil Lanba -had also written to PM Narendra Modi in a last-ditch effort to get their concerns addressed.
The 33 lakh central government civilian employees have already begun to get their new enhanced salaries under the 7th CPC -along with arrears from January 1 -from this month onwards after their new pay-scales were earlier notified by the government.The notification for the armed forces, in turn, was issued on Tuesday .
But it merely deleted the controversial line that held additional levels were being added to the defence pay matrix to “maintain parity“ with the Central Armed Police Forces (CAPFs) like BSF , CRPF and the like.
“In effect, military officers, who were earlier equated with the IPS if not the IAS, have been reduced to the level of the paramilitary ,“ said another officer.

One of the main anomalies raised earlier was the “artificial suppression of entry-level pay in each rank“ for the armed forces. Another issue is the denial of higher military service pay (MSP) for junior commissioned officers (JCOs).

  3. I have few questions to be answered by some learned veterans if they could please
    1. When fixed medical allowance and gallantry award are informally paid for sep to general then why msp given to soldiery should not be paid at uniform rates irrespective of rank or hierarchy
    2.when msp from Lt to brig is uniform ally paid than why discrimination in pbors.why not a logical demand of higher msp to all the pbors
    3.while demand of NFU is logical but the concept of DACP is not defined and is not clearly understood by pbors

    By ignoring the major strength of armed forces I. e. hav and below, would it not be unfair to rob Peter to pay Paul

    1. MSP should be common to all irrespective of rank, all men in uniform should get same MSP of 15500/pm.

  4. Is the cat really getting belled? The conch shell may be blown in warning anytime if there's no action to give justice to the servicemen by the government.

  5. 321 days hunger strike was not noticed by pm now service chiefs waiting for dharpan of pm better accept the present increase and press for the anomoly

  6. Pay parity of Group-X Diploma holder Sgt with it civilian counterparts is lost in this pay commission. The pay commission, in its report has accepted the need for this parity and thereby suggest Group-X pay of 6200 for them because the difference in starting pay between them is 6200. However, pay commission has forgotten that in 6th CPC Group-X Sgt used to get increments on Group-X pay also so that pay parity is maintained throughout the service. In 7th CPC, increments are decided by the pay matrix which is based on existing Pay-in-Band & Grade Pay and doesn't account for Group-X Pay. Thus the pay parity of Group-X diploma holder Sgt with its civilian counterparts is lost just after one increment and is at loss of ₹200 per increments (₹200 during initial years of service and it increases to ₹300 at later years, thus after 10 years difference becomes ₹2300). The pay commission is silent on why there's no increments on Group-X pay like it was in 6th CPC. This issue can be sorted out if 3% increment is also given on Group-X pay also.

Such happening is very sad,shame on the part of so called rullers so called politicians who had come in power after having so many promise es to look after the welfare of Jawans this is what welfare they are doing, they must have read Acharaya Chanakya which had clearly said Sainik ko mangane ke liye majboor mut karo, it shows they are puppets of beurocrats, now what will happen one, or four man commission will be formed for two yrs. I will wait for two yrs four yrs I have patience if remain in this world but now it should not be excepted if it is expected then next pay commission result will be more worst
