REPOSTED August 2, 2016 BLOGPOST : Chiefs of Staff Committee (COSC) Not To Implement the 7TH CPC for the Defence Forces till the time issue of Allowances, DACP for PBORs and NFU for officers etc are decided and implementation orders are issued by the MoD.

Forwarded as received -

The triservices pay commission cell, TRIPAS have advised Chiefs of Staff Committee COSC not to implement the 7 CPC for the defence forces till the time issue of of allowances, DACP for PBORs and NFU for officers etc are decidedand implementation orders are issued by the MoD.

Though there may be delay in implementation of 7CPC, it would be helpful in the long run. In case 7CPC is implemented without finalising the just demands of the services, there are higher probability that none of the demands of services will be implemented. Service personnel will be made to run from pillar to post even for trivial issues like good conduct badge allowance, ration allowance etc.

TRIPAS has recommended that 7CPC for pensioners may be implemented as and when Army instructions are issued.

The TRIPAS has also recommended that COSC to get a guarantee from the PM that several of non monetary recommendation that are made to improve overall efficiency of the central government and improving defence personnel's opportunity to get secondment or absorption in other organizations shall also be implemented in next six months.

It is learnt that COSC has accepted the recommendation of TRIPAS and has conveyed to the government that 7CPC shall not be implemented till issues are resolved. COSC have also apprised the government of seriousness of these issues.

  1. This is the better way than merely accepting the 7 cpc as it is now.

  2. Looks like after long time our chiefs have learnt to look direct into the eyes.
No problem if we do not get pennies .. or the dollar is delayed.

  5. If the political+bureaucracy doesn't blinks so shouldn't we. A fauji has minimal requirements we will live with it but no more degradation let the whole nation know about this. All faujis must take part in voting forces must shun proxy voting and plan leave of personnels educate troops about pol parties let politicians come to the cantonments for canvassing then only will the worth of defence forces shall be realised.Being apolitical has resulted in dribblling.

  7. Our country needs to progress the way a successful democracy with its military and para military forces do and at par with the group A officers...put no dividing lines as its like both sides of the same coin for our elite governance and leadership!

  10. I think this is an old post, the gazette notification has now been issued without any modifications or accepted demand. The long wait for justice is going to continue .No one cares what the TRIPas cell have suggested, merely any demand met by 7cpc.

  11. As understood, 7 CPC on issue of AI- yes. Tangibles as said-like DAPC, MSP, NFU etc

Intangibles in terms of published government guarantee in terms of protocol and equivalence of soldier in terms of entrepreneurship. Soldier is one who goes out thinking of family and works for the nation

  12. Perfect advice by TRIPAS. We as a fraternity must contest Govt's indiferrence, procratination & doublespeak by the PM, PMO, his cabinet & his bureau of myopic advisors, to remedy this longstanding ill meted out to the Indian Armed Forces.

  14. Way to go, but it is essential, as well, that pressure is simultaneously exerted on the Govt to expeditiously resolve outstanding issues. While the serving soldiers may be able to endure the delay, the pension of our old veterans needs to be disbursed as per the fitment formula based on last pension as early as possible, till a final settlement is reached.

  15. Dear sir,
Again misleading info for PBOR's for DACP demand . What is in this DACP? For PBOR's nothing except NFU and other issues only for officers. COSC do not have guts to refuse the govt decision if do so will be removed as Bishnu Bhagwat . Pbor's should not trust in such things .

  16. MSP -- Sep to SubMaj and EQV ranks less than MNS (Non combatant ) . MNS neither a soldier nor deal with any weapon /battle field even though MSP is higher than combatants . This is the justice of COSC to the PBOR's . As an PBOR's do not trust the military / def officers leadership as a result many PBOR's Associations registered in the country. In the PBOR's association officer can not be member , official or guardian . Now PBOR's are raising their voice of concern directly to the President ,PM,DM ,def secy , Joint secy and all higher levels.

  17. Which allowance is applicable to pensioner. AI will prepared after serving allowances halt at posn. Any time bound? FM told CG employees celebrate this diwali with double happiness. Soldiers and family??

  18. But I doubt this really will have some impact. Finally the clever babus will put up some offer which suits few. Then the question "why the entire forces are denied their right dues in right time" will have to answer by the Top brasses of all three forces.

  20. 11 Sep report in The Tribune Service Chiefs reject pay commission report till anomalies resolved. All commands of all 3 Service a have been informed to inform all ranks. Service Chiefs taking bold steps in interst of services.Need of hour is to strengthened their hands & not to indulge in uninformed & immature criticism. In any case can those criticising service chiefs get armed forces better deal? No they canot.Fundamental right to comment does not mean abusiveness. It only defeats the purpose .
